You have a strange definition of "new". That thing has a 2.8 GHz Pentium 4 chip, which is only twice as powerful as the processor in my phone (Cortex A9 based) but uses 100x more power.
I installed classic shell. Now I have all the benefits of Windows 8 (eg, faster internals, hyper-v, multi language display/input) and the start menu back. power off, restart, logout are all there.
The time to upgrade to Windows 8 Pro was before this past January when it was $15. Now, it's not such a good deal. Internally it's faster than Windows 7, comes with Hyper-V, and comes with IME and localizations for different languages (while most people don't care about this, I do, and MS's execution of this is much better than any of the Linux distros).
If they don't throw out the patents, does that mean people with the mutation who do develop cancer have standing to sue the company then since they have patents on those genes?
Reading that link, they talk about not wanting to deal with Exynos. In the USA, however, we're going to get the Qualcomm Krait version. Qualcomm has been much better with releasing usable sources than Samsung. And Cyanogen works for Samsung USA, so it would seem to me that getting an SGS4 is a safe bet in the USA if you want Cyanogenmod.

I have Xubuntu on dual boot. Other language with input (especially Chinese and Japanese) were a pain in the ass to set up.

Not sure what you mean by that. I have an AT&T SGS II. It's running Cyanogenmod 10 and is unlocked.
