Would that make emulators illegal then?
Emulators will never be illegal, maybe the ROMs/ISOs but, not the emulators. It's only illegal to download/obtain a copy of a game you don't own or never owned.
...While there isn't any emulator out there today that can really do decent psx emulation...
PS1 emulation is right about where N64 emulation is, we have decent, playable emulation for both platforms right now, and it's always improving.ePSXe emulates the PSX almost perfectly for most games, with a decent video plugin. I recently finished FF7 on the emulator (I have the discs but no PS/PS2), and with my GCN to USB adapter it was was a nearly spot on reproduction of my experience playing it on the PS1. -

Flash carts are great, I own a 256Mbit one myself. If you do plan on buying one, I would recommend Jandaman's. That's where I bought mine. And I would suggest getting a 256 or bigger, some games wont fit on a 128Mbit card.
After you have your cart, check out these two projects. An NES emulator on the GBA, and an SNES emulator on the GBA.
Also PogoShell is great, it let's you store text and pictures that can be viewed on your GBA, as well as organize your ROMs and game saves. -
Analog sticks on your PC
Splinter Cell is something that I wouldn't want to play on PC because it works perfectly with the XBox controller. It's a stealth game, so the analog sticks are the best way to do that.
And is there a specific reason why you can't plug quality analog sticks into your PC?
The big problem with console games is that users can't mod them.

This is all well and good, but how would you get the games TO the GBA?
Use a flash cart (questionably legal). For more information on how to write GB/GBA/GBC/NES/SNES games to a cart and play them on your GBA, try Gameboy Advance.
Lik-Sang sells carts and cart writers, but I've always used Jandaman's reliable service. -
