Senate Votes To Replace Aviation Radar With GPS
plover writes "The US Senate on Monday passed by a 93-0 margin a bill that would implement the FAA's NextGen plan to replace aviation radar with GPS units. It will help pay for the upgrade by increasing aviation fuel taxes on private aircraft. It will require two inspections per year on foreign repair stations that work on US planes. And it will ban pilots from using personal electronics in the cockpit. This just needs to be reconciled with the House version and is expected to become law soon. This was discussed on Slashdot a few years ago." -

Germany Warns Against Using Firefox
jayme0227 writes "Due to the recent exploit in Firefox, Germany has warned against its use. This comes a couple months after Germany advised against using IE. Perhaps we should start taking odds as to which browser will be next." Note: the warning (from the Federal Office for Information Security) is provisional, and should be rendered moot by the release later this month of 3.6.2. -
A Broadband Survey That Asks the Right Questions
Lauren Weinstein writes "I've just deployed the first ever Broadband Survey under the auspices of GCTIP, which asks questions that the FCC neglected to ask about service types, promised vs. actual broadband speeds, user satisfaction (or lack thereof) with their ISPs and local ISP competition, etc. I'm already finding the detailed comments many persons are leaving on the survey form to be extremely illuminating and with sufficient participation I'm hoping my reports from this data will be useful to the Internet community broadly." -
Planned Nuclear Reactors Will Destroy Atomic Waste
separsons writes "A group of French scientists are developing a nuclear reactor that burns up actinides — highly radioactive uranium isotopes. They estimate that 'the volume of high-level nuclear waste produced by all of France’s 58 reactors over the past 40 years could fit in one Olympic-size swimming pool.' And they're not the only ones trying to eliminate atomic waste: Researchers at the University of Texas in Austin are working on a fusion-fission reactor. The reactor destroys waste by firing streams of neutrons at it, reducing atomic waste by up to 99 percent!" -
Metaprogramming Ruby

