Anyone Can Buy Google Glass April 15
An anonymous reader writes "Starting at 9 a.m. ET on April 15 anyone in the US will be able to buy Google Glass for one day. From the article: 'This is the first time the device has been available to the general public. So far, the face-mounted computers have been sold only to Google "Explorers," the company's name for early adopters. At first only developers could buy Glass, but Google slowly expanded the program to include regular people. Some were hand-picked, others applied to be Explorers through Google contests by sharing what cool projects they would do if they had Glass.'" -
Cuba: US Using New Weapon Against Us -- Spam

"Cuban officials have accused the U.S. government of bizarre plots over the years, such as trying to kill Fidel Castro with exploding cigars. On Wednesday, they said Washington is using a new weapon against the island: spam. 'It's overloading the networks, which creates bad service and affects our customers,' said Daniel Ramos Fernandez, chief of security operations at the Cuban government-run telecommunications company ETECSA. At a news conference Wednesday, Cuban officials said text messaging platforms run by the U.S. government threatened to overwhelm Cuba's creaky communications system and violated international conventions against junk messages. The spam, officials claim, comes in the form of a barrage of unwanted text messages, some political in nature. Ramos said that during a 2009 concert in Havana performed by the Colombian pop-star Juanes, a U.S. government program blanketed Cuban cell phone networks with around 300,000 text messages over about five hours." -
New US Atomic Clock Goes Live
PaisteUser (810863) writes with news about a new, hyper-accurate atomic clock unveiled by the National Institute of Standards and Technology. "A new atomic clock, so accurate it will lose or gain only one second every 300 million years, was unveiled Thursday by the National Institute of Standards and Technology, a branch of the U.S. Department of Commerce. The NIST-F2 had been in development for about a decade and is three times more accurate than the F1, which has been in use since 1999. The institute will continue operating both clocks for now at its campus in Boulder, Colorado." -
Microsoft: Start Menu Returns, Windows Free For Small Device OEMs, Cortana Beta
At Microsoft's BUILD conference today, the company announced that the Start Menu will officially be returning to Windows 8.1. It will combine the Windows 7 Start Menu with a handful of Metro-style tiles. They're also making it so Windows 8 apps can run in windows using the normal desktop environment. In addition to the desktop announcements, Microsoft also talked about big changes for Windows on mobile devices and Internet-of-Things devices. The company will be giving Windows away for free to OEMs making phones and tablets (9" screens and smaller), and for IoT devices that can run it. Microsoft also finally unveiled Cortana, their digital assistant software that's similar to Siri. -
If Ridesharing Is Banned, What About Ride-Trading?
Bennett Haselton writes "The city of Seattle just imposed new limits on commercial app-based ride-sharing companies like Uber and Lyft, effectively protecting taxi companies from low-cost competition in the form of smartphone apps. If other cities follow suit, could a company help ridesharers circumvent the restrictions by creating a ride-trading app, allowing drivers to earn 'miles' by driving passengers, and redeem those miles later to get rides for themselves?" Continue reading below to see what Bennett has to say.The cab companies got Seattle to crack down on ridesharing companies by arguing that by letting drivers charge money for rides, they were essentially operating illegal unlicensed taxi services. So it's not hard to imagine other cities taking similar action on the same ambiguous legal grounds, as Los Angeles did in sending cease-and-desist notices to Uber, Lyft and Sidecar, ordering them to stop operating entirely.
I tried some of these services and actually never saw what the big deal was. Much of the time, they were almost as expensive as taxis, much too pricey to use on a regular basis, and I would never use them unless my own poor planning left me somewhere without my own car and desperate somewhere faster than public transit could take me. Perhaps cab companies were afraid of where the services were eventually headed -- especially towards a model where drivers could set their own prices. As far as I know, currently all ridesharing services set a minimum price per mile and don't let drivers set their rate any lower. But many drivers would probably be willing to drive at a price lower than what the app allows, and a set-your-own-price model probably really would put the cab companies out of business.
Perhaps some cities will take a more benign view of ridesharing in the long run, but as long as money is changing hands, (1) the city will certainly view it as within their rights to regulate the ridesharing industry, and (2) taxi companies will be able to argue, not unreasonably, that the companies are effectively running unlicensed taxi services. Of course the real solution would be for cities to stop limiting the supply of taxi medallions and artificially enriching cab companies at everyone else's expense (if the city's concern is with rider "safety", they could increase the number of taxi medallions while still requiring all drivers to take safety training). But that doesn't seem likely to happen any time soon. So instead, what if a company created an app that attempted to circumvent the legal restrictions, by allowing users to trade rides -- not for cash, but for returning the favor?
Here's how it could work: When you sign up as a new user, you have a "miles" balance of zero. (The very first users of the system would have to start out with a nonzero balance, so that there are some units in the system to trade, but everyone who joins after that starts at zero.) You have to earn miles by giving someone else a ride before you can redeem your miles by getting a ride yourself. So you log in as a driver, and some other user "hails" you through their smartphone app, much as riders hail drivers through Uber or Lyft. You pick up a passenger and give them a ride to their destination, and at the end of the journey, they transfer a number of "miles" to you indicating how far you drove them. You now have a positive miles balance, and you can "spend" it by hailing a ride yourself later on. Drivers and riders could leave ratings for each other just as they do on Uber and Lyft. What Couchsurfing is to Airbnb, this service would be to Uber.
