The Post-Bilski Era Gets Underway
bfwebster writes "A set of pharmaceutical process patents for 'evaluating and improving the safety of immunization schedules' (Classen v. Biogen et al.; see US Patents 6,420,139; 6,638,379; 5,728,385; 5,723,283) were held to be invalid due to unpatentability. The decision was appealed to the US Court of Appeals for the Federal Circuit, but was upheld with a terse citation to In re Bilski (which decision we discussed here). Here's the entire text of the appeals decision: 'In light of our decision in In re Bilski, 545 F.3d 943 (Fed. Cir. 2008) (en banc), we affirm the district court's grant of summary judgment that these claims are invalid under 35 U.S.C. 101. Dr. Classen's claims are neither "tied to a particular machine or apparatus" nor do they "transform a particular article into a different state or thing." Bilski, 545 F.3d at 954. Therefore we affirm.' It will be interesting to see what happens when these same standards start getting applied to software-related patents." -

CSIS Cybersecurity Commission Chairman Jim Langevin Answers Your Questions
Last week we solicited questions for US Representative Jim Langevin (D-RI), one of the chairs of the CSIS Cybersecurity Commission. Here are his answers — along with contact information for him if you want to continue the conversation. 1) Red Teams

The NSA has had great success with Red Teams and competitions between security experts in helping learn how to better secure sensitive data and to keep up to date with the latest attack techniques.
What are your plans to utilize this powerful technique? If applied elsewhere, Red Team competitions can help better secure other aspects of the internet and to stay up to date.
Rep. Langevin: I couldn't agree more. I've been an advocate of moving away from the paperwork exercises that have become more prevalent in Federal government IT security towards a more operational-focused testing environment like red/blue teams and penetration testing. In fact, I wrote a bill (HR 5983) this year that would have required the heads of appropriate Federal agencies (DHS, NSA, DOD, etc.) to create security control testing protocols to ensure that the Department of Homeland Security's networks are protected against known attacks and exploits. The bill would have essentially given the DHS Inspector General the ability to red/blue team the Department's networks to determine whether or not the Department's security policies and controls were effective.
The DHS Inspector General does not have the same capabilities as the NSA red team. Unfortunately, there are a limited number of individuals who are members of these elite teams; what I'd like to see happen is groups like NSA red/blue engage with more Federal civilian agency security officers who can perform these functions when the NSA teams are not available.
Of course, the great value in red teaming comes from actually mitigating the vulnerabilities discovered by the red team. This takes time and money, which can sometimes be difficult to come by. So while we have to do more red teaming in the Federal government, we also have to be prepared to spend the money to fix the problems.
I find that red team competitions are a great way to refine offensive and defensive skills, and can also be a good recruiting tool for the Federal government. In the spring I congratulated the college participants in the 2008 National Collegiate Cyber Defense Competition that was held at the campus of UT-San Antonio, and encouraged them to look for Federal jobs when they graduate. We as a nation have to recruit and invest in these students because of their talent and potential.
2) Why run this out of the EOP?

Why run this out of the Executive Office of the President? Trying to run operational units directly from the White House seldom works well; the environment is political, not operational. The present cybersecurity office, in Homeland Security, is ineffective because the incumbent is a former lobbyist. When Amit Yoran was in charge there, progress was being made. He quit because he wasn't getting backing from higher in Homeland Security. The office needs a high-level champion in the White House, but that's a liasion job.
Rep. Langevin: You are right - cyber operations should not be run by the White House. We have plenty of agencies that have the skill and capability to run various cyber operations throughout the Federal government. But as you've noted, at the end of the day, cybersecurity requires coordination of activities across agencies, and the CSIS Commission concluded that the White House is the best place to locate this function.
The Commission discovered that the central problems in the current Federal organization for cybersecurity are lack of a strategic focus, overlapping missions, poor coordination and collaboration, and diffuse responsibility. The Commission considered many options for how best to organize for cybersecurity. One particularly useful model was the Intelligence Reform and Terrorist Prevention Act (IRTPA). IRTPA imposed a new, more collaborative structure on the Intelligence Community. It mandated a distributed "intelligence enterprise." Congressional mandates, however, are not enough. It took a Director of National Intelligence with the appropriate authorities to build collaboration. This did not mean that the DNI became a centralized manager of the IC - agencies still have their unique operational functions. The DNI role is to provide the strategy and collaborative networks for the intelligence enterprise. This effort, although it is still a work in progress, helped to guide our thinking.
I hope that the Assistant to the President for Cyberspace will be that high-level champion that you described, a person who can provide programmatic oversight for the many cybersecurity programs that involve multiple agencies, but not take operational control over the agency responsibilities.
3) Re:Why run this out of the EOP?

