Have you considered the idea they knew that such a huge, expensive, closed device that looks like it will make a shit phone (and will be AWFUL for SMS) wouldn't do well in Europe/Asia without momentum? the WinCE kernel has fuck-all to do with the 2k kernel. The APIs are mostly Win32-esque (but if you try writing apps in, say, MFC you'll find that apps will compile without error, but do nothing, as a lot of the APIs are stubbed out - good luck finding out which on MSDN, btw) but that's an interface thing, not a code thing. CE 6.0 at least has a memory model somewhat like desktop windows, but that's about it. I suspect you've gotten the stripped down NT kernel on the XBox confused with CE. The Dreamcast ran CE, the XBox dosen't.
My understanding is that a lot of Nova is re-dubbed BBC stuff, and the BBC's science programming (on TV) has dropped precipitously over the past 5 or 10 years (there's still some good stuff on the radio)

They refuse to release VC games in a non-fucked up format in Europe - apparently they'll only let you experience games the way they were the first time - so there's no chance of newly translated games coming out...
I'd be curious if there was a "large" number of Windows Mobile drivers for anything in Japan - Windows Mobile only has any real market share in the US, it's failed totally in Japan and somewhat in Europe.

There were rumours around the XBox 360 launch that Sony had been rolling out "final" dev kits before MS. That'd make all the PS3 "launch" games the equivalent of second-generation games in terms of development period, experience, etc.
The shrinking market in Japan seems to be caused purely by the aging population - Japan has a much greater stigma about adults playing games than the US or EU markets. In Japan the average gamer is a teenager, in the US/EU the average gamer is around 30.
Perhaps he lives in Japan (where wii sports isn't bundled) or EU/Aus (where Wii and 360 are about the same price, as are the games) - though the wii has yet to launch in either of those territories.
