Germany Abandons Investigation Into NSA Spying on Chancellor Merkel
After the purported eavesdropping by the NSA on German chancellor Angela Merkel's telephone commnunications, the German government opened an investigation. However, writes Bruce66423: A lack of evidence means that the investigation has now ended. Our congratulations to the NSA for covering their tracks so well. Note that it was announced on a Friday evening, which is universally recognised as the time to release the news you don't want to get attention. Also at The Guardian and the BBC; from the Guardian's version: The investigation came after Der Spiegel reported in October 2013 that the NSA had a database containing Merkel’s personal phone number. Merkel publicly expressed outrage and dispatched a team of senior German intelligence officers to Washington, supposedly to extract a ”no spy” agreement. When the row was its height, the chancellor said: “The charges are grave and have to be cleared up.” ... The White House, responding to the Der Spiegel story in 2013, said it was not spying on Merkel at present and nor would it in the future, but refused to say whether it had in the past, which was interpreted by some as an admission of guilt. -
How American Students Can Get a University Degree For Free In Germany
HughPickens.com writes: BBC reports that Germany has abandoned tuition fees altogether for German and international students alike and more than 4,600 US students are fully enrolled at Germany universities, an increase of 20% over three years. "When I found out that just like Germans I'm studying for free, it was sort of mind blowing," says Katherine Burlingame who decided to get her Master's degree at a university in the East German town of Cottbus. "I realized how easy the admission process was and how there was no tuition fee. This was a wow moment for me." When Katherine came to Germany in 2012 she spoke two words of German: 'hallo' and 'danke'. She arrived in an East German town which had, since the 1950s, taught the majority of its residents Russian rather than English. "At first I was just doing hand gestures and a lot of people had compassion because they saw that I was trying and that I cared." She did not need German, however, in her Master's program, which was filled with students from 50 different countries but taught entirely in English. In fact, German universities have drastically increased all-English classes to more than 1,150 programs across many fields.
So how can Germany afford to educate foreign students for free? Think about it this way: it's a global game of collecting talent. All of these students are the trading cards, and the collectors are countries. If a country collects more talent, they'll have an influx of new ideas, new businesses and a better economy. For a society with a demographic problem — a growing retired population and fewer young people entering college and the workforce — qualified immigration is seen as a resolution to the problem as research shows that 50% of foreign students stay in Germany. "Keeping international students who have studied in the country is the ideal way of immigration," says Sebastian Fohrbeck."They have the needed certificates, they don't have a language problem at the end of their stay and they know the culture." -
The Real Scars of Korean Gaming

An article at the BBC takes a look at the e-sports scene there, which is generating huge salaries for the top players, but also injuries and insular lifestyles. It's growing more similar to traditional pro sports all the time. From the article: "A scar, half an inch wide, stretched from just above the elbow and up over his shoulder. 'Our company paid for full medical expenses, so he had an operation,' explained his coach, Kang Doh Kyung. [He] is the best player in StarCraft and has won everything in this field and is still going strong.' Repetitive strain had injured Mr Lee's muscles, deforming them and making surgery the only option to save his illustrious career." -
NOAA: Global Warming 'Pause' Never Happened
Taco Cowboy writes: The whole global warming debate is as confusing as ever. Researchers from the U.S. National Oceanographic and Atmospheric Administration (NOAA) have published a new study in Science saying there was no "pause" in global warming. Dr. Thomas Karl points out that the warming rate over the past 15 years is "virtually identical" to warming over the last century, and updated observations show temperatures did not plateau.
"The idea of a global warming 'hiatus' arose from questions over why the trend of warming temperatures appeared to be stalling recently compared to the later part of the 20th century. ... The new analysis corrects for ocean observations made using different methods as well as including new data on surface temperatures."
"According to the Intergovernmental Panel on Climate Change (IPCC), global average temperatures have increased by around 0.05C per decade in the period between 1998 and 2012. This compares with an average of 0.12 per decade between 1951 and 2012. The new analysis suggests a figure of 0.116 per decade for 2000-2014, compared with 0.113 for 1950-1999." -
Baidu Forced To Withdraw Last Month's ImageNet Test Results
elwinc writes: Back in mid-May, Baidu, a computer research and services organization in Mainland China, announced impressive results on the ImageNet "Large Scale Visual Recognition Challenge," besting results posted by Google and Microsoft. Turns out, Baidu gamed the system, creating 30 accounts and running far more than the 2 tests per week allowed in the contest. Having been caught cheating, Baidu has been banned for a year from the challenge. I believe all competitors are using variations on the convolutional neural network, AKA deep network. Running the test dozens of times per week might allow a competitor to pre-tune parameters for the particular problem, thus producing results that might not generalize to other problems. All of which makes it quite ironic that a Baidu scientist crowed "Our company is now leading the race in computer intelligence!" -