Since no money is changing hands, the arrangements would presumably not be covered by existing taxi statutes. You could even make an argument that a city couldn't pass a law regulating these ride-trades even if they wanted to, because as voluntary arrangements between consenting parties, they're protected under our First Amendment right of freedom of association! Of course, libertarians believe all commercial transactions between consenting parties ought to be exempt from regulation as well, but most state and local governments take a dim view of that premise. However, take money out of the equation, and you're on much stronger ground that your ride-trading arrangements aren't covered by existing laws.
(It is of course silly and inconsistent that the law often forbids selling something for money, but allows trading it for something of "value", or permits it if the nature of the trade is not made explicitly clear. If a girl sleeps with you and you occasionally "lend" her money, she's a high-maintenance girlfriend, but if she ever does you the courtesy of spelling out the arrangement explicitly, she's a prostitute and can go to jail. But as long as the government makes those silly and arbitrary distinctions, we might as well use them when they count in our favor.)
Would ride-trading with strangers be safe? Well, when a rider pages a driver, the system could tell the rider the license plate of the car associated with that driver's profile, so unless the driver was in a stolen car, the system would always have a record of the license plate (and, hence, the owner) of any car that picked up a passenger. More generally, if I were a user in a system like this and someone told me it sounded unsafe, I would just say the same thing I always say about Couchsurfing (where I've hosted over 50 people with no bad experiences). Namely: "Look, have you or any of your friends ever gone home with someone you met at a bar? And that's fine, I'm not judging you, I'm just saying that was a hell of a lot more risky than meeting up with someone in a system where you can read other people's references." Besides, in many cities there's already thriving subculture of slugging -- picking up total strangers so you can use the carpool lane and they get a free ride.
I feel like I would be happy to have this ride-trading service available if I ever wanted a quick ride across town and didn't have my car. The only "cost" to me would be the cost of giving someone an equal-length ride at some other point in time when I wasn't in a hurry. (Or even giving someone a lift to a place that I was already going.) It's an efficient transaction because it lets me spend miles when my time is valuable, and then rack up the miles later on when I have some time to kill that's not as valuable. You can realize even more efficiencies by letting people pay "premium rates" for periods when demand is high (Friday and Saturday nights) or supply is low (early mornings when people need rides to the airport), so that the balance of miles that you pay for a ride may be greater than the actual number of miles traveled.
On the other hand, there's an inefficiency in that the system cannot serve the needs of people who want a ride, but whose time is too valuable to spend it driving in order to "earn" the miles to redeem for the ride. This is a limitation in any system that bans money as a means of trade and only lets you trade a service for a repayment-in-kind of the same service.
To environmentalists who would object that this promotes greater car usage: First of all, it might result in more impromptu car pooling over routes that were being inadequately served by buses, in which case the passengers were going to have to take cars anyway, so they might as well be piled into fewer of them. But in any case, I would actually take the bus more if a service like this existed. I live in Bellevue, about a 20-minute bus ride outside of Seattle, and I'd gladly take the bus in to Seattle if I was going to a specific destination close to the bus line, and knew I was coming right back afterwards. The problem is that once I'm in Seattle, if I want to get to some other arbitrary destination in Seattle, taking public transit is slow and annoying (and, you may have heard, often involves some waiting around in the rain). I drive my car in to Seattle not because I want to drive to the city, but in order to have a car while I'm there. If I could summon a ride in under two minutes to take me anywhere else in the city (with the only price being to return the favor to someone else later), I wouldn't need my car and could take the bus downtown.
So, even assuming a service like this would be useful, why would a company create it? We know how Airbnb and Uber make money, by skimming a cut off of each transaction. But how would a company make money just by connecting riders and drivers for complimentary rides through a free app? Well, Couchsurfing connects users for free stays in each other's houses, and they got venture capitalists to invest $22 million. The thinking seems to be that if even a free a service has enough users, it must be worth something.
The major obstacle to deploying the system, is that the system would require a critical mass of users in any given city, before it could become effective. If there aren't enough drivers active in the city, then hailing a ride would take so long that after factoring in the delay, you might as well have taken the bus. You'd need enough drivers active to be reasonably sure that in any given neighborhood, you can catch a ride quickly -- and for the drivers have to be out in force, they have to know that there's a critical mass of riders who are ready to offer some miles in their balance for rides. Services that require a critical mass of users in order to be successful, are notoriously hard to get off the ground. If the project had the feeling of a social movement behind it -- in the spirit of resource sharing, as well as environmental friendliness insofar as people like me would be more likely to start using the bus -- perhaps the founders could sign up a base of users over time, prior to actually launching the service. And then once the number of enrolled users was large enough, could launch the live service with a critical mass of users already in place. (Of course, if they tried that out here, this being Seattle, most of those enrolled users who said they would show up, would probably flake out.)

