He does have the option of getting the drive back. You have to say that up front though. They aren't going to just send it back because that is an extra expense.
I like Tcl (and Tk). It has a nice syntax. It has good libraries. It runs pretty much the same on any OS I care to use. One of the big benefits as well is the community. It is super helpful and very nice to work with.

RoR is just another framework now. Almost everything has caught up to it. The biggest question to ask yourself is "Do I want to program in Ruby?". If the answer is "no" then meh who cares about this.

They just don't understand your side of the issue. All they see is "I have a problem" and "You need to fix it" without knowing anything technical. You need to say "48 hours is not reasonable and here is why" and list them out. If the customer still wants it, let them know it won't be "bulletproof" and they need to accept that.
I don't see it as a threat to either Windows or Apple.