It will be useful to intermediate and advanced users of Ruby and potentially even to beginners with some programming experience. Metaprogramming Ruby is not a book for programmers new to Ruby, but would make an excellent follow on book to either Programming Ruby by Dave Thomas, Chad Fowler, and Andy Hunt or The Ruby Way by Hal Fulton. Both of the above books have chapters on or at least mention metaprogramming, but this is the first full length exposition of it. The book itself is broken into two sections and four appendices. In the first section, you (the reader) is paired with a more experienced programmer for a week, a chapter for each day, and as the week progresses you cover different topics in metaprogramming after being given tasks by your boss. The second section has two chapters on the design and implementation of ActiveRecord from Rails as well as a chapter on safe metaprogramming. Finally, there are three very useful appendices and a bibliography. One other note is that the book has the concept of "spells". Each concept as it is discussed in the book will have a spell associated with it. There will be a note in the sidebar with the name of the spell and the third appendix has the spells listed in alphabetical order, a short example of the spell, and a page number linking back to the extended discussion of the spell.
The first chapters are an informal introduction to metaprogramming where the reader, just starting a new job, is paired with Bill, an experienced developer, for a week. Each day is a chapter and each chapter covers a specific topic. The topics, as might be expected, increase in complexity as the week goes on. This more informal style actually works quite well. I had expected to be a bit irritated with the "schtick", but it turns out that Perrotta does not use it to excess. The topics covered here are Monday: The Object Model, Tuesday: Methods, Wednesday: Blocks, Thursday: Class Definitions, and Friday: Code That Writes Code.
Chapter 1 on Monday starts out with you meeting Bill, your experienced pair programmer, on a Monday morning and then goes straight into the Ruby object model. It discusses reopening classes to add additional methods including predefined Ruby classes such as String. It follows up with Monkey Patching (opening an existing class and redefining an existing method) and the pitfalls therein.
In Chapter 2, methods are examined. Perrotta goes over a problem with duplicated code and how to reduce this code by generating and calling code dynamically. He then moves to showing the same example using method_missing(), followed by adding a change to respond_to? to make sure the methods show up.
Wednesday's topic in Chapter 3 covers blocks, lambdas, and procs all of which are really just "callable objects". The chapter starts with a review of blocks. This is followed by a discussion of scopes and how to carry variables through scopes using blocks as closures. Perratto shows how to use instance_eval() to receive blocks and then use them to manipulate scopes. Next, converting blocks into "callable objects", lambdas and Procs, and then calling them later is covered. Finally, there's a short introduction to domain specific languages (DSL) using the the techniques from this chapter.
Chapter 4 or Thursday covers class definitions. A discussion of self and the current class open the chapter. There's also a section on singleton methods and eigenclasses. There are class instance variables, variables that belong to the class and not to a particular object. Examples of class macros, such as attr_reader, attr_writer, and attr_accessor, and how to write them are shown. Finally he covers around aliases where method names can be renamed and then redefined but the original is still available.
The final day of the week, Friday, Chapter 5, goes deep into Ruby metaprogramming with code that writes code. In this chapter, Perrotta shows how to implement an "attr_checked" attribute in a few different ways starting with a kernel method using eval and moving on to passing the validation attributes in a block. Then this gets moved to a class macro (from Chapter 4), and finally moving on to using a module with hooks. This last is a pattern that's seen in many Ruby projects including Rails and two I'm familiar with, Sequel and Ramaze.
The second section, Metaprogramming in Rails, consists of two chapters on ActiveRecord and a final chapter on metaprogramming safely. In the first two chapters, Perrotta takes a tour through
ActiveRecord, the Rails object relational mapper (ORM) and shows how ActiveRecord uses the tips and techniques from the previous chapters. The final chapter on safe metaprogramming discusses how to test metaprogramming and working around and with to make sure that monkey patching doesn't cause problems.
Finally, there are three appendices. The first shows common Ruby idioms that are seen pretty much in all Ruby code. They provide a good review, but I'm not sure how useful they really are for the audience that this book is aimed at. The second appendix is one DSLs. This is also a nice to have, but there's probably not enough to let you program a DSL if you don't have additional help from somewhere. The final appendix really is almost worth the price of the book. It contains a list of metaprogramming "spells". Each of the spells contains a short programming example as well as the page number with the longer explanation. This is incredibly useful when looking at code from any of the major frameworks (some mentioned above) and you don't understand a piece of it. Just by scanning through the spells you can often find a simple version of what you're looking at and then read a longer explanation.
All in all, this is one of the better, more readable programming books that I've read in a long while. Perrotta keeps it to around 250 pages including the appendices and it's packed full of useful information. As I noted above, this book is highly recommended as a second Ruby book. The presentation of metaprogramming is both enjoyable and useful and the book itself is well written.

Dueling Summary Judgment Motions In Viacom v. YouTube
I Don't Believe in Imaginary Property writes "Eric Goldman, an Associate Professor of Law at Santa Clara University School of Law, has an excellent analysis of the dueling summary judgment motions in Viacom v. YouTube. Basically, both sides have been trotting out the most damning things they can find and asking the judge to rule against the other party. Viacom is mad that Chad Hurley, one of YouTube's co-founders, lost his email archive and couldn't remember some old emails. Worse, YouTube founder Karim once uploaded infringing content. But then Google points out that only a very small percentage of the users are engaged in infringing activity (some 0.016% of all YouTube accounts have been deleted for infringement), one of the clips Viacom is suing over is only one second long (what about fair use?), and most of YouTube's content is non-infringing, including the campaign videos which all major US presidential candidates posted to YouTube." (More below.) "But the worst thing they found is that Viacom can't make up their mind. They spent $1M advertising on YouTube and tried to buy it. And even though they demanded that YouTube remove videos containing Viacom property on sight, Viacom had a complex internal policy authorizing some clips, including ones disguised as 'leaks' and put out by their marketers. Viacom was so conflicted internally that their very expensive lawyers couldn't figure out what Viacom had authorized to be uploaded even after doing extensive research as required by court rules, only to discover that some of the clips Viacom was suing over were ones Viacom uploaded themselves. The lawyers then had to go to court and drop those clips from their case — twice. They missed some the first time." -