New Alloy Bounces Back Into Shape 10 Million Times And Counting

Chinese Nationals Accused of Taking SATs For Others
Vadim Makarov writes: Fifteen Chinese nationals living in the U.S. have been charged with creating an elaborate scheme to take U.S. college entrance exams on behalf of students. For the past four years, the accused provided counterfeit Chinese passports to impostors, who sneaked into testing centers where they took the Scholastic Aptitude Test (SAT), the Graduate Record Examination (GRE), and others, while claiming to be someone else, according to a federal grand jury indictment. Special Agent in Charge John Kelleghan for Homeland Security Investigations of Philadelphia said: "These students were not only cheating their way into the university, they were also cheating their way through our nation's immigration system." -
Live Anthrax Shipped Accidentally To S Korea and US Labs
New submitter hamsterz1 writes: U.S. Officials say that the military mistakenly sent live anthrax to laboratories in nine states and an air base in South Korea, after apparently failing to properly inactivate the bacteria. Four lab workers in the United States and up to 22 overseas have been given precautionary medical treatment. The CDC is investigating the incident and Pentagon spokesman Colonel Steve Warren says, "Out of an abundance of caution, [the Defence Department] has stopped the shipment of this material from its labs pending completion of the investigation." -
Black Hole Plays Pool With Plasma
the monolith writes: The Hubble Space Telescope is revealing that there is a pool game in progress, with a long shot being played out on a cosmic scale. It appears that the first recorded shot was observed in 1992, while subsequent canon shots were recorded between 1994 an 2014. In actuality, the shots are plasma, the current player is a black hole, and the playing surface is galactic space itself. The BBC has a story on the observations and interpretations, while the journal Nature has the paywalled in-depth article. The current score is unknown, and one can only hope that there were no life forms involved in the collision. -
SpaceX Cleared For US Military Launches

