my school had around 4 bbc computers in 1983 and they were expensive compared to the other 8 bit systems but games were the main use of computers and consoles and there were a lot of them i wouldnt go as far as to say every child but master systems spectrums c64, dragon 32 did get into a lot of homes. Even if you didnt have a computer one of your mates would have.

voice command so far to me has always been pure entertainment and of no practical use what so ever
one christmas i set up a nokia 3310 to dial a number automatically the key word was "arse" it was hilarious after 5 minutes sounding like a farmer with tourettes my brother and sister dying of laughter watching me try to get it to dial, it did so.
A later phone with windows mobile was little better, the american bitch just couldn't understand a british accent and would eventually get in a huff and quit. Funny as anything to observe the conversation but no use really.
I did sometimes get voice command to work playing mp3's but you needed to know what songs were available cool when it went to plan not so when it failed, Even on a PC it was always a struggle to get programs like dragon naturally speaking to work with any kind of accuracy. Perhaps one day voice control will be reliable but i am yet to be convinced. Still it is always good for a laugh for 5 minutes any way. i will have to test iris:)
not really my tablet has 8gb of flash with around 6.3 GB free to use as you wish + another 8gb mini sd my netbook has an 8gb sdd and i run libre office on that everyday. The bigger question would be how much ram is needed/ available to run libre office.
I don't know why tablets are so expensive compared to netbooks or phones. my android phone from samsung cost â90 without a contract the internal hardware must be very close to that of a tablet, so why is it costing â400 for a larger capacitive screen and a bigger battery.

So I have 3 working phones i could easily give away. In the uk you can get sim cards for free o2 for example you can apply for 4 free sim cards Vodaphone has topups from 5 euro or £ and even without top ups as long as the number is called once every 6 months then you have an almost free cell phone.
why not give it to a child?
when I was in middle school i would walk to and from school (8 - 12) often diverting via ditches playgrounds ect. I guess my mum would worry some but I always eventually got home. The technology wasn't there when i was a kid but i'm sure she would have liked to know where i was and called me if i was particularly late.
One crucial difference in most of europe is there is no charge for incoming calls and texts so even with no credit , a mobile can be called.
obviously a child has to be taught to be responsibility and there has to be appropriate use of the phone which means you don't use it in class. Facebook updates could be a pain but even before mobile phones kids would pass notes in class. The mobile is hardly different.
On the whole giving a mobile to a child is teaching them responsibility and a little independence, kids should be able to play out with friends and not have an adult looking over their shoulder all the time.
Obviously any kid will want a better phone than they have but that will need to be earned by demonstrating they can be responsible. I really don't see a problem with giving kids basic phones initially and more advanced phones as they get older.