Switzerland Passes Violent Games Ban
BanjoTed writes with a followup to news from February that the Swiss government was pursuing a ban on violent video games. He writes "Sadly, Switzerland has now passed the law that paves the way for an outright ban on violent video games in the country. The full implications of the ruling will not be known until the government reveals the exact requirements that will be laid down by the new legislation – a decision that has not yet been made. What is certain though is that the Swiss authorities have now obtained the power to introduce any measures they see fit. The likeliest outcome seems to be an outright ban on the production, distribution and sale of any games deemed to be unsuitable – most likely anything with either a PEGI 16+ or PEGI 18+ certificate." -

Amazon Battles Apple By Arm-Twisting Publishers

This goes contrary to the degree of control Amazon likes, so although it apparently gave in to Macmillan back in February, it turns out that Amazon continues twisting arms. The problem publishers face is that Apple has a most-favored-nation clause, so it gets the best deal that the publishers offer. Startup's Submerged Servers Could Cut Cooling Costs

An Austin startup says its liquid cooling enclosure can cool high-density server installations for a fraction of the cost of air cooling in traditional data centers. Submersion cooling using mineral oil isn't new, dating back to the use of Fluorinert in the Cray 2. The new startup, Green Revolution Cooling, says its first installation will be at the Texas Advanced Computing Center (also home to the Ranger supercomputer). The company launched at SC09 along with a competing liquid cooling play, the Iceotope cooling bags." -

Can You Fight DRM With Patience?
As modern DRM schemes get more annoying and invasive, the common wisdom is to vote with your wallet and avoid supporting developers and publishers who include such schemes with their games. Or, if you simply must play it, wait a while until outcry and complaints have caused the DRM restrictions to be loosened. But will any of that make game creators rethink their stance? An article at CNet argues that gamers are, in general, an impatient bunch, and that trait combined with the nature of the games industry means that progress fighting DRM will be slow or nonexistent. Quoting: "Increasingly so, the joke seems to be on the customers who end up buying this software when it first comes out. A simple look back at some controversial titles has shown us that after the initial sales come, the publisher later removes the vast majority of the DRM, leaving gamers to enjoy the software with fewer restrictions. ... Still, [waiting until later to purchase the game] isn't a good long-term solution. Early sales are often one of the big quantifiers in whether a studio will start working on a sequel, and if everyone were to wait to buy games once they hit the bargain price, publishers would simply stop making PC versions. There's also no promise that the really heavy bits of DRM will be stripped out at a later date, except for the fact that most publishers are unlikely to want to maintain the cost of running the activation, and/or online verification servers for older software." -
Japanese Researchers Develop World's Fastest Book Scanner
An anonymous reader writes "IEEE Spectrum reports that Tokyo University researchers have developed a superfast book scanner that uses lasers and a high-speed camera to achieve a capture rate of 200 pages per minute. You just quickly flip the book pages in front of the system and it digitizes the pages, building a 3D model of each and reconstructing it as a normal flat page. The prototype is large and bulky, but if this thing could be made smaller, one day we could scan a book or magazine in seconds using a smartphone." The article mentions Google's similar dewarping system; the difference here is speed. -
Cisco's New Router — Trouble For Hollywood