This disrupts the lock that Boeing and Lockheed Martin have had on military launches for almost a decade. SpaceX will get its first opportunity to bid for such launches in June, when the Air Force posts a contract to launch GPS satellites. -
Can Bad Scientific Practice Be Fixed?
HughPickens.com writes: Richard Horton writes that a recent symposium on the reproducibility and reliability of biomedical research discussed one of the most sensitive issues in science today: the idea that something has gone fundamentally wrong with science (PDF), one of our greatest human creations. The case against science is straightforward: much of the scientific literature, perhaps half, may simply be untrue. Afflicted by studies with small sample sizes, tiny effects, invalid exploratory analyses, and flagrant conflicts of interest, together with an obsession for pursuing fashionable trends of dubious importance, science has taken a turn towards darkness. According to Horton, editor-in-chief of The Lancet, a United Kingdom-based medical journal, the apparent endemicity of bad research behavior is alarming. In their quest for telling a compelling story, scientists too often sculpt data to fit their preferred theory of the world or retrofit hypotheses to fit their data.
Can bad scientific practices be fixed? Part of the problem is that no-one is incentivized to be right. Instead, scientists are incentivized to be productive and innovative. Tony Weidberg says that the particle physics community now invests great effort into intensive checking and rechecking of data prior to publication following several high-profile errors. By filtering results through independent working groups, physicists are encouraged to criticize. Good criticism is rewarded. The goal is a reliable result, and the incentives for scientists are aligned around this goal. "The good news is that science is beginning to take some of its worst failings very seriously," says Horton. "The bad news is that nobody is ready to take the first step to clean up the system." -
Cute Or Creepy? Google's Plan For a Sci-Fi Teddy Bear
HughPickens.com writes: Time Magazine reports that Google has designed and patented an "anthropomorphic device" that could take the form of a "doll or toy" and interact both with people as well as tech gadgets echoing the "super toy" teddy bear featured in Stephen Spielberg's 2001 movie AI. This could be one of Google's creepiest patents yet — especially if movies like "Chuckie" still give you nightmares. The patent filing diagrams a stuffed teddy bear and a bunny rabbit outfitted with microphones, speakers, cameras and motors as well as a wireless connection to the internet. If it senses you're looking at it, the fuzzy toy will rotate its head and look back at you. Once it receives and recognizes a voice command prompt, you can then tell it to control media devices in your home (e.g. turn on your music or TV). According to the patent filing: "To express interest, an anthropomorphic device may open its eyes, lift its head, and/or focus its gaze on the user or object of its interest. To express curiosity, an anthropomorphic device may tilt its head, furrow its brow, and/or scratch its head with an arm. To express boredom, an anthropomorphic device may defocus its gaze, direct its gaze in a downward fashion, tap its foot, and/or close its eyes. To express surprise, an anthropomorphic device may make a sudden movement, sit or stand up straight, and/or dilate its pupils."
The patent adds that making the device look "cute" should encourage even the youngest members of a family to interact with it. But Mikhail Avady, from SmartUp, said he thought it belonged in "a horror film", and the campaign group Big Brother Watch has also expressed dismay. "When those devices are aimed specifically at children, then for many this will step over the creepy line," says Avady. "Children should be able to play in private and shouldn't have to fear this sort of passive invasion of their privacy." -
US Levels Espionage Charges Against 6 Chinese Nationals
Taco Cowboy writes: The U.S. government has indicted five Chinese citizens and arrested a Chinese professor on charges of economic espionage. The government alleges that they took jobs at two small, American chipmakers — Avago Technologies and Skyworks Solutions — in order to steal microelectronics designs. "All of them worked, the indictment contends, to steal trade secrets for a type of chip popularly known as a “filter” that is used for acoustics in mobile telephones, among other purposes. They took the technology back to Tianjin University, created a joint venture company with the university to produce the chips, and soon were selling them to both the Chinese military and to commercial customers."
It's interesting to note that the Reuters article keeps mentioning how this technology — used commonly as an acoustic filter — has "military applications." It's also interesting to look at another recent case involving Shirrey Chen, a hydrologist who was mysteriously arrested on suspicion of espionage, but then abruptly cleared five months later. One can't help but wonder what's driving the U.S.'s new strategy for tackling economic espionage. -
Russian Rocket Crashes In Siberia
An anonymous reader writes: A Russian Proton-M rocket carrying a Mexican satellite broke down shortly after launch and crashed in Siberia. Russian space agency Roscosmos is investigating the incident, but the cause is not yet known. In the video, the rocket appeared to sputter and stop providing thrust when the third-stage engine unexpectedly switched off. Communications were lost with the rocket before that happened. This comes just a couple weeks after Russia experienced another high profile rocket failure when its cargo ship bound for the International Space Station failed to reach a high enough orbit and began spinning out of control. Russia's Proton family of rockets has been in use since the 1960s, though the current Proton-M incarnation was first flown in 2001. -
Galaxies Die By Slow "Strangulation"
HughPickens.com writes: BBC reports that results of a study of the spectrum of light emitted by 23,000 red, passive galaxies and 4,000 blue, star-forming ones shows that when galaxies stop making stars, their death is usually a slow process that chokes them of the necessary cool gases over about four billion years. Astronomers surveyed thousands of galaxies, living and dead, to assess whether the transition is rapid or slow. In the dead galaxies they detected high levels of metals, which build up during star formation and point to a slow strangulation process. "Metals are a powerful tracer of the history of star formation: the more stars that are formed by a galaxy, the more metal content you'll see," says Dr Yingjie Peng. "So looking at levels of metals in dead galaxies should be able to tell us how they died."
Astronomer Andrea Cattaneo from the Observatoire de Paris compares this tell-tale evidence to the high levels of carbon dioxide seen in a strangled human body. "During [strangulation], the victim uses up oxygen in the lungs but keeps producing carbon dioxide, which remains trapped in the body," wrote Dr Cattaneo. "Instead of building up CO2, the strangled galaxies accumulate metals — elements heavier than helium — produced by massive stars." On average, living, star-forming galaxies were four billion years younger than the dead ones. This matches the amount of time that the astronomers calculate would be needed for the galaxies to burn up their remaining gas supply during the strangulation. "This is the first conclusive evidence that galaxies are being strangled to death," says Peng. "What's next though, is figuring out what's causing it. In essence, we know the cause of death, but we don't yet know who the murderer is, although there are a few suspects." -
Technology and Ever-Falling Attention Spans