Minnesota Teen Wins Settlement After School Takes Facebook Password
schwit1 (797399) writes "A Minnesota school district has agreed to pay $70,000 to settle a lawsuit that claimed school officials violated a student's constitutional rights by viewing her Facebook and email accounts without permission. The lawsuit, filed in 2012 by the American Civil Liberties Union of Minnesota, alleged that Riley Stratton, now 15, was given detention after posting disparaging comments about a teacher's aide on her Facebook page, even though she was at home and not using school computers. After a parent complained about the Facebook chat, the school called her in and demanded her password. With a sheriff deputy looking on, she complied, and they browsed her Facebook page in front of her, according to the report. 'It was believed the parent had given permission to look at her cellphone,' Minnewaska Superintendent Greg Schmidt said Tuesday. But Schmidt said the district did not have a signed consent from the parent. That is now a policy requirement, he said.'" Asks schwit1, "How is this not a violation of the CFAA?" It sounds like the school was violating Facebook's Terms of Service, too. -

Research Suggests Pulling All-Nighters Can Cause Permanent Damage

Cramming in extra hours of shut-eye may not make up for those lost pulling all-nighters, new research indicates. The damage may already be done — brain damage, that is, said neuroscientist Sigrid Veasey from the University of Pennsylvania. The widely held idea that you can pay back a sizeable "sleep debt" with long naps later on seems to be a myth, she said in a study published this week in the Journal of Neuroscience. Long-term sleep deprivation saps the brain of power even after days of recovery sleep, Veasey said. And that could be a sign of lasting brain injury.'" -

