I don't think that's the case. Everywhere I've worked there's been a demand for programmers and a dearth of qualified applicants. The typical explanation I hear is that non-game industry jobs pay better. Though for my (very casual) observation that's only true at the entry level.
Instead of focusing on all the tech details that other folks get wrong, think of all the economic dogma and confused legal interpretations that otherwise intelligent people allow themselves to parrot.
The FPS genre isn't really renown for gameplay innovation. Superlative execution counts for a lot, as Halo has shown. This game looks to have polish in spades.
I think that's a little naive. A lot of money has been invested in hydrogen power, and not much to show for it. Not to mention any technology that involves the mass deprecation of existing internal combustion engines is not likely to be cheap to roll out, or popular in most quarters (not just Big Oil). Why would you expect that they would invest in something outside their expertise anyway? We (the people) really have to take the initiative and mandate research with funding.
That's why things like bio-diesel really have the largest ability to help us on the tail end of peak oil. It's suitable as a drop-in replacement in a lot of environment (for diesel engines), and can be mixed with petrodiesel in colder environments where the viscosity is insufficient. How about fixing some bugs, or shrinking that memory footprint. Then you can be immortalized in the code *and* you don't have to be a nuisance to your friends.

Uh, 65 is incorrect. I think we all remember Star Trek VI where Chancellor Gorkon mentions that Shakespeare was originally written in Klingon. I can't believe they let this one through.
In the places where the downtown is pretty accessible, like L.A., they just locate in other hellish commute areas (ie, the westside). Big corporations hate their employees.