They note research finding that the average information worker's attention span has dropped significantly in only a few years. "Back in 2004 we followed American information workers around with stopwatches and timed every action. They switched their attention every three minutes on average. In 2012, we found that the time spent on one computer screen before switching to another computer screen was one minute 15 seconds. By the summer of 2014 it was an average of 59.5 seconds." Many groups are now researching ways to keep people in states of focus and concentration. An app ecosystem is popping up to support that as well, from activity timing techniques to background noise that minimizes distractions. Recent studies are even showing that walking slowly on a treadmill while you work can have positive effects on focus and productivity. What tricks do you use to keep yourself on task? -
Self-Destructing Virus Kills Off PCs
mpicpp sends word about particularly bad virus making the rounds, with this snippet from the BBC: "A computer virus that tries to avoid detection by making the machine it infects unusable has been found. If Rombertik's evasion techniques are triggered, it deletes key files on a computer, making it constantly restart. Analysts said Rombertik was 'unique' among malware samples for resisting capture so aggressively. On Windows machines where it goes unnoticed, the malware steals login data and other confidential information. Rombertik typically infected a vulnerable machine after a booby-trapped attachment on a phishing message had been opened, security researchers Ben Baker and Alex Chiu, from Cisco, said in a blogpost. Some of the messages Rombertik travels with pose as business inquiry letters from Microsoft. The malware 'indiscriminately' stole data entered by victims on any website, the researchers said. And it got even nastier when it spotted someone was trying to understand how it worked. 'Rombertik is unique in that it actively attempts to destroy the computer if it detects certain attributes associated with malware analysis,' the researchers said." -
17-Year-Old Radio Astronomy Mystery Traced Back To Kitchen Microwave
New submitter Bo'Bob'O writes: The BBC reports that the scientists at the Parkes and Bleien Radio Observatories in New South Wales, Australia, have tracked down earth-based signals that had been eluding observation for 17 years. These signals, which came to be called Perytons "occurred only during office hours and predominantly on weekdays." The source, as it turned out, was located right inside the antenna's tower where impatient scientists had been opening the kitchen microwave door before its cycle had finished. As the linked paper concludes, this, and a worn magnetron caused a condition that allowed the microwaves to emit a burst of frequencies not expected by the scientists, only compounding the original mystery. -
SpaceX Launch Abort Test Successful
An anonymous reader writes: As we discussed yesterday, SpaceX launched a prototype this morning to test its Dragon passenger capsule in an aborted launch. The test was a success — the capsule separated cleanly, propelled itself to a safe distance, deployed its parachutes, and lowered gently down to a water landing, where it remained floating. You can watch video of the test on SpaceX's website — skip to 15:40 to get right to it. Externally, everything seems to have gone fine. I'm sure we'll hear in the coming weeks whether the downrange distance was ideal, whether they hit their splashdown target, and how the crash test dummy inside the capsule weathered the abort! -
French Version of 'Patriot Act' Becomes Law
Taco Cowboy writes: Thanks to the Charlie Hebdo massacre and other instances of terrorism, the French legislature has voted 438 to 86 in favor of the "Intelligence Service Bill," essentially a French version of the Patriot Act. It awards the French intelligence services sweeping powers to tap and intercept any kind of digital correspondence, including phone conversations, emails, and social media.
The bill decrees that hosting providers and Internet service providers in France must be equipped with a "black box" that can retain all digital communications from customers. "The new law would create a 13-member National Commission to Control Intelligence Techniques, which would be made up of six magistrates from the Council of State and the Court of Appeals, three representatives of the National Assembly, three senators from the upper house of Parliament and a technical expert. ... The only judicial oversight is a provision that allows the commission to lodge a complaint with the Council of State, but lawyers are doubtful that it could be convened on a routine basis." We previously discussed news that ISPs may leave France in protest if the bill was passed. Now we'll know shortly if those ISPs will live up to their word. -
The BBC Looks At Rollover Bugs, Past and Approaching
New submitter Merovech points out an article at the BBC which makes a good followup to the recent news (mentioned within) about a bug in Boeing's new 787. The piece explores various ways that rollover bugs in software have led to failures -- some of them truly disastrous, others just annoying. The 2038 bug is sure to bite some people; hopefully it will be even less of an issue than the Year 2000 rollover. From the article: It was in 1999 that I first wrote about this," comments [programmer William] Porquet. "I acquired the domain name 2038.org and at first it was very tongue-in-cheek. It was almost a piece of satire, a kind of an in-joke with a lot of computer boffins who say, 'oh yes we'll fix that in 2037' But then I realised there are actually some issues with this. -
Empty Landscape Looms, If Large Herbivores Continue to Die Out
