Average montly salaries
The average monthly salary in India is somewhere along the lines of $37. A person earning that much could hardly afford the luxuries of such a handheld, even if it could be attained for the paltry sum of $200. Pennies to us, but to them it could take a lifetime to acquire that amount of savings. Until we work to attain far cheaper methods of building computers, these people will be unable to experience the very joy we take for granted. Of course, this is a noble effort and no doubt will further number of Indians able to participate in the IT field, but further effort is needed.

how admission actually worksI'm an assistant professor at Rice University, in the CS department, and I've been part of the committee that admits grad students. Since there seem to be a lot of questions here, I'll try to answer them as best I can.
Admissions to a research program, like ours, is based on a bunch of different things. A good way to think of it is that your statement of purpose and your letters of recommendation are the things that build your case and everything else is an opportunity for you to shoot yourself in the foot.
First, on behalf of every professor inundated with e-mails, let me say that there's no benefit, whatsoever, in mass e-mailing every professor on the planet to see if they're interested in you. However, if you have a particular research interest that matches a particular professor (say, security of peer-to-peer systems or of mobile code systems, in my case), then do send that one professor a personal e-mail.
So, then, what makes for a good statement of purpose or good letters of recommendation? I always look for evidence that you've got technical interests beyond what you've done in class. I also look for evidence that you didn't just go to "how to get into grad school" school and follow their instructions blindly. Some of these letters just stink like they came from an insert-your-name-here template. Don't tell me "I have lots of energy!" Describe all the work that your energy has produced. Likewise, in many countries, it's customary for the student to write letters of recommendation on behalf of their advisors, who just sign them. Make your advisors write personal letters.
So, what value are the GRE scores? For the General GRE exam, there's some minimal value if the applicant is from the U.S. or Europe, but absolutely zero value if the applicant is from India or China. I don't know what they do over there, but every student seems to ace the exams, probably because they study so hard for them. The exams, thus, aren't measuring anything more than rote ability.
The CS subject test used to actually be useful and a strong score there would catch my attention (and a weak score was a huge red flag). Now, without that, we'll probably end up looking more at transcripts.
Still, let me emphasize, the best way to impress somebody like me is not with good grades or test scores, it's with research and technical experience beyond your class assignments. If you've worked with a professor on a research project, or if your code has found its way into the Linux kernel, that will get my attention (and I'll go look at the source to make sure you're telling the truth).

The Rice connection almost certainly has to do with Peter Druschel and Pastry (for which the other PI seems to be Antony Rowstron of Microsoft Research, interestingly enough). I'm not totally sure of the ICSI connection, but they seem to be closely affiliated with UCB and I know that Ion Stoica works in these areas. OceanStore, CFS/SFS, Pastry, Kademlia - it's definitely a pretty good collection. A lot of the top people in DHT/DOLR (Distributed Hash Table, Distributed Object Location and Routing) research are involved, and I'd love to know how they plan to converge their various efforts toward a common solution.

Connexions project
If you've got a MathML enabled browser (and it's associated fonts) installed, take a look at Rice University's Connexions Project. I worked there when it was getting started a couple years ago, and it was already being used as the "textbook" in a few electrical engineering classes. This seems like an exceptionally fragile way to get broadband, after all the ice sheets on which the cable is laid are constantly moving. The Amundsen station itself has moved over the years. Locating and repairing the cable when it inevitably snaps is going to be very expensive.
Unfortunately a microwave-based solution would be overwhelmed by the weather conditions there. And RF probably won't provide enough bandwidth. So they may not have many other options. -

I'm not sure how it's architected at your school, but at mine, everyone with an on-campus network connection transparently gets benefit from Internet2. It's very simple: If your packets are going to an institution connected to Internet2, then they get routed over Internet2. The routing decision is made at the campus border. No problem, everyone gets to use it. All Internet2 is is a new, fast backbone that a select group of research institutions gets to use.
I've gotten faster transfers from machines at MIT than ones 400 yards away from my dorm room as a result of this hookup.
Isn't this how most institutions are using Internet2? Just put another card in the border router and let everyone at it. It doesn't seem to make sense to pay all that money for a high-speed network connection and not integrate it with your campus network.

Another approach that may have gone the way of the dinosaur (havent seen it make headlines on /.) is reversible computing - the notion that by not discarding information within a chip you can run chips cooler (though apparently we won't reach the level where this much thermal loss becomes significant for another few years). E.g. a nand gate loses one bit of information, resulting in an energy dissipation of at least ln(2)kT, about 3x10^-21 joules. High Performance Fortran
It's obvious that the story's poster didn't really look into FORTRAN much past the aging F77.
I currently use F77 to do research in magneto-hydrodynamics simulations of neutron stars on Cornell's Velocity Cluster (which has been featured on slashdot before). Fortran, due to its lack of things like pointers, etc, is rediculously efficient, and almost completely cross platform (because surprise surprise- it's very difficult to attempt to do anything remotely platform specific). The language is much simpler than something like C with pointers, etc, that must be messed with. Sure it's ugly as hell, but once again the newer versions of Fortran take care of most of these issues.
I would suggest that anyone interested in high performance computing should check out High Performance Fortran. It's a set of extensions to the F90 language to allow the seemless integration of large-scale parallelization in your code. It also has several other performance advancements.
I highly disagree with the poster of the story, Fortran 90 is much more modern than F77, including things like objects, safe pointers, better recursion, better array sharing, generic routines (a type of function overloading). The language syntax is also much more lenient than F77 (which was designed to work with punchcards). It also has some really great array operations (things like slices, etc) that are rediculously fast. While I absolutely hate F77, if I was going to write a computationally intensive simulation, I'd probably do so in F90 or HPF.
A lot of people still use Fortran, especially computational physicists and meteorologists... Many of these people don't have time to learn new programming languages, and Fortran works very well for what they need, better in most situations than almost any other language. It's something to consider.

Get a grip. Polling always require less resources than interrupts. It's only a matter of choosing when to do the polling (i.e., when there is something to be polled). Of course, for slow devices like keyboards, polling does not really make that much sense, but the poster was talking about using polling under high network loads. Using interruptions really is costly. Not only do you have the direct cost of the interruption (stalling pipes, switching context, etc.), but interruptions can also induce indirect overhead by cache invalidations, etc. Take a look at the Soft Timers stuff for a good example of how to use polling.
