Your analogy to Minnesota is somewhat faulty. In Minnesota, a large percentage of the population can afford a PC and hae easy access to high speed internet. Compare that to China and I think you will see why there are more bars there than in Minnesota. Hell, even in Japan which is the 2nd biggest economy on Earth, it really isn't uncommon for people not to have PCs, even if they can afford a cheap one. Thus there is usually 1 small internet cafe in every town.

The amazing thing is China is still below Iran, and below most of the poor countries in the world. I heard all these neocons saying that economic freedom inevitably leads to social freedom, but at least to me, that doesn't seem to be the case in China.
If I can find a distro that supports airport express and has decent Chinese character support(the review for this one is/.ed), then I would switch my iBook over(though not my dual 1.8 G5) because surprisingly 384 megs is not enough to run OS X at a decent speed I would switch. The iBook is a nice piece of hardware, but I don't really want to upgrade the memory again just to run OS X at a decent speed...... Plus it's always nice to have variety!

You are right, however with the rise of modern political parties(whose representitives in congress are, in my opinion, way too much like sheep), if the president's party is in charge, a lot of what he suggests actually makes it into law(however maybe not in the exact form that he had hoped because the actual wording of bills is drafted by committe usually, and modified in the process of getting approved in both the house and senate.
The power of the president has been increasing recently, and it's not a trend that I really want to see continue, however neither Kerry or Bush are running on the platform of reducing their own/potential power....

Some of the affected linux distributions include RedHat 7.2, RedHat 7.3, RedHat 8.0, RedHat 9.0, Fedora CORE 1, Fedora CORE 2 and not only.
IIRC, The paper record is per machine, not per vote. After the polls close, each machine prints out a record of the votes recorded on it. So therefore there is a way to double check that the tabulations from all the machines is correct, but not that the tabulation on any given machine is correct. Now granted this does make it harder to modify the final tally, but it is far from impossible.
It also doesn't address machines crashing, poor user interfaces etc.....
So, everyone run down to the chopping center and get your free wifi. Problem solved.

I mean, the wireless isn't "free", taxdollars are paying for it. Unlike private solutions, people who don't use it will still have to pay for it. I'm not quite sure I like the government providing a non-essential service when there are already alternatives. Now the question is, does it mean increased revenue from tourism, better reputation, etc counterbalance the costs of the wireless access points/maintenance? Will some prosumers even want to use this service(as it may not be as reliable)? TFA was short on details, I'm willing to bet the mayor is trying to get re-elected, so he probably hasn't answered any of these questions yet.
Look at Japan, which gets slammed with typhoons(which IIRC, are about the same as hurricanes) and get hit with earthquakes. In fact, pretty much after a month of getting slammed by typhoons, there was a major series of earthquakes over there. Now granted you always have the coorelation!=causation flaw, but it's really something to look into.