From the BBC comes this depressing excerpt: Populations of some of the world's largest wild animals are dwindling, raising the threat of an "empty landscape", say scientists. About 60% of giant herbivores - plant-eaters - including rhinos, elephants and gorillas, are at risk of extinction, according to research. Analysis of 74 herbivore species, published in Science Advances, blamed poaching and habitat loss. A previous study of large carnivores showed similar declines. Prof William Ripple, of Oregon State University, led the research looking at herbivores weighing over 100kg, from the reindeer up to the African elephant. "This is the first time anyone has analysed all of these species as a whole," he said. "The process of declining animals is causing an empty landscape in the forest, savannah, grasslands and desert." The Pioneer Who Invented the Weather Forecast
HughPickens.com writes: Peter Moore has a fascinating article on BBC about how Admiral Robert FitzRoy, the man who invented the weather forecast in the 1860s faced skepticism and even mockery in his time but whose vision of a public forecasting service, funded by government for the benefit of all, is fundamental to our way of life. Chiefly remembered today as Charles Darwin's taciturn captain on HMS Beagle, during the famous circumnavigation in the 1830s, in his lifetime FitzRoy found celebrity from his pioneering daily weather predictions, which he called by a new name of his own invention — "forecasts". There was no such thing as a weather forecast in 1854 when FitzRoy established what would later be called the Met Office. With no forecasts, fishermen, farmers and others who worked in the open had to rely on weather wisdom — the appearance of clouds or the behavior of animals — to tell them what was coming as the belief persisted among many that weather was completely chaotic. But FitzRoy was troubled by the massive loss of life at sea around the coasts of Victorian Britain where from 1855 to 1860, 7,402 ships were wrecked off the coasts with a total of 7,201 lost lives. With the telegraph network expanding quickly, FitzRoy was able to start gathering real-time weather data from the coasts at his London office. If he thought a storm was imminent, he could telegraph a port where a drum was raised in the harbor. It was, he said, "a race to warn the outpost before the gale reaches them".
For FitzRoy the forecasts were a by-product of his storm warnings. As he was analyzing atmospheric data anyway, he reasoned that he might as well forward his conclusions — fine, fair, rainy or stormy — on to the newspapers for publication. "Prophecies and predictions they are not," he wrote, "the term forecast is strictly applicable to such an opinion as is the result of scientific combination and calculation." The forecasts soon became a quirk of this brave new Victorian society. FitzRoy's forecasts had a particular appeal for the horseracing classes who used the predictions to help them pick their outfits or lay their bets.
But FitzRoy soon faced serious difficulties. Some politicians complained about the cost of the telegraphing back and forth. The response to FitzRoy's work was the beginning of an attitude that we reserve for our weather forecasters today. The papers enjoyed nothing more than conflating the role of the forecaster with that of God and the scientific community were skeptical of his methods. While the majority of fishermen were supportive, others begrudged a day's lost catch to a mistaken signal. FitzRoy retired from his west London home to Norwood, south of the capital, for a period of rest but he struggled to recover and on 30 April 1865 FitzRoy cut his throat at his residence, Lyndhurst-house, Norwood, on Sunday morning. "In time, the revolutionary nature of FitzRoy's work would be recognised," says Moore. "FitzRoy's vision of a weather-prediction service funded by government for the benefit of its citizens would not die. In 1871, the United States would start issuing its own weather "probabilities", and by the end of the decade what was now being called the Met Office would resume its own forecasts in Britain." -
Messenger's Mercury Trip Ends With a Bang, and Silence
mpicpp writes with an expected followup: Nasa's Messenger mission to Mercury has reached its explosive conclusion, after 10 years in space and four in orbit. Now fully out of fuel, the spacecraft smashed into a region near Mercury's north pole, out of sight from Earth, at about 20:00 GMT on Thursday. Mission scientists confirmed the impact minutes later, when the craft's next possible communication pass was silent. Messenger reached Mercury in 2011 and far exceeded its primary mission plan of one year in orbit. That mission ended with an inevitable collision: Messenger slammed into our Solar System's hottest planet at 8,750mph (14,000km/h) — 12 times quicker than the speed of sound. The impact will have completely obliterated this history-making craft. And it only happened because Mercury has no thick atmosphere to burn up incoming objects — the same reason its surface is so pock-marked by impact craters. According to calculations, the 513kg, three-metre craft will have blasted a brand new crater the size of a tennis court. But that lasting monument is far too small to be visible from Earth. -
How One Tweet Wiped $8bn Off Twitter's Value
An anonymous reader writes: Someone mistakenly published earnings information on a Nasdaq-run investor relations page for Twitter before the company officially released the news and it sent the stock into a tailspin. Initially the earnings statement went unnoticed, but soon a Tweet with the results got a lot of attention. The stock lost more than $8 billion at one point as news spread. "We asked the New York Stock Exchange to halt trading once we discovered our Q1 numbers were out, and we published our results as soon as possible thereafter," said Twitter's senior director for investor relations, Krista Bessinger. "Selerity, who provided the initial tweets with our results, informed us that earnings release was available on our Investor Relations site before the close of market. Nasdaq hosts and manages our IR website, and we explicitly instructed them not to release our results until after the market close and only upon our specific instructions, which is consistent with prior quarters. We are continuing to investigate with them exactly what occurred." -
The World of 3D Portraiture

