There is a big chance it will even happen with Amazon's blessing, just by checking a box when uploading music "I agree you to use my music for marketing purposes". Amazon get's a big fat cut from selling not RIAA music as they don't need to pay RIAA anymore.

I can run up to 4 VM on my laptop (Lenovo T60) with 3GB a and Core 2 Duo 2GHz without any problems. Often I need to work on 3 machines (design one + cluster for testing) and it works really well together. Problem is that disk subsystem sucks, so I suggest you invest in some RAID, but processor or memory wise it's enough. If you run Linux, you can run more of them as they use less memory and processor usage is also nicer. Just stay away from GUI as X uses abysmal amount of processing power in remote VM for anything more that 800x600.
You don't really need anything very expensive - most of commodity hardware nowadays runs VMWare Server easily. It's also free so even sweeter. Just choose processor that supports virtualisation, as that speeds up everything a lot.
Actually I can see it all the time. My Ubuntu laptop's (IBM T42) WiFi is about 50% faster that the same configured Windows machine of my wife. We're talking about SAME hardware. I don't really know if it's drivers, or something else.
Performance on LAN is more similar, difference is about 10-20% max, but with this kind of hardware it heavily depends on HDD to write data and Windows is crap at this - it's swapping - god knows why!!!
To save costs that can be done over the phone. Some official line with video recording to prove that the person talking was the person taking test. Just in case of problems afterwards.
Disable service called Shell Detection something. That will switch off Autoplay for everything globally. Easiest solution and saves you memory and load time.
You can try LogMeIn. It supports HTML interface which is basically and JPG image you click on and it sends events to the computer and then refreshes. Typing is done through choosing Send Keystrokes. This way you can work around all animated crap in browsers. It's not great (painfully slow) but usually enough to do stuff that cannot be done in Powershell/SSH (somebody mentioned hardware drivers).

I suggest something like logmein or ntrconnect. One of them works on Linux, don't really remember which one.