"The same approach we used with Scorpion could be applied in this case and should be," says John P. Craven who helped pioneer the use of Bayesian search techniques to locate objects lost at sea. "But you need to begin with the right people." The approach is a kind of crowdsourcing, but not one in which volunteers pored over satellite images, like they have in search of Flight 370. "That effort is akin to good Samaritans combing a forest for a lost child without knowing for certain that the child is there," writes Carey.
Instead, forecasters draw on expertise from diverse but relevant areas — in the case of finding a submarine, say, submarine command, ocean salvage, and oceanography experts, as well as physicists and engineers. Each would make an educated guess as to where the ship is, based on different scenarios: the sub was attacked; a torpedo activated onboard; a battery exploded. Craven's work was instrumental in the Navy's search for the missing hydrogen bomb that had been lost in the Mediterranean Sea, off the coast of Spain in 1966 and this is how Craven located the Scorpion. "I knew these guys and I gave probability scores to each scenario they came up with," says Craven. The men bet bottles of Chivas Regal to keep matters interesting, and after some statistical analysis, Craven zeroed in on a point about 400 miles from the Azores, near the Sargasso Sea. The sub was found about 200 yards away.
In the case of the downed Malaysian plane, forecasters might bring in climate and ocean scientists, engineers who worked on building the plane's components and commercial pilots familiar with the route. Those specialists would then make judgments based on the scenarios already discussed as possible causes for the disappearance of Flight 370: terrorism, pilot error, sudden depressurization and engine failure. Sound-detection technology in and around the Indian Ocean may aid this forecasting. The sound of the airliner's fall — if it hit the water — might already have been picked up by submarines watching each other. "In that case the information would be classified," says former submarine commander Alfred Scott McLare, "and we wouldn't know anything until it was released through back channels somehow."" -

Cameras On Cops: Coming To a Town Near You
An anonymous reader writes "The trend of police officers using body-mounted cameras is going nationwide. As we discussed last month, the NYPD is pondering the cameras, and the LAPD is actively testing them. A town in California (population ~100,000) has tested them with seeming success: incidents involving officers using force have dropped more than half, and citizen complaints have dropped almost 90%. '[C]ops are required to turn on their cameras in any confrontation with a suspect or citizen. The footage is uploaded to computers when they return to the station, and is typically retained for one to three months.' The town's success is even drawing interest from police departments in other countries. The ACLU likes the idea, but has problems with it in practice, so they're opposing the trend (PDF). They worry about privacy abuses, and they want citizens caught on camera to be allowed equal access to the footage." -
TrustyCon was the 'Rebel Conference' Across the Street From RSA 2014 (Video)
RSA holds big-time annual security conferences. The 2014 U.S. edition had 25,000 attendees, Stephen Colbert as the closing keynote speaker, and a major controversy (and some anger) from potential speakers and attendees over RSA's reputed $10 million contract with NSA to make sure the company's encryption software had back doors the secretive agency could use to spy on people and companies that use RSA software. This is part of a story that might be called The Snowden Revelations if it is made into a movie, but right now it's still controversial, and enough of a bombshell in the IT security industry that F-Secure's Mikko Hyppönen decided not to speak at this year's U.S. RSA conference, followed by Bruce Schneier, DEFCON founder Jeff Moss, Princeton professor Ed Felten, and other security luminaries.
And so, TrustyCon -- the Trustworthy Technology Conference -- was born. It was a sellout, with 400 people attending at $50 a head, and another 300 on a waiting list who couldn't get in. Slashdot's Tim Lord managed to get in, and got to speak briefly with several people there, including one of the TrustyCon organizers, Joel Wallenstrom. These were crude interviews, done on a "catch as catch can" basis, and the sound in them is poor. (Google sent a camera crew and shot over seven hours of the conference speakers, which you can watch on YouTube if you want to view TrustyCon presentations in good HD with great sound.). Will there be another TrustyCon next year? According to The Register, "The conference organizers said that, at this point, the plan is to hold another get-together next year, but that a final decision will be made closer to the time." -
Is the New "Common Core SAT" Bill Gates' Doing?
theodp writes "'I want to explain why Common Core is among the most important education ideas in years,' wrote Bill Gates in a USA Today op-ed last month that challenged the "dangerous misconceptions" of those who oppose the initiative (pretty confident for a guy who conceded there wasn't much to show for his earlier $5B education reform effort!). 'The Gates Foundation helped fund this process,' acknowledged Gates in quite an understatement of his influence. Receiving $6.5M in Gates Grants was Student Achievement Partners, whose founder David Coleman was dubbed the 'Architect of the Common Core.' So it's not too surprising that at last week's SXSWedu, Coleman — now President and CEO of The College Board (no stranger to Gates money itself) — announced a dramatic overhaul of the SAT that includes a new emphasis on evidence-based reading and writing and evidence analysis, which the AJC's Maureen Downey calls 'reflective of the approach of the Common Core State Standards.'" (Read more, below.) "And over at The Atlantic, Lindsey Tepe reports that the Common Core is driving the changes to the SAT. "Neither Coleman nor the national media," writes Tepe, "have really honed in on how the standards are driving the College Board-as well as the ACT-to change their product." In conjunction with the redesigned SAT, The College Board also announced it would exclusively team with Khan Academy (KA) to make comprehensive, best-in-class SAT prep materials open and free in an effort to level the playing field between those who can and can't afford test prep services. In a conversation with KA founder Sal Khan — aka Bill Gates' favorite teacher and a beneficiary of $10+ million in Gates Foundation grants (much earmarked for Common Core) — Coleman stressed that Khan Academy and CollegeBoard will be the only places in the world that students will be able to encounter free materials for the exam that are "focused on the core of the math and literacy that matters most." "There will be no other such partnerships", Coleman reiterated. Game, set, and match, Gates?" -
Neil Young's "Righteous" Pono Music Startup Raises $1 Million With Kickstarter