But when I traveled to a physics conference in March, I wasn't expecting to end up with a full colour printout of myself. However, at a small stall that popped up on Industry Day at the American Physical Society's March meeting — that is precisely the service that was being offered. I stepped on to a little rotating platform, tried to stand still for a few awkward minutes while a camera scanned me up and down, and then filled out a form. A few weeks later, a box has arrived in the post. Somewhere inside it, my two-inch twin is waiting for me to overcome my trepidation and show him the light of day. But I'm in no hurry; it all seems a bit... odd. The box sits on my desk for several days. Even though getting 'printed' puts me in the illustrious company of Barack Obama and Richard III, I'm unsure about my decision. What, I wonder, does someone do with a small selfie in statue form? Where does this business find its customers? -
Bees Prefer Nectar Laced With Neonicotinoids

Neonicotinoids kill insects by overwhelming and short-circuiting their central nervous systems (PDF). Shell and Bayer started the development of neonicotinoids back in the 1980s and 1990s. "Central Japan Railway (JR Central), which owns the trains, wants to introduce the service between Tokyo and the central city of Nagoya by 2027. The 280km journey would take only about 40 minutes, less than half the current time. However, passengers will not get to experience the maglev's record-breaking speeds because the company said its trains will operate at a maximum of 505km/h. In comparison, the fastest operating speed of a Japanese shinkansen, or "bullet train" is is 320km/h. ... Construction costs are estimated at nearly $100bn (£67bn) just for the stretch to Nagoya, with more than 80% of the route expected to go through costly tunnels, AFP news agency reports." -

