It might not be exactly what you're looking for, but check out http://whynot.net/ for idea exchange.

Re:If you didn't vote libertarian, you ASKED FOR Tyou may jest, but the forefathers pointed out that people have the right to overthrow their government:
...that whenever any Form of Government becomes destructive of these Ends, it is the Right of the people to alter or abolish it

Other Innovation Encouraging Programs
Wow, the OP asks for examples of applications that encourage innovation. There are over two hundred responses and none appear to actually answer the question.
Take a look at the Why Not? idea exchange. This one is most probably the best fit for stimulating ideas but is the least appropriate for corporate use.
The first of the challenge based innovation sites was most probably Innocentive. Please excuse the shameless self promotion but do take a look at Cogenuity (currently in beta) which does a better job than Innocentive at combining challenge based collective intelligence with social networking.
- Cogenuity has different types of challenges. The promoter can be the judge, anyone can be judge, or a select few (chosen by the promoter) can be the judge.
- In some challenges, there is only one winner who gets the entire purse.
- There are also challenges where there can be multiple winners who share the purse.
- Teams can be formed to work on solutions to challenges.
- Solutions are highly collaborative with support for document sharing, etc.
- Both teams and challenges have discussion areas (i.e. forum topics).
- There is also support for message in-box, blogging, and micro-blogging.
I have blogged about Cogenuity and about these and other problem solving applications elsewhere.
Good luck with your search!

Technology is not the answerWe must solve these problems through technology because making other people change their lifestyle is just not practical. Sorry, this is bollocks. The solution is simple. Make energy expensive.
Human beings consume resources up to the limit of what is available unless they have to pay for it. Well we consume huge amounts of energy because it's cheaper than it has been ever before in history. If energy was expensive people would be very careful about how they used it, including buying more energy efficient devices. -
Re:People don't really careYa know what scares me? Even geeks, the very people who should be touting a technical solution to environmental problems, are saying crap like this now. Except that technical solutions can't fix social problems. The solution is economic. A switch to making energy a touch more expensive and human labour a touch less so.

We don't have to give up cars or even change our lifestyles much. We need an international Apollo style program to control climate change. And that would be the really really expensive way to do it but I like your style when proposing to spend other people's money. -
$100,000 is still *FAR* too expensive.
They're guessing at the $100,000 figure btw.
My point was that people don't go green because it costs more to do so. If you want them to go green you have to make it cheaper for them than the status quo. The environmental problems we have are not technical, they never have been, they're economic. They can only be solved through economic measures.

Haranguing people to be green is useless... and annoying. Christ, they've been at it for 20 years. It's simple. Give people a worthwhile incentive. -
Simply replace income tax with an energy tax

No changes to human behaviour required. -
Tax machine labour rather than human labour
At the moment, it's humans who are taxed, human work. Well, tax machine work instead. They do more of the work than we do and they have an unfair tax advantage over humans, never mind their ability to work so much faster.

Tax bads not goods.
-
Actually it's simpler
Make energy expensive.

People in hot areas will start adding insulation, whitewashing their houses, adding trees and ivy people in cold areas will start adding insulation, heat pumps etc. -

Re:Capsule flights--yes please!
1. Many people who sit for long periods of time have difficulty standing and moving afterwards.
2. Figure it out on the plane. I'll take the top, the old woman can have the bottom(or next to the bottom). In the booking process have a checkbox for 'needs lower capsule'.
3. Replace the pad during the servicing and wipe down the alcove. We're talking international flights here, refueling takes some time in those cases all by itself.
4. If it reduces your capacity, charge first class, or other appropriate rates for them.
5. If they're going to be eating, drinking, or not sleeping, have them get a traditional seat ticket.
6. And how much space is available for people 'stretching their legs' on traditional flights? People sitting generally need to stand more than those laying down.
7. How'll they fit two into there for sex? And yes, people will barf in them, etc. But then, people to that anyways and the airline manages.
Here's a discussion about the idea of a 'coffin hotel' plane -
The WhyNot.net system
I too am interested in what tool they use. It's not slashcode of course, probably something homemade closer to the Why Not system...
Would be great if Google was to make available -their- idea sorting and moderation system to the world :-) -

I thought my morning paper was stupid for picking up this story as "news"...I can't believe SlashDot got trolled too... -

First to file?
I can't see that as helping much...it would seem to me to open the gates for people to crawl through places like WhyNot.net and newsgroups watching for people to RFC their ideas, and patent them.

Re:Good idea. Now generalize.
I found an interesting website that acts kind of like what I had in mind. WhyNot?

Caller-changeable hold musicI propose a system wherein the caller can change the channel of the hold music, which would make people happier about being on hold and would result in fewer lost calls.
Instead of being forced to listed to a monolithic, one-way conduit of bad music the next time you're on hold, wouldn't it be great if you could change the station? "Press 1 for Jazz, press 2 for Top 40, etc." People would stay on hold longer, which means the businesses who used this would get more customers. I might even call it just to listen to the music! It could be Internet radio, XM, or anything else. Discussion here.

Blobstation
I have been thinking about something similar for a long time, posted recently on:
whynot.net
The idea was based on the thought of carving out space inside an "asteroid", without putting a huge heavy rock close to Earth..

RFID cell phones for access to your car, house etc
When you can uniquely identify your cell phone via an RFID tag inside of it, you can use it to unlock your car doors, house, etc.
