Learn from the best
I'd do the following. Put your code in Subversion or some other version control system. Find someone (maybe in your environment, maybe on Elance) who does this sort of stuff for a living.
Pay him to check out the code of your sites and your databases. Let him save his changes in your version control system, then go look for yourself to see what he changed. Reserve an extra hour of face or phone time with the guy to walk through all changes.

Hire someone
You won't like this answer but if I were you, I'd calculate my income versus the time it would take me to learn and do the design on my own and then hire someone for this budget. You can find great talent on http://www.elance.com/ and elsewhere.

Use a template or buy the design + CSS
I would build the site on some simple CMS like CMS Made Simple, http://www.cmsmadesimple.org/ Then, I would add a ready-made CSS template from a site like http://www.oswd.org/ Also, you could just suggest to your boss that you buy the design along with the CSS. There are tons of freelance designers on the web with excellent references available. Our company has bought some amazing designs for as little as 200$. Try a site like http://www.elance.com/ for starters.

Personally these sites really don't encourage a Buyer/Bidder relationship, and I have had my accounts on elance, and kasamba, banned for initiating direct contact with my clients. Ofcourse talking through the vale of secrecy and the worst e-mail systems ever concocted by a webcoder are always the best means of communications with clients.
As these sites want there Buyers to keep posting more projects so they can continue to leech money from both sides out of either in monthly membership fees, posting fees, and percentage of earnings fees. -

I have plenty of clients that do that. I usually ask them if they could at least provide me with the topics they would like to cover. Then I take the topic list and start looking for freelance writers on eLance. They can usually whip out a decent amount of copy for $100 - $200 dollars. I then add 20% - 40% markup and bill the client.
If you are too lazy or too ignorant to understand why you need to give your developer the copy, you end up paying someone else to do it. -

My dad always told me to get a profession (lawyer, doctor, etc.), not a job. With a job, say as a manager, you're always dependent on a company being willing to employ you for your income. With a profession, you can work for a company or a firm, or hang out your own shingle and work for yourself. One of the best things about being a skilled developer is that it's more of a profession than a job, and you can hang out your own shingle if a company won't hire you. Sounds like you've got the skills to do so, and now a business degree to help you with the financial/legal/managerial side of running your own business, so why not give it a try?

It's easy to get into the mindset of thinking the only way to make money is by working for a corporation, and to an extent that's probably the most secure way, unless the corporation goes under. But there are other avenues that while initiallly more difficult may give you more control over your own destiny, and hence may prove to be both more secure and more rewarding in the long run. Try to identify a need that your skills and experiences allow you to address in a unique way. For example, your tech skills and long experience, plus MS might allow for some interesting services to people with MS and similar demographics, and would probably be a decent candidate for a government small business grant. Think about it. -
Be specific
You are already on the right track if the projects are "well defined." I have had several experiences on eLance and the best results happen when you know exactly what you want. I mean, exactly. If you need something in ATL or MFC with specific dependencies (or lack of them), say so. The more specific the better.
Also specify how the project will be tested before being delivered to you. The end of the project can be the most frustrating. I have decided it's often easier to take ownership of the whole thing and do the little items (spelling and grammar in the UI) rather than trying to pass it back to them.
Finally, think about IP issues. If you think the project (or your whole company) will ever be bought by any large company, they will ask questions about where the code came from in due diligence. Get some assurances that the code they created "for you" is not yanked from some open source project. -

He posted an outsourcing bid for one of his web site developments (bumpnetworks.com?). Search on that page for the string "Hello Arben Kryeziu" and "Hello Bumpnetworks" to confirm this. Now scroll to the winner's bid (will say "AWARDED" on the left). His location Donetsk, UA (Ukraine -> Russia). Now, go to bumpnetworks.com and follow the menu: "Company -> Partnerships." You will discover Site-Mechanics to be a partner. Go there and visit their clientele references. You will notice that most of the clients and work done was in Russia(n). Could it be that that guy developed bumpnetworks.com (and many other)?
That leaves us with the original question: what did he really develop or did he "outsource and share code" (LOL) for everything. He seems to be good at talking the language of "the suits" and seems to be better at being a manager than doing the actual work.

Anyone here experience with Rentacoder and co?A few weeks ago I checked the internet for the outsourcing sites. I was really amazed at the prices quoted (for example: an Outlook clone for a few hundred dollars). So I wondered how this works in real life and what experiences people have with those services.

Basically, this sounds like eLance, with the addition of a QA middleman and an OSS repository for finished products. Frankly, I don't see how such a thing could take off. The QA middleman is going to add significantly to costs, and provides dubious value. Most QA problems lie in a sloppy specification to begin with, meaning that a 3rd party tester brought in at the end isn't likely to help much...

Re:Let's see...Head over to elance and post an rfp - that's how. You'll get low-ball bids from India and Indonesia, and maybe one or two from Indiana.
The hired gun is unlikely to undertake the project with the same care and nostalgia as yourself. But if you're clear on your requirements, you can get the hard/grunt/whathaveyou work done cheaply. And isn't the end result what really matters?
The approach isn't without risk, tho. Quality? Guarantee of original code? All bets are off.

What about contract work?
Have you considered doing any sort of contract/consulting type work? Sites like elance and Rent-a-Coder have many small, medium and large projects available. This is an interesting way to bid on projects that have been outsourced by other companies.

The DownsideThe downside of telecommuting is that you actually have to work instead of just wondering around the office with a notepad in your hand pretending to work as most people do.
Check out Elance, maybe this is the future of software development? Just put the specs for your company's new project online and wait for some eager beavers from Bangalore to code it for 3 Rupees an hour. There will be work in producing specifications that will in some way corresponed to the desired outcome, something I've not seen at any company I've worked at for a long time now.

Combine the tools at elance with sourceforge (free or commercial)... and you're probably most of the way there...
At least that's what all the banner ads here tell me.
You could always hire a Canadian team - you'd get someone in your own basic timezone that speaks (more or less) the same language - and works for 63% of the money (last check of the currency value).

They outsource. Plenty of work collecting addresses and sending emails in the admin and research markets of elance.com; plenty of work writing address harvesters and bulkmailers in the software & technology section.

Websites!I'm in exactly the same boat and it took me some time to figure out just what there was out there that was useful. First I made the rounds of all the well known job websites (monster, hotjobs, etc.) but none of them really suited what I was looking for so my hopes were pretty low. However, it just so happened that I got a few promotional emails (aka spam, but in this case it was very useful) about other job sites designed for freelance contract work.
Check out allfreelance.com and especially eLance.com and guru.com. There is tons of contract programmer work out there.

Opportunistic domain thieves
A request-for-proposal I noticed on eLance.com is indicative of the unsavory taste I get in my mouth whenever discussing domain registrations.
- Inviting bids to create an application to run reports of WHOIS/internic directory by the expiration date. In other words, list the domains expiring in the next X number of days. User should be able to input the number of days in a field. A second report should run to check the above expiring domains to see if they are available to register. These available names should be listed by
.com, .net or .org. Need user-friendly front end and documentation for a non-technical person to perform this function.
I'm not sure whether there's sufficient information on WHOIS to perform this task meaningfully. This requestor may be making a new service to "remind" people that their domain is up for renewal, perhaps to offer a lower price on the renewal than their last registrar, but I have a feeling it's more to find names to scalp.