Young has developed a portable music player that stores high-resolution recordings and promises to deliver all the delicate details that get chopped out of modern-day formats, like MP3s and CDs. 'Pono' is Hawaiian for righteous. 'What righteous means to our founder Neil Young is honoring the artist's intention, and the soul of music. That's why he's been on a quest, for a few years now, to revive the magic that has been squeezed out of digital music.' With 128 GB of space, the PonoPlayer can carry about 3,200 tracks of high-resolution recordings while an MP3 player of the same size can hold maybe 10 times that many songs. Young says the MP3 files we're all listening to actually are pretty poor from an audio-quality standpoint and only contains about five percent of the audio from an original recording. But isn't FLAC already lossless? What makes Pono better?" -
20 Freescale Semiconductor Employees On Missing Malaysia Airlines Flight

The company said that 12 of the employees are from Malaysia and eight are from China," and writes "Apparently, at least two passengers used stolen passports to board." -
Massachusetts Court Says 'Upskirt' Photos Are Legal
cold fjord writes with this CNN report: "Massachusetts' highest court ruled Wednesday that it is not illegal to secretly photograph underneath a person's clothing — a practice known as "upskirting" — prompting one prosecutor to call for a revision of state law. The high court ruled that the practice did not violate the law because the women who were photographed while riding Boston public transportation were not nude or partially nude." -
RadioShack To Close 1,100 Stores
wjcofkc writes "The decline of RadioShack has been painful to watch, and now CNN Money reports that they will be closing 1,100 of their stores, totaling 20% of their brick and mortar presence. RadioShack has also publicly admitted its current stores are out of date and in need of a massive overhaul. But the number-one culprit has been a continuous slide in sales down a steep slope in the area of mobile device sales. A few years ago, in a bid to expand its customer base, RadioShack made a bid to return to its roots as a hobbyist electronic components retailer. Apparently the extra traffic hasn't been enough to make up for their failings. The article mentions that some of their stiffest competition is coming from online retailers. The big question is, in order to ensure their survival, would RadioShack be better off continuing to phase out their brick and mortar presence while making substantial efforts to expand as an exclusively online retailer?" -
The Science of Solitary Confinement
Hugh Pickens DOT Com writes "Joseph Stromberg writes in Smithsonian Magazine that while the practice of solitary confinement is being discontinued in most countries, it's become increasingly routine within the American prison system. It is estimated that between 80,000 and 81,000 prisoners are in some form of solitary confinement nationwide. Once employed largely as a short-term punishment, it's now regularly used as way of disciplining prisoners indefinitely, isolating them during ongoing investigations, coercing them into cooperating with interrogations and even separating them from perceived threats within the prison population at their request.
Most prisoners in solitary confinement spend at least 23 hours per day restricted to cells of 80 square feet, not much larger than a king-size bed, devoid of stimuli (some are allowed in a yard or indoor area for an hour or less daily), and are denied physical contact on visits from friends and family ... A majority of those surveyed experienced symptoms such as dizziness, heart palpitations, chronic depression, while 41 percent reported hallucinations, and 27 percent had suicidal thoughts...
