I'm not sure if I'd call having twenty-one different email systems a bug, but it is definitely inefficient. A bug is something that is an error in a program, not an error in the implementation of a program.

One down side of having everything the same platform is it will only take one bug/outage/patch fail to crush the whole system instead of only one part of it.
But the downside to your city streets (county roads, state roads included) were subsided by the federal tax dollars swayed in front of the city/county/state officials so the Fed can better control those supposedly separate entities. Federal funding is much more far reaching then most folks realize.

IANAL nor am I an officer of the law, however, if I understand the process, an officer can detain anyone for questioning. They can also put cuffs on you for their protection while under questioning. Still not charged with anything. But you still have the right to not speak to them.
It's a slippery slope I would think. I know officers who deal with folks who do nothing but lie all day long so they become accustomed to that. So when they come upon someone who is innocent they lose focus. Good police forces are constantly doing training with the officers to avoid such blanket assumptions though. I know it's not a job you could pay me enough money to do. And again, I would think like any other work force, 90% of them are decent folks who are logical and can deal with you in a normal way. Then you have the other 10% who give them a bad name.
That even though I live in a 'hands free driving' state, that whenever I pass a police officer, they have a cell phone up to their ear. So there is a law in place and I don't think I've seen it enforced. Does talking on the cell phone or texting while driving affect the driver? For most folks, hell yes. I can't count the times that I've come up on a driver who's going too slow in the far left lane, or going outside their lane, and passing them only to see them talking on their phone.
But the true 'root' cause of these accidents is stupidity, not the device itself. They were not paying attention. Be it a cell phone, reading a paper, putting on make up, or looking for their lighter. Looking away from the road for anything can cause an accident.
Well the other option is password/phrase requirements for secure systems now days. Changed every 60 days. Requiring so many different character combos that all users do is write down their password/phrase. So pick your poison on this. Either it's an easy pass phrase that can be 'guessed' or a pass phrase that is written on a card in your wallet.
I know folks bitch about the costs, but where are those funds going would be the question to ask. I have no problem with the Govt spending on equipment and services that support U.S. businesses and create jobs. It's a bit of a vicious circle though. Shift that money to social services, and you'll have the same scenario, but just a different industry.
