Microsoft nearly gives away a lot of software to schools in the same situation you are in. Yes, buying the licenses on NewEgg isn't a 'discount'. You need to get in touch with a Microsoft sales rep. If they aren't 'helpful' in getting you a discount, ask to speak with someone else and be sure to explain your financial constraints. I think that with things such as Group Policy in Windows, it's far easier to lock down and automate things for a school and you won't freak everyone out with something brand new. If you want to go Linux, do a gradual switch over time. Otherwise I hope you have one hell of a support team.
You mean he wasn't able to actually use his abilities to optimize a Linux install during the TCO studies to help it perform up to par with Microsoft's OS?

ummm... did you miss everything that has happened in biology and DNA lately? Electronics has just moved into the incremental consumer phase, instead of being a strict labratory science. Things like DNA sequencing, stem cells, cloning, nano-technology, and genetic engineering are where the real advancements are.
Ummm... did you miss that many of these things too are also being patented so that companies can sit back and wait for someone to discover that their patented gene cures some disease... then wait for someone else to spend money developing the cure and claim they have the patent to that very gene that made the whole process possible and that they therefore deserve a large chunk of the pie?
Or even better for Microsoft, when users upgrade there boxes or get new ones they won't even have to install Firefox because IE7 will have ripped everything off from it:-/
I would have to imagine that in testing they gave it to the average geek and asked them, "Is the battery life long enough for you?" And they all answered yes, because it was enough to make it to the kitchen for food and the bathroom for a pit stop.
On another note, I'm sure I could have powered my flux capacitor with all the power consumed by this laptop.
So a senator is sitting at their desk and they get some mail from an irate mother who found they didn't know enough about their computer to guess that they shouldn't just blindly let their 12 year old kid on it. That said child stumbled upon 120 GB of pr0n (or more) and now the mother is just a little angry.
So she goes and bitches to the senator. The senator gets a lot of these and says, "God, this looks like a problem, perhaps I could win some votes by filtering these bad things on the Internet."
The obvious problem: The senator doesn't understand any of this. It's like walking into Best Buy and having the idiot salesman tell you what kind of a computer you SHOULD be looking at. You're the guy who lives, breathes and eats tech. He's the guy who is a salesman for a megacorporation and doesn't know more about computers than your average 12 year old.
And so finally we understand the senators logic. Completely lacking any understanding of the subject he jumps to the conclusion he would be doing us all a favor by filtering the Internet. And when we tell him it's not feasible, he'll say, "Well let's give consumers the option to have filtered Internet." And it will go on and on. Because the reality is that you can't fix the problem until people understand what their computers can do, how to bolt them down, what steps to take to secure it for their kids, and how to be a proper parent.
I guess the sad part is that it will take the senator a long time to realize this... if ever at all.
And don't forget the all-important question of why the hell would anyone want a beast as big as these cases (see TFA) for an HTPC? Half of them lay claim to fitting an entire ATX board like it was some sort of accomplishment. Personally, I'd certainly rather have something slimmer.
To me this doesn't make sense -- Microsoft decides to open up their Office formats and at the same time wants to develop an ad-based version of Windows and/or Windows components. Is it just me, or are they trying to dig their own grave?
