We have two competing systems at my university: one's a simple in-house system that allows all people from the school to view the material for each course in the spirit of free education if they want to. It does the job with minimal hassle. The other is WebCT (now Blackboard) which restricts access to information and education.
There's some way to incorporate this material into roadways that don't develop potholes. You're tired of paying for them--in wear and tear on your car and in taxes.
The US government has consistently demonstrated innovation in this area. I think the ideal course of action would be to bomb the headquarters of the patent troll company. End of bank cheque problem. End of patent troll problem. Zero litigation.