"We tend to think of geniuses as being plagued by existential angst, frustration, and loneliness," writes Robson. Think of Virginia Woolf, Alan Turing, or Lisa Simpson – lone stars, isolated even as they burn their brightest." As Ernest Hemingway wrote: "Happiness in intelligent people is the rarest thing I know." The first steps to studying the question were taken in 1926 when psychologist Lewis Terman decided to identify and study a group of gifted children. Terman selected 1,500 pupils with an IQ of 140 or more – 80 of whom had IQs above 170. Together, they became known as the "Termites", and the highs and lows of their lives are still being studied to this day. "As you might expect, many of the Termites did achieve wealth and fame – most notably Jess Oppenheimer, the writer of the classic 1950s sitcom I Love Lucy. Indeed, by the time his series aired on CBS, the Termites' average salary was twice that of the average white-collar job. But not all the group met Terman's expectations – there were many who pursued more "humble" professions such as police officers, seafarers, and typists. For this reason, Terman concluded that "intellect and achievement are far from perfectly correlated". Nor did their smarts endow personal happiness. Over the course of their lives, levels of divorce, alcoholism and suicide were about the same as the national average." According to Robson, one possibility is that knowledge of your talents becomes something of a ball and chain. During the 1990s, the surviving Termites were asked to look back at the events in their 80-year lifespan. Rather than basking in their successes, many reported that they had been plagued by the sense that they had somehow failed to live up to their youthful expectations (PDF). -
India's Net Neutrality Campaign Picks Up Steam, Sites Withdraw From Internet.org

The net neutrality debate in the country has focused on zero-rating, where ISPs offer a free data plan which provides access to a set of websites that pay to be included. Internet.org provides free access to Facebook, Bing, Wikipedia and a few other websites. Another similar service, Airtel Zero, lost its flagship partner as e-commerce company Flipkart withdrew following a social media backlash.
Net neutrality activists believe that as these plans proliferate, access to the open internet will become extremely expensive or unavailable, innovation will slow as for startups are prevented from reaching the market, and the competitive consumer ISP market will be replaced with a cartel negotiating against internet companies. New Horizons Captures First Color Image of Pluto and Charon

"The fastest spacecraft ever launched, New Horizons has traveled a longer time and farther away - more than nine years and three billion miles - than any space mission in history to reach its primary target. Its flyby of Pluto and its system of at least five moons on July 14 will complete the initial reconnaissance of the classical solar system. This mission also opens the door to an entirely new "third" zone of mysterious small planets and planetary building blocks in the Kuiper Belt, a large area with numerous objects beyond Neptune's orbit." Being Overweight Reduces Dementia Risk
jones_supa writes Being overweight cuts the risk of dementia, according to the largest and most precise investigation into the relationship (abstract). The researchers were surprised by the findings, which run contrary to current health advice. The team at Oxon Epidemiology and the London School of Hygiene and Tropical Medicine analyzed medical records from 2 million people aged 55 on average, for up to two decades. Their most conservative analysis showed underweight people had a 39% greater risk of dementia compared with being a normal healthy weight. But those who were overweight had an 18% reduction in dementia, and the figure was 24% reduction for the obese. Any explanation for the protective effect is distinctly lacking. There are some ideas that vitamin D and E deficiencies contribute to dementia and they may be less common in those eating more. Be it any way, let's still not forget that heart disease, stroke, diabetes, some cancers and other diseases are all linked to a bigger waistline. Maybe being slightly overweight is the optimum to strike, if the recent study is to be followed. -

In a landmark move, the Federal Court told six firms to divulge names and addresses of those who downloaded The Dallas Buyers Club. ... The court said the data could only be used to secure "compensation for the infringements" of copyright. In the case, which was heard in February, the applicants said they had identified 4,726 unique IP addresses from which their film was shared online using BitTorrent, a peer-to-peer file sharing network. They said this had been done without their permission. Once they received the names of account holders, the company would then have to prove copyright infringement had taken place. -
Restart of Large Hadron Collider At CERN

For the past two years an upgrade program was carried out for the LHC. Due to the upgrade, the LHC is enjoying a double dose of energy, as compared to its previous self before the upgrade. Particle beams have now travelled in both directions, inside parallel pipes, at a whisker below the speed of light. Actual collisions will not begin for at least another month. Currently the protons are being injected at a relatively low energy to begin with. But over the coming months, engineers hope to gradually increase the beams' energy to 13 trillion electronvolts: double what it was during the LHC's first operating run. The experiment teams have already detected 'splashes' of particles, which occur when stray protons hit one of the shutters used to keep the beam on-track. If this happens in part of the pipe near one of the experiments, the detectors can pick up some of the debris. ... Debris from the tiny but history-making smash-ups might contain new particles, or tell-tale gaps betraying the presence of dark matter or even hidden dimensions. But first we need collisions — due in May at the earliest — and then a steady torrent of data will make its way to physicists around the world, so that the massive analysis effort can begin." -

