Will this switch on a large level impact the EU's suit against MS? If there are large numbers of computers, especially at the government level, that do not use MS at all, does this not take the force out of the meme, "It's a monopoly, kill it now," or is there more to this than is clear at present?

Yes, but you won't like the answer. You can buy Adobe Acrobat Pro... between 100-400 dollars depending on your version type, source, etc. Somewhat cheaper programs can be found that are less robust but do something similar (~40 dollars). There's probably a free pdf creator / modder around, but other than cutepdf (which is just a glorified printer), I don't know of one.

I will not be buying a computer that doesn't come with some way of getting an install disk--at least not as long as I use windows. I greatly appreciate Dell allowing me to still get it (though I don't much like paying 10 bucks for the under $1 disc)
Why then is the hard drive (spinning or otherwise) always the first thing to die on my stationary system (I understand the issue of constantly moving around a laptop affecting stability)?

More than the likely number of US presidents have been red-haired... more have been left-handed. Bill Gates is left-handed as are most of the other ridiculously famous people throughout history. I would suggest that groups stand out because they started out different and were forced to do more. Those right-handed men and women throughout history are outliers in some other fashion.
