Pretty simple: using one of their countless javascript trackers, or through Chrome browser or Android.
Google has countless trackers all over the web, from doubleclick, analytics, captcha, to ad services, and tag manager, etc. Google is a serial tracker.
And if you know any amount of js, you'll realise how easy it is to fingerprint users using modern browsers, and the power a simple js script has over a page, including anything a user does from mouse movements, to keystrokes, etc.
It's quite interesting that companies like Apple and Mozilla are fighting for your rights and privacy, and yet it is these companies that get abused most often.

Net Neutrality doesn't have anything to do with the content of websites. It's entirely about how ISPs handle data and not about requiring all sites to publish all opinions.

It's one way they get you with cookies once you've "cleared" them and they are able to reattach the same ones as before.

And yes, multiple fingerprints can be attached to a single user. You have 10 unique devices and all 10 of those fingerprints get attached to you after logging into a site or account. It can take awhile, but you can't block it.
Slight changes are accounted for, profiles updated. It's not as "fool-proof" as cookies, but that's not really a requirement.

You can help out with both these issues by donating to Conor Lamb's election https://conorlamb.com/. Lamb is running as the Democrat in Pennsylvania's 18th district for the upcoming special election to replace Tim Murphy. Lamb is in favor of net neutrality and is in favor sensible gun restrictions. He's a former Marine, and a former prosecutor, which gives him a healthy appreciation for guns (and let's be honest many Dems probably can't tell the difference between different guns other than that if they look scary they must be an "assault weapon"). He's a reasonable moderate and is running in a close election. Don't hope for hell, work to put better people in charge.

Sure, I could try to use a name like https://dataserver.example.com... and use the external address instead of the internal one, but that makes it LESS secure.
Not possible with https://certbot.eff.org/ and I am not going to pay for it, if it is possible at all. Yes, I know I cab create my own signature, but Choogle Chrome does not trust it.

This takes me back
It warms my heart to see so many Slashdot friends from the old days commenting on this article. I first heard of Barlow and the EFF via Slashdot, back during the 1998 COPA protests. He helped open my eyes to the idea that the old laws for old technology were going to have unintended consequences when applied to new technology. He made me interested in activism, and his accomplishments still inspire me.
The internet has changed a lot since the late 90's, but the struggle between freedom and safety continues. May we never stop thinking about the consequences of going too far in either direction.

Unfortunately, it is no longer enough. Our local ISPs - who are utterly corrupt - are not only selling details that connect us as individual households to our IP address leases, but also are using our billing records to join the dots to our postal location and home address...
If I try and access slashdot on my iPad, I notice that some of the served advertisements [those from Tamboola and others] are geographically specific to within 5 miles of my home address. I've discussed this with my ISP, who are presently trying to claim that they allocate IP blocks on a location-by-location basis. I'm presently trying to determine if this is the truth [which I doubt] and if not true this would go a long way to confirming my suspicions.
However, if your identity can be ascertained from the moment you connect, even a daily purge of your network access technology simply won't be enough.

If the publisher makes their own cartridge which bypasses the executable signing to run unsigned code, that violates the anti-circumvention clause.
It may, or may not. You'd have to get into the exact details of exactly what copyrighted work got its access controls bypassed.
And one of the interesting things in the Lexmark case was that the "work" that got accessed, was determined to be insufficiently creative to be copyrightable. So a signing key, and maybe(?) the code that checks a signing key, might not count.

Nope. Sorry. That's just not true. The Net Neutrality rules went into effect in 2015, and the consolidation of the ISP industry started over a decade before that.
Net Neutrality doesn't have anything to do with how many ISPs enter the marketplace. It doesn't set up or encourage monopolies. It just says that if you're selling broadband, you can't prioritize traffic to help some other division owned by your parent company.

So I'm going to go with this idea that you believe in legal recourse. If not then just skip the rest of this, we're just not going to go anywhere.
So the question remains: who do people who exhibit a complete distrust of the government suddenly accept promises at face value from the same government?
The thing is this. There have been at least three dozen cases but here's one for you 600 F.3d 642 that have established that there is not a legal recourse for network traffic manipulation without the following things. The FCC must approve of what those rules are for network traffic, which they did in 2007. The FCC may only apply those rules to those classified as Title II, which in 2010, Comcast was not classified as. So, lacking Title II classification the courts have ruled that there is no current legal recourse for network traffic manipulation.
So the question is, where does this all come from? PL104-104 passed by Congress in 1996. In this law Congress dictates in section 509 that section 230 of Title II of 47 USC 201 is amended that gives the FCC the power to dictate what is "fair" for "network traffic". That basically sets it up as, the word "fair" can be defined by the FCC. And after several legal battles between 1996 and 1998, the FCC commissioned a study to define what "fair" meant, because that's what Congress told them to do and judges really couldn't do much because the definition by law of fair was to be defined by the FCC.
They haven't shown that to me, and I don't accept the argument that they are no longer promising something they don't need to promise means they're going to do the opposite. But that's a personal decision.
You are right except when you walk into a court room. Which is the entire point here. We've all got different points of views on what "fair" is, that's why we have laws. It's sort of the axiom of what "fair" means except not agreeing with it means going to jail or fines. And that was the entire point, judges couldn't just magically whip up a definition of what fair meant back in 1996, but there wasn't really anything in the books to give them guidance. But I digress. The FCC in 1998 begins to make rules on what fair meant, and in 2002 they come forward with what those rules are in something with a horrible name called the "Cable Modem Order" here I'll save you a Google.. Here's a fun bit for you.
The Communications Act does not clearly indicate how cable modem service should be classified or regulated; the relevant statutory provisions do not yield easy or obvious answers to the questions at hand; and the case law interpreting those provisions is extensive and complex.
As you can see by this point (and we're only at 2002), there were so many lawsuits that you couldn't even make good rules based on case law, because I know a lot of us find it hard to remember this, but the Internet was literally fucked traffic wise back then. Now I should make it abundantly clear here, we're talking about traffic here. Case law had already established a clear distinction between "service" and "traffic". Basically, as long as your connection didn't go dark, you weren't in any violation of FTC rules and since the FCC hasn't spoken up yet about it. A connection to the Internet, even if it completely blocked email, was just a connection to the Internet, no harm/no foul. That's the difference that case law had at least agreed on by "service" versus "traffic". And so if you couldn't access Microsoft's website, there's no legal recourse, but if you just couldn't get on

If your HTTPS server sends the Strict-Transport-Security header for one request, the browser will automatically rewrite subsequent requests to http: scheme URLs on the same domain to use the https: scheme instead. If you enable this long-term for all subdomains, you can get the header "preloaded", or included with the browser itself so that even the first request gets rewritten. The HTTPS Everywhere extension by EFF is an additional source of preloads.

I'm not sure if you're aware of the whole fiasco with the Intel ME, but there are concerns about smartphones for pretty much the same reason. Like there have been bugs found in the ME. So there may be bugs in the phone's firmware as well.

They do get experts to help them build a case. It isn't done independent of expert advice.
I have no insights into what expert advice they have or have not received or what was done with that advice. I'm sure Inhofe also consulted experts before bringing a snowball onto the floor of the senate.. obviously just because a process exists outcomes are not guaranteed.
I only know globally respected engineers including those responsible for development of the Internet disagree with the lawyers on basic facts of what the Internet is and is not. Facts that are trivially provable.
