I can only counter with experience, but I've spent over $1000AUD on music this year, most of which (90%) I would not have bought without having downloaded it first.

Some ISPs also count uploads in this quota.
Also, I've had problems with the countrycode.archive.ubuntu.com mirror, see if your ISP or university hosts a mirror.

I use a Fit-PC2 (www.fit-pc2.com). Plugs into my TV via HDMI, also comes with an adaptor for DVI. Apparently uses 7 watts.
