The link you gave, is specifically concerned with journals in linguistics. I don't know too much that field, but it doesn't surprise me given the history of TeX that LaTeX/TeX is not the leading tool used in that field.
It shouldn't be a fucking surprise that TeX is widely used in the CS, Mathematics, and Physics fields.

PDF is to PostScript as ZIP (or tar | gzip) is to a file system.
The reason for moving from PostScript to PDF is that when you give someone a PDF file, it's like giving them the source code for your program along with copies of all the exact versions of the libraries you compiled against.
There is no such thing as "passive" rendering - PostScript is a programming language which is handled by an interpreter, and PostScript is used inside PDF documents to describe the actual contents. The closest I can think of to "passive" rendering is a bitmap image like GIF, which would never ever have a buffer overflow problem, would it?
Even in the world of processing text files, there are still opportunities for problems - naive implementations of a CSV parser for example might not handle quotes and embedded commas the same way. This would result in data corruption. Even worse, if the naive implementation tries reading the columns into a particular fixed-size block of memory you could have overrun errors due to the assumption of strings being "small".
Nothing that happens on a computer is "passive". It's all active, and involves interpretation of a sequence of numbers into some other sequence of numbers in video memory that just happens to look to humans like something to view or read. Along the way there are assumptions made, mistakes can happen, and even a CSV file can turn into a vector for attack.

Some people just need a little more of a clue about computers in general before they start attempting the things that they come into help channels asking about. You must have come across them, the kind of person that wants to run before they can walk; install a fully working LAMP server before they know how to use a CLI. Some people need talking to rudely, some people just need a nudge in the right direction. If you don't know which you are, then you should probably wonder why people are talking to you a certain way.
As a (modestly) power user I sometimes get talked to like I'm a newbie, but I understand that this is because the best advice when dealing with help/advice is to treat everyone like they know nothing because you might overlook something obvious otherwise.
The catb page on smart questions should be part of the curriculum in our schools. Raise a generation of people who actually think about their problems before they start bothering people with their FAQs. -

Alright guy, if you don't believe my source which involves two people who actually have a wealth of information on the topic (the person who shares your view didn't bring up your point once because it is in fact a non-point), then how about this.
It seems pretty widespread that election officials want every form that is filled out, regardless of if it is believed to be falsified or not. After all, do you think it makes sense to allow these groups to selectively decide which registrations are OK to send along to the election officials? But I'm repeating myself here... can you read my longer post up above there and stop acting like a dick?
