OK I'll bite: I don't really understand where this so called "scientists" get their mad ideas from... Moral issues aside, just in case you'd like to try, do you realize how much gas would you need? Well a lot. That means: 1) collecting, transporting, releasing the gas into martian atmosphere would take an incredible amount of energy. It should be debated if such energy is at our own disposal in the first place. Keep in mind: taking the gas from one planet (as we don't have nebuale in here ;) ) means defeating the planet own gravity field, then there's the trip and there's the release... mmmh... But let's go to number two Huh? we need transport nothing but pieces for small factories that convert CO2 (98% of the existing martian atomosphere) into oxygen. They have developed a machine to do this already. RTFM 2) One of the reasons mars has lost most of its atmosphere is that it hasn't got enough gravity pull to withstand solar wind. Atmosphere gets (slowly that's for sure) drained away every minute. So you don't want all of your work to go wasted in space do you? Yes, losing an atmosphere to solar wind takes billions of years. We can continue to manipulate if we are there that long. 3) last but not least. Where to take the "gas"... I really hope you're not talking earth right? We already did a lot of bad things to this planet, taking away it's atmosphere is just the worst of many bad ideas. And to those thinking "hey we'll just take pollution away" let me remind you that we're talking about phisical matter. transporting mass to one object to the other.. What would that do to our planet? less gravity pull? Anyway, why am I talking about this? it's pure nonsense. Not even science fiction. Again see answer to stupid post #1. Also trying readin articles for a change. Did you think they would build a big plastic bag with a bunch of oxygen in it and move it to Mars? My God. Did you goto school?

In a word, no. Russia put probes on Venus (mush harsher env than titan) in 1967. Read

    http://en.wikipedia.org/wiki/Venera

The US has launched numerous deep solar space missions in the past. And landed 3 rovers on the surface of Mars, 2 at the same time, all of which worked.

I will (hopefully) find the pictures from this ESA probe of Titan fascinating, but other than its color cameras, its a 1960's probe. Basically, a turd dropped from Cassini, with a heat shield (60's) and interferometers (70's) and thingies than check wind speed. Oh and parachutes. Whoopie!

    http://www.space.com/news/jpl_budget_806.html

"JPL, which coordinates missions to Mars, Jupiter and the Sun, is the leading U.S. center for robotic exploration of the solar system. One of NASA's highly prized centers, JPL relies heavily on the agency's funding. JPL is an unusual arm of NASA's space science centers because, although the center's property is federally owned, much of the lab's workforce is employed by the California Institute for Technology, which manages the center."