But the real problem is that solitary confinement is ineffective as a rehabilitation technique and indelibly harmful to the mental health of those detained achieving the opposite of the supposed goal of rehabilitating them for re-entry into society. Rick Raemisch, the new director of the Colorado Department of Corrections, voluntarily spent twenty hours in solitary confinement in one of his prisons and wrote an op-ed about his experience in The New York Times. 'If we can't eliminate solitary confinement, at least we can strive to greatly reduce its use,' wrote Raemisch." -
Doctors Say New Pain Pill Is "Genuinely Frightening"
Hugh Pickens DOT Com writes "Stephanie Smith reports at CNN that a coalition of more than 40 health care, consumer and addiction treatment groups is urging the Food and Drug Administration to revoke approval of the new prescription pain drug Zohydro, a hydrocodone-based drug set to become available to patients in March. 'You're talking about a drug that's somewhere in the neighborhood of five times more potent than what we're dealing with now,' says Dr. Stephen Anderson, a Washington emergency room physician who is not part of the most recent petition to the FDA about the drug. 'I'm five times more concerned, solely based on potency.' The concerns echoed by all groups are broadly about the drug's potency and abuse potential. They say they fear that Zohydro — especially at higher doses — will amplify already-rising overdose numbers. 'In the midst of a severe drug epidemic fueled by overprescribing of opioids, the very last thing the country needs is a new, dangerous, high-dose opioid (PDF),' the coalition wrote in a letter to FDA Commissioner Dr. Margaret Hamburg.
Zohydro's maker, Zogenix, and the FDA say the drug's benefits outweigh its risks and in their petition to the FDA for approval, Zogenix representatives say the drug fills a critical need for people suffering from chronic pain who are at risk for liver toxicity and cited examples of patients who might benefit from Zohydro: a 46-year-old male with chronic back and leg pain who had two failed back surgeries; a 52-year-old female with metastatic breast cancer experiencing diffuse pain; a 32-year-old woman with multiple orthopedic fractures. 'There's a lot of misinformation being put out there by people who don't have all the facts,' says Dr. Brad Galer, executive vice president and chief medical officer at Zogenix. Supernova Secrets Seen In X-Rays

The light from the originating star, Cassiopeia A, located about 11,000 light-years away and having had about eight time the mass of our sun, first reached Earth about 350 years ago. Scientists using the NuSTAR, which stands for Nuclear Spectroscopic Telescope Array, launched in June 2012 and consisting of an instrument with two telescopes that focus high energy X-ray light, were able to peer deep within the cataclysmic aftermath. While there is currently no model for how the process of a supernova works, the findings in the study are a big step forward. China's Jade Rabbit Fights To Come Back From the Dead
Despite being declared officially lost, the Chinese moon rover may yet have some life left. Following technical malfunctions Xinhua says that the lunar rover had lost communication with mission control but on Thursday the state news agency said that the rover was "fully awake" and had returned to its normal signal-receiving status. "Jade Rabbit has fully resurrected and is able to receive signals, but still suffers a mechanical control abnormality," says China's lunar program spokesman Pei Zhaoyu. "The rover entered hibernation while in an abnormal state. We were worried it wouldn't be able to make it through the extreme cold of the lunar night. But it came back alive. The rover stands a chance of being saved as it is still alive." The lunar rover's end seemed near when it signed off at the end of January with a poignant message: "Goodnight humanity." Yutu, as the device is known in Mandarin, had been out of action for two weeks following a technical malfunction, and media around the world filed its obituary late on Wednesday after a short statement on Chinese state media alerted the world to its apparent terminal failings. Comet-Chasing Probe Wakes Up On Monday

