Yes you can, there are no prerequisites for either an MOT or insurance in the UK. To buy a road fund license ('road tax') you do need to have both insurance and an MOT but the case you describe is plain wrong.
eMacs are PowerPC based and therefore won't run recent versions of Mac OS and also won't run recent versions of Safari or Firefox. I wouldn't be surprised if this means they don't support Google Docs etc fully or even at all.

no it wouldn't. In fact there is a correllation between high amounts of UV and high potency pot. UV lighting alone isnt enough to grow marijuana but is used by professional growers and breeders more and more often these days.
an electric perfromance car called the Tzero already has regenerative brakes with enough braking force to lock the wheels so it doesn't look like getting the charge into the battery fast enough is an issue anyway.
