What happened to him, the teenager from Norway who was arrested by the Norwegian police, even before the 2600/MPAA case? Was he let go, or is there a trial pending, or was he acquitted/convicted?
Stopping these DDOS attacks in software is a step, but still, you're using bandwidth and CPU cycles you otherwise wouldn't have. Network infrastructure companies like Cisco etc. could probably play a good role.
Imagine if routers could be dynamically updated to intelligently scan traffic for DDOS attack patterns and block these before any host in the internal network even sees it.
MIT has done a lot of work in this area of "Active Networking".
Seeing as DVD quality MPEG 2 is 4 GB or more for feature films, I doubt they are using striaght MPEG 2 compression. Either they are using an alternative codec, and/or the resolution and quality is significantly less than DVD. 500 MB is less than DiVX, less than VCD.
Possibly something crappy like Real.
Although, it would be quite ironic if they were to adopt DiVX as a codec!

Have you noticed that they are using Akamai now to distribute the content of whitehouse.gov? I guess it's so that they can't be DDOSed in the future with a variant of Code Red (changing the IP address of whitehouse.gov was only a stopgap measure).