The probe is awakening to prepare for its upcoming and highly-anticipated rendezvous with comet 67P/Churyumov-Gerasimenko in August. The spacecraft was designed to be put in hibernation for the coldest part of the journey that took it close to the orbit of Jupiter, because even with massive solar panels the size of a basketball court, Rosetta would not have enough power to complete its mission without this energy-saving strategy. Once Rosetta enters orbit around the comet — the first time a spacecraft has ever done so — it will map its surface and, three months later in November, deploy the 220-lb (100-kg) Philae lander that will intimately investigate the surface of the nucleus using a suite of advanced science instruments. Obama Announces Surveillance Reforms
In a speech today, U.S. President Barack Obama announced changes for the operations of the country's intelligence agencies. He says the current program will end "as it currently exists," though most of the data collection schemes will remain intact. However, the data collected in these sweeps will not be stored by the U.S. government, instead residing with either the communications providers or another third party. (He pointed out that storing private data within a commercial entity can have its own oversight issues, so the attorney general and intelligence officials will have to figure out the best compromise.) In order for the NSA to query the database, they will need specific approval from a national security court. Obama also announced "new oversight" to spying on foreign leaders, and an end to spying on leaders of friendly and allied countries. Further, decisions from the Foreign Intelligence Surveillance Court will be annually reviewed for declassification. A panel advocating for citizen privacy will have input into the FISC. There will be chances to national security letters: they will no longer have an indefinite secrecy period. Companies will be able to disclose some amount of information about the NSLs they receive, something they've been asking for. Another change is a reduction in the number of steps from suspected terrorists that phone data can be gathered. Instead of grabbing all the data from people three steps away, it's now limited to two. -

Federal Judge Rules Chicago's Ban On Licensed Gun Dealers Unconstitutional

But on the other side of this case is another feature of government: certain fundamental rights are protected by the Constitution, put outside government's reach, including the right to keep and bear arms for self-defense under the Second Amendment,' wrote U.S. District Judge Edmond Chang." The Chicago Tribune notes: "The ruling also would make it legal for individuals to transfer ownership of a firearm as a gift or through a private sale as long as the recipient was at least 18 and had a firearm owner's identification card." Yahoo Advertising Serves Up Malware For Thousands

The attack, which lasted several days, exploited vulnerabilities in Java and installed malware. The Netherlands based Fox-IT estimates that the infection rate was at about 27,000 infections per hour. In response to the breach in security, Yahoo issued the following statement, 'At Yahoo, we take the safety and privacy of our users seriously. We recently identified an ad designed to spread malware to some of our users. We immediately removed it and will continue to monitor and block any ads being used for this activity.' While the source of the attack remains unknown, Fox-IT says it appears to be 'financially motivated.' 100-Year-Old Photo Negatives Discovered In Antarctica
An anonymous reader writes "A box of 22 photographic negatives from Robert Falcon Scott has been discovered after lying nearly a century in the famous explorer's hut. From the article: 'The photos were taken during Ernest Shackleton's 1914-1917 Ross Sea Party, another failed exploration whose members were forced to live in Scott's hut after their ship blew out to sea. The cellulose nitrate negatives were found clumped together in a small box in the darkroom of Herbert Ponting, Scott's expedition photographer, the trust said. The trust took the negatives to New Zealand, where they were separated to reveal 22 images.'" -
Australian Icebreaker Tries To Get Through To Stranded Antarctic Research Ship

