What would be good for the people of Bolivia is to be selling batteries and not the Lithium, that would generate jobs, industry and a fair share. Instead the US or US based corps would buy the Lithium at the cheapest price possible and then manufacture the batteries in order to sell the Bolivians back the batteries at 1000x the price. If that doesn't work, provide the opposite party of the current Bolivian government, all the means necessary (even military) to reach the presidency and give heavy price cuts to the Lithium. Ready the history of the region and you'll see.

In addition to that, Linux distros for ARM like Maemo (http://www.maemo.org) have successfully made gcc paths and sanboxes (scratchbox) to compile in an X86 to arm, so you can develop in x86 and safelly compile it in ARM just changing the (I think it's called) path.
How far is Microsoft of that? I really don't know how integrated are the tools for WIndows mobile, but dude, Maemo is a full blown Linux and it's X server, you don't have to change anything from destop to palmtop (not really).
In south-american countries the price are much influenced by the import taxes, they go between 150% and 200% of the actual retail price in the US. Piracy here is not about trying to fool game developers, but tax collectors and overpricing retailers. Digital distribution goes as far as broadband Internet connections, so no real solution for piracy here.

Agree, ARM has been gaining grounds due to it's low (as none) power consumption when idle. So long backward compatibility tough.