The Death of the US-Mexico Virtual Fence

Started in 2006, SBInet has been labeled a miserable failure and finally halted. A soon-to-be-released GAO report is expected to be overwhelmingly critical of SBInet, causing DHS Chief Janet Napolitano to announce yesterday that funding for the project has been frozen. It's sad that $1.4 billion had to be spent on the project before the discovery that this poorly conceived idea would not work." -
The Bloodhound Will Stay On the Ground At 1,000 mph
Hugh Pickens writes "BBC reports that engineers designing the world's fastest car, the Bloodhound SSC, built to smash the world land speed record of 763 mph set by the Thrust SuperSonic Car in 1997, believe they have a solution to keep the vehicle flat on the ground at 1,000 mph after initial iterations of the car's aerodynamic shape produced dangerous amounts of lift at the vehicle's rear. John Piper, Bloodhound's technical director, said: 'We've had lift as high as 12 tonnes, and when you consider the car is six-and-a-half tonnes at its heaviest — that amount of lift is enough to make the car fly.' The design effort has been aided by project sponsor Intel, who brought immense computing power to bear on the lift problem. Before Intel's intervention, the design team had worked through 11 different 'architectures' in 18 months. The latest modelling work run on Intel's network investigated 55 configurations in eight weeks. By playing with the position and shape of key elements of the car's rear end, the design team found the best way to manage the shockwave passing around and under the vehicle as it goes supersonic. 'At Mach 1.3, we've close to zero lift, which is where we wanted to be,' says Piper. In late 2011, the Bloodhound, powered by a rocket bolted to a Eurofighter-Typhoon jet engine, will mount an assault on the land speed record, driving across a dried up lakebed known as Hakskeen Pan, in the Northern Cape of South Africa." -
Scottish Wave Energy Plans Move Forward
It's been a long time coming (2007, 2005, and 2002 respectively), but the project to harness wave energy off the Scots coast is finally coming together. Reader krou writes: "The BBC is reporting that ten sites on the seabed off Scotland in Pentland Firth and around Orkney have been leased to energy companies with the hopes of generating wave and tidal energy. 'Six sites have been allocated for wave energy developments potentially generating 600 megawatts of power and four for tidal projects, also generating 600 MW.' The leases were awarded to SSE Renewables Developments, Aquamarine Power, ScottishPower Renewables, E.ON, Pelamis Wave Power, OpenHydro Site Developments, and Marine Current Turbines. Scotland's First Minister Alex Salmond said that 'These waters have been described as the Saudi Arabia of marine power and the wave and tidal projects unveiled today — exceeding the initial 700MW target capacity — underline the rich natural resources of the waters off Scotland.'" -

Scottish Wave Energy Plans Move Forward
It's been a long time coming (2007, 2005, and 2002 respectively), but the project to harness wave energy off the Scots coast is finally coming together. Reader krou writes: "The BBC is reporting that ten sites on the seabed off Scotland in Pentland Firth and around Orkney have been leased to energy companies with the hopes of generating wave and tidal energy. 'Six sites have been allocated for wave energy developments potentially generating 600 megawatts of power and four for tidal projects, also generating 600 MW.' The leases were awarded to SSE Renewables Developments, Aquamarine Power, ScottishPower Renewables, E.ON, Pelamis Wave Power, OpenHydro Site Developments, and Marine Current Turbines. Waledac Botnet Now Completely Offline, Experts Say
Trailrunner7 writes "After Microsoft's actions to take down the Waledac botnet last month, there was some question about whether the operation was much more than a grab for headlines that would have little effect on actual spam levels or malware infections. But more than three weeks after the takedown, researchers say that Waledac has essentially ceased communications and its spam operations have dropped to near zero. One researcher said that Waledac now seems to be abandoned. 'It looks crippled, if not dead,' said Jose Nazario, a senior security researcher at Arbor Networks." -

