I dont get this buckling part of that sentence. The tether is in tension. And further the wind is pulling it. So it is still in tension. Tensile loads dont cause buckling. Only compressive loads can cause buckling. I can understand the deformation part, though I image the deformation is simply elongation.

OK let us say IBM eventually wins and SCO loses. At that point SCO is bankrupt and IBM cant hope to get back any of the court costs it spent defending itself. So dividing by 300 seconds, the Power rating for the charger is 4500000 Watts or 4.5 MW. If you try to charge it from your friendly neighbourhood 110V line, the amp rating for the plug is drum roll please, 40909 Amps
Now think when you are pumping 25 gallons of gas into that Hummer in 3 minutes, you have a 8 MW device in your hands!
Let MSFT open its bug database open to public, the way bugzilla is open. Then we can count the vulnerability.

Like "Not Critical" has a weight of 1, and scale it by a factor of 10 for each higher level. Then do a weighted sum.