Surge In Online Orders Overwhelms UPS Christmas Deliveries
Hugh Pickens DOT Com writes "Reuters reports that the high volume of online orders of holiday packages overwhelmed shipping and logistics company UPS delaying the arrival of Christmas presents around the globe and sending angry consumers to social media to vent. The company projected 132 million deliveries last week "and obviously we exceeded that," said UPS spokeswoman Natalie Black without disclosing how many packages had been sent. "For now, UPS is really focused on delivering the remaining packages. You might not see trucks, but people are working." Asked why the company underestimated the volume of air packages it would receive, Black noted that previous severe weather in the Dallas area had already created a backlog. Then came "excess holiday volume" during a compressed time frame, since the period between Thanksgiving and Christmas was shorter than usual this year. Amazon.com responded with an email to affected customers offering shipping refunds and $20 gift cards to compensate. Packages shipped via UPS for Amazon.com by Prime customers, who pay $79 a year for two-day shipping, may be eligible for additional refunds. Amazon's stated policy for missed deliveries is to offer a free one-month extension of Prime. Frustrated consumers took to social media, with some complaining that gifts purchased for their children would not arrive in time to make it under the tree by Christmas morning. '"A lot of these employees keep saying 'It's the weather' or 'It's some kind of a backlog,' said Barry Tesh. 'Well then why, all the way up until the 23rd, were they offering next-day delivery? That guaranteed delivery was 80% of my decision to buy the gift."' However, others on social media urged shoppers to be more appreciative of the delivery company's work during the holiday season. 'While others take vacation and time off in December, remember we aren't allowed ever to be off in December. Ever,' said a 20-year veteran UPS driver on the UPS Facebook page. A Big Step Forward In Air Display and Interface Tech

According to Russian designer Max Kamanin, creator of Displair, many the problems have now been largely cracked. With this attempt at refining the technology, the image is created inside a layer of dry fog which is composed of ultra-fine water droplets so small they lack moisture. Three-dimensional projections are then created using infrared sensors. The projected screen currently responds intuitively to 1,500 hand movements, many of which are similar to those used on mobile devices, such as pinch and zoom. The most immediate applications include advertising and medicine, with the latter offering a more hygienic alternative to touchscreens. The most immediate objection from home and office computer users is that they don't want to be waving their hands around all day, and while such questions as 'What happens when I turn on a fan?' are not answered here, just imagine a future with a projected keyboard and trackpad that use puff-air haptic feedback with the option of reaching right into the screen whenever it applies to the application at hand — and applications that take advantage of such a technology would no doubt come along. Scientists Predict Earthquake's Location and Strength
A new study has been published in Nature Geoscience (abstract) detailing how scientists correctly anticipated the location and strength of an earthquake earlier this year. On September 5th, a 7.6 earthquake rocked Costa Rica's Nicoya Peninsula. That region had seen earthquakes of (roughly) magnitude 7 in 1853, 1900, and 1950, so "geoscientists had forecast that a magnitude 7.7 to 7.8 quake should occur around the year 2000, plus or minus 20 years." "The Nicoya Peninsula is prone to earthquakes because it's an area of subduction, where the Cocos Plate is pushing underneath the Caribbean Plate, moving at a rate of about 8.5 centimeters per year. When regions such as this suddenly slip, they produce a megathrust earthquake. Most of the world's largest earthquakes — including the magnitude 9.0 Tohoku-Oki quake in Japan in 2011 and the magnitude 9.15 Sumatra-Andaman earthquake in 2004, both of which produced devastating tsunamis — fall into this category. .. The close study of this region allowed scientists to calculate how much strain was building in the fault and in May 2012 they published a study in which they identified two locked spots capable of producing an earthquake similar to the one in 1950. In September of that year, the landward patch ruptured and produced the earthquake. The offshore one is still locked and capable of producing a substantial but smaller earthquake, an aftershock with a magnitude as high as 6.9, the researchers say."