Now an anonymous reader sends this MSNBC piece on the status of the US's supply of rare earths. "China supplies most of the rare earth minerals found in technologies such as hybrid cars, wind turbines, computer hard drives, and cell phones, but the US has its own largely untapped reserves that could safeguard future tech innovation. Those reserves include deposits of both 'light' and 'heavy' rare earths... 'There is already a shortage, because there are companies that already can't get enough material,' said Jim Hedrick, a former USGS rare earth specialist who recently retired. 'No one [in the US] wants to be first to jump into the market because of the cost of building a separation plant,' Hedrick explained. ... [S]uch a plant requires thousands of stainless steel tanks holding different chemical solutions to separate out all the individual rare earths. The upfront costs seem daunting. Hedrick estimated that opening just one mine and building a new separation plant might cost anywhere from $500 million to $1 billion and would require a minimum of eight years. [But the CEO of a rare earth supply company said] 'From what I see, security of supply is going to be more important than the prices.'" -

FCC's Broadband Plan May Cost You Money
At ten minutes past midnight the FCC released their National Broadband Plan. Judging by the available coverage, few reporters spent the night poring over it. The BBC at least posted something in the morning hours, but it quotes Enderle, so that gives you some idea of its sourcing. Business Week notes the plan's cool (not to say frigid) reception among broadcasters. Dave Burstein of FastNet News did some real digging. His take as of 4:00 am Eastern time is that the plan will cost most Americans money, and won't provide much if any relief to the poor. We'll see many more details and nuances emerge over the day. Golden Nanocages To Put the Heat On Cancer Cells

The approach taken by scientists at Washington University in St. Louis is to use 'gold nanocages' that, when injected, selectively accumulate in tumors. When the tumors are later bathed in laser light, the surrounding tissue is barely warmed, but the nanocages convert light to heat, killing the malignant cells. ... Although the tumors took up enough gold nanocages to give them a black cast, only 6 percent of the injected particles accumulated at the tumor site. They would like that number to be closer to 40 percent so that fewer particles would have to be injected. They plan to attach tailor-made ligands to the nanocages that recognize and lock onto receptors on the surface of the tumor cells. ... The scientists at WUSTL have just received a five-year, $2.1M grant from the National Cancer Institute to continue their work with photothermal therapy." Ushahidi Crowd-Sources Crisis Response
We mentioned late last year how open source software called Ushahidi — which means 'testimony' in Swahili — developed for election monitoring in Kenya was being used to similar effect in Afghanistan. Now reader Peace Corps Online adds a report from the NY Times that Ushahidi's is now becoming a hero of the Haitian and Chilean earthquakes. "Ushahidi is used to gather distributed data via SMS, email, or web and visualize it on a map or timeline. The program was developed after violence erupted during Kenya's disputed election in 2007. Ory Okolloh, a prominent Kenyan lawyer and blogger, had gone back to Kenya to vote and observe the election. After receiving threats about her work, she returned to South Africa where she posted her idea of an Internet mapping tool to allow people to report anonymously on violence and other misdeeds. Volunteers built the Ushahidi Web platform over a long weekend, and the site began plotting on a map, using the locations given by informants, user-generated cellphone reports of riots, stranded refugees, rapes, and deaths. When the Haitian earthquake struck, Ushahidi went into action receiving thousands of messages reporting trapped victims; the same happened following the Chile earthquake. The Washington Post also used Ushahidi during the recent blizzards to build a site to map road blockages and the location of available snowplows and blowers. 'Ushahidi suggests a new paradigm in humanitarian work,' writes Anand Giridharadas. 'The old paradigm was one-to-many: foreign journalists and aid workers jet in, report on a calamity, and dispense aid with whatever data they have. The new paradigm is many-to-many-to-many: victims supply on-the-ground data; a self-organizing mob of global volunteers translates text messages and helps to orchestrate relief; then journalists and aid workers use the data to target the response.'" -