"With a single key stroke, the personal information of President Obama and 30 other world leaders was mistakenly released by an official with Australia's immigration office. Passport numbers, dates of birth, and other personal information of the heads of state attending a G-20 summit in Brisbane, Australia, were inadvertently emailed to one of the organizers of January's Asian Cup football tournament, according to The Guardian. The U.K. newspaper obtained the information as a result of an Australia Freedom of Information request. Aside from President Obama, leaders whose data were released include Russian President Vladimir Putin, German Chancellor Angela Merkel, Chinese President Xi Jinping and British Prime Minister David Cameron. The sender forgot to check the auto-fill function in the email 'To' field in Microsoft Outlook before hitting send, the BBC reports." -

Short Circuit In LHC Could Delay Restart By Weeks
hypnosec writes: On March 21 CERN detected an intermittent short circuit to ground in one of the LHC's magnet circuits. Repairs could delay the restart by anywhere between a few days and several weeks. CERN revealed that the short circuit affected one of LHC's powerful electromagnets, thereby delaying preparations in sector 4-5 of the machine. They confirmed that seven of the machine's eight sectors have been successfully commissioned to 6.5 TeV per beam, but they won't be circulating a beam in the LHC this week. Though the short circuit issue is well understood, resolving it will take time, since it's in a cold section of the machine and repairs may therefore require warming and re-cooling. -

Cuba Approves First Public Wi-Fi Hub In Havana

"Cuba's state telecom agency Etecsa has granted approval to the artist Kcho to open the country's first public wireless hub at his cultural center. Kcho, who has close ties to the Cuban government, is operating the hub using his own, government-approved internet connection, and paying approximately $900 (£600) per month to run it. Only an estimated 5% — 25% of Cubans have any type of internet service. That is because internet access is incredibly expensive. For instance, an hour of internet access at a cafe can cost $4.50 — nearly a week's wages for the average Cuban. Kcho told the Associated Press he decided to offer free internet at the center, which opened in western Havana in January, in order to encourage Cubans to familiarize themselves with the internet." -
Sir Terry Pratchett Succumbs To "the Embuggerance," Aged 66
New submitter sp1nl0ck writes Sir Terry Pratchett, the creator of Discworld, has died aged 66, following a long battle with Alzheimer's Disease. Sir Terry announced that he was suffering from The Embuggerance in an open letter to fans over seven years ago, and recently had to cancel a planned appearance at the International Discworld Convention last summer, and donated over £500K of his own money to research into the condition. He also spoke in favour of a euthanasia tribunal, the members of which would consider the case of each '...applicant...to ensure they are of sound and informed mind, firm in their purpose, suffering from a life-threatening and incurable disease and not under the influence of a third party'. Sadly, he didn't survive long enough to see such a tribunal — or indeed any kind of assistance for those suffering from an incurable condition who wish to end their own life — come into being. Solar Impulse Plane Begins Epic Global Flight

"A record-breaking attempt to fly around the world in a solar-powered plane has got under way from Abu Dhabi. The aircraft — called Solar Impulse-2 — took off from the Emirate, heading east to Muscat in Oman. Over the next five months, it will skip from continent to continent, crossing both the Pacific and Atlantic oceans in the process. Andre Borschberg was at the controls of the single-seater vehicle as it took off at 07:12 local time (03:12 GMT). He will share the pilot duties in due course with fellow Swiss, Bertrand Piccard. The plan is to stop off at various locations around the globe, to rest and to carry out maintenance, and also to spread a campaigning message about clean technologies." -

Under the Dome explains the social and health costs of pollution, and was watched by more than 100 million people online, sparking debates. It was removed just two days after Premier Li Keqiang called pollution a blight on people's lives. Searching YouTube gives you a pretty good idea of what the Chinese government doesn't want people to see.
