Wow, way to stretch that guys comment. having public roads, sewer, water, and emergency services are a necessity. internet on the other hand is in no way a necessity, especially at such a high cost. using public money for this when we are still in a deficit is completely irrational.

"The automated telephone exchange was invented by someone who ran a fire brigade, and reckoned (rightly, as it turned out), that the switchboard operators were favouring his rival." Took me a bit of searching but I found it, He was an Undertaker. "According to legend, Almon Strowger, an undertaker, was motivated to invent an automatic telephone exchange after having difficulties with the local telephone operators, one of whom was the wife of a competitor. He was said to be convinced that she, as one of the manual telephone exchange operators was sending calls "to the undertaker" to her husband." http://en.wikipedia.org/wiki/Strowger_switch

I spent 8 years in the Navy, 2 of which were as a deck seaman on an LHA (800 footer). 4 years were spent in Norfolk VA doing coastal water patrol and the other 2 were spent as harbor security on Guam. I have experienced a few storms underway and i can assure you there is nothing good to be had in a hurricane at sea. Getting underway to escape a harbor (and sail around the storm) is common practice Getting underway and deliberately sailing into a storm to increase speed on a janky vessel with a crew of limited knowledge and experience is simple incompetence.