Classmates.com Settles Lawsuit Over Phony Friends
Hugh Pickens writes "Techflash reports that Classmates.com has agreed to pay up to $9.5 million to its users to settle a lawsuit that accused the social network of sending deceptive emails that made people believe their old friends from high school were reaching out to connect — only to discover, after paying for a membership, that their long-lost buddies were nowhere to be found. Lawyers for the plaintiffs asserted that Classmates had 'profited tremendously from their false or deceptive e-mail subject lines and related marketing tactics.' Under terms of the proposed settlement, Classmates.com members who upgraded to premium memberships after receiving one of the 'guestbook' emails will be able to choose either a $3 cash payout or a $2 credit toward the future purchase or renewal of a Classmates.com membership. Classmates.com is also among companies that have come under scrutiny for their use of 'post-transaction marketing' tactics — in which customers are given additional offers as part of the online payment process, sometimes in such a way that they aren't aware they're also signing up to pay more. A November 2009 US Senate Committee report said Classmates made more than $70 million through its relationship with post-transaction marketing firms. The Classmates Media unit posted $58.8 million in operating profit for 2009, up more than 24 percent from the previous year, making Classmates 'the most profitable social network in the world,' according to CEO Mark Goldston." -

Final Decision Deferred On ".xxx" Domains
Hugh Pickens writes "The Associated Press reports that the board of the Internet Corporation for Assigned Names and Numbers has deferred a decision until June on whether to create a '.xxx' Internet suffix as an online red-light district, beginning a 70-day process of consultations on a domain that could help parents block access to adult sites. ICM Registry LLC first proposed the '.xxx' domain in 2000, and ICANN has rejected it three times already since then, but an outside panel last month questioned the board's latest rejection in 2007, prompting the board to reopen the bid. Backers of '.xxx' have billed the proposal as a way for the adult-entertainment industry to clean up its act, though some adult sites worry that governments would wind up mandating the use of '.xxx' and that sites with the '.xxx' suffix could easily be blocked by government web filters in the future. 'I am very concerned and fearful of censoring adult material that should be made available for adults. Novell, SCO doesn't want the jury to find out about the email Blake Stowell (then a PR guy for SCO) sent to Maureen O'Gara that asked her to 'send a jab PJ's way.' For those who don't remember that far back in the SCO saga, the 'jab' was when O'Gara wrote an inaccurate, rambling and irrelevant 'exposé' on PJ which got O'Gara fired for violating journalistic ethics after angry readers complained to the publisher — an act which caused Ms. O'Gara to tell SCO, 'I want war pay.' For those wondering how they can keep going after that final judgment against SCO over a year ago, it's hard to do the saga justice without glossing over everything, but the short version is that SCO ran to bankruptcy after they were mostly dead, but before becoming completely dead. That automatically stopped all the cases against SCO due to standard bankruptcy court rules, then SCO effectively re-litigated a bunch of issues via bankruptcy court rules. Currently, they're accusing Novell of 'slander of title' over copyrights that two different courts have ruled SCO does not own, and we're waiting to see if a jury will reach the same conclusion. They're also trying to use the company's lawsuits as assets and to sell them to various SCO insiders so that the legal wranglings can continue even if nothing is left of SCO. From the very start, SCO has always been the type to fight dirty." -

JPL Background Check Case Reaches Supreme Court

Netflix Prize Sequel Cancelled Over Privacy Concerns

IBM Stops Disclosing US Headcount Data
theodp writes "ComputerWorld reports that IBM has stopped providing breakouts on US employees, closing a door to data that provided insights into the bellwether company's employment shift. In its latest Annual Report, Big Blue only provides its global headcount, and an IBM spokesman confirmed that disclosure of US headcount is a thing of the past. The Rochester Institute of Technology's Ron Hira called the US workforce data critical for policymakers trying to understand the dynamics of offshoring. 'By hiding its offshoring, IBM is doing a disservice to America — through omission the company is providing misleading labor market signals and information to policy makers,' Hira said. Ironically, CEO Sam Palmisano's Letter to Shareholders, which accompanied the Annual Report, touts how IBM's Analytics and 'Smarter Planet' efforts are empowering US government decision-makers. Nondisclosure domestically and abroad seems to be the new rule of thumb for Big Tech, sparking calls for government intervention." IBM laid off about 10,000 US workers last year, and 2,900 so far this year, according to the Alliance@IBM, a labor union. -
