There's no reason they can't design the next step in another 2 or 3 years.
There are many projects they had planned for Vista that were never completed ( WinFS for example ). Assuming they are near completion, some of them would designate an "overhaul" of the core of Windows. Rather than trying to force them into a semi-stable environment as a service pack, MS may as well use them in the next version.

balance of story and pure game play
Good point. There are too many games that ignore gameplay altogether. Beautiful graphics and intruiging storylines are great, but awkward control schemes and pathetic camera angles can kill. However, many wonderfully designed RPGs have little to no plot.

One important point that many people seem to ignore is that java seems to have huge number of freely available libraries
The biggest argument I have against C++ is the disorganization of the libraries. Having used Java, I find them (generally) well structured and easy to use with minimal previous experience required. I will admit, however, that the libraries often feel bloated in their generality.

Good point, but there is also the other perspective. The gang will have the cracker's personal information (required to pay the tuition bills), making it more of a challenge for him to hide if things don't go well. There would have to be a strong trust beyond the average employer/employee mindset or else a false move by either side will cause everyone to get caught.