To build on this, how are you planning on addressing the credibility gap between what the executive wants to achieve, and what the rest of the internet community (at least in the US) believes you really can/should achieve?
For example, I was at BlackHat this year, and the keynote speaker was one of the Feds, speaking about the federal plans for cyber security. The discussions in the hall after his keynote were scathing. Many of the attendees concluded that he had no clue what he was talking about. This, I think, has to be the first hurdle the executive needs to clear before accomplishing anything. Put simply: the private sector just doesn't believe in government's ability to succeed. How are you going to fix that?
Rep. Langevin: The uncertainty of success should not prevent government from playing a role in securing cyberspace, but its questionable effectiveness means we have to find specific areas or roles where the government can add value. This is the challenge we face today.
I think back to some of the fundamental lessons of the government's efforts in Y2K. John Koskinen, the incredibly effective manager of this effort, asked himself what role the government could or should play with the private sector. His list was short: 1) Government could provide expertise to the private sector; 2) Government could provide a trusted meeting place for the private sector; 3) Government could provide a mix of positive and negative incentives for the private sector to implement security fixes. With this blueprint, Koskinen had his marching orders.
Government alone will not solve the cybersecurity problem because government alone does not own the infrastructure or the technical expertise. But government involvement is the key for success because of its ability to positively and negatively incentivize behavior. Today, just like 10 years ago, there are incentives that the government can provide to ensure better security in the private sector, and, like the government response to Y2K, I think this is where the government should focus its effort.
The trust relationship between the government and the private sector has been damaged over the years, so this will be an area for the next President to try to improve. The CSIS Commission recommends rebuilding the public-private partnership on cybersecurity to focus on key infrastructures and coordinated preventative and responsive activities. The Commission recommends the President direct the creation of three new groups for partnership that provide the basis for both trust and action: 1) A Presidential Advisory Committee organized under the Federal Advisory Committee Act (FACA) with senior representatives from the key cyber infrastructures; 2) A "town hall" style national stakeholders' organization that provides a platform for education and discussion; and 3) A new operational organization, the Center for Cybersecurity Operations (CCSO), where public and private sector entities can collaborate and share information on critical cybersecurity in a trusted environment.
There is one specific area that the government can establish some credibility with the private sector: become the gold standard for network security. Some of you have heard me discuss this vision during my DHS oversight hearings. The security of Federal networks has received attention from the highest principals in government, and I believe the increased attention will lead to better strategies, larger commitment of resources, and greater awareness throughout Federal agencies. Making the Federal government the gold standard demonstrates to the private sector that we are committed to security and we can be a trusted partner.
4) Regulation

The free and open nature of the internet is its biggest asset. How do you plan on enforcing "cybersecurity" without damaging its free and open nature? Are you sure that the cure (government regulation) isn't worse than the disease (cybercrime)? Remember there was no cybercrime before the internet. The internet has brought us both crime and prosperity, so far the prosperity has far exceeded the crime. I benefit far more than I suffer from having an unregulated internet, can you convince me that a regulated internet is even necessary?
What sort of measures can you take to fight cybercrime without affecting my unfettered access to the internet? The phrase "If you have nothing to hide, you have nothing to fear" is not an acceptable response.
Rep. Langevin: I disagree with the premise - neither I nor the CSIS Commission discussed a "regulated Internet". What we did discuss is the need to develop and issue standards and guidance for securing three specific critical cyber infrastructures - telecom, finance, and energy - with the intent of increasing transparency and improving resiliency and reliability in the delivery of services critical to cyberspace.
5)How will this power be controlled?

I work in IT security and thus I wonder how you plan to deal with two conflicting problems: Rapid change of threat scenarios and ability to supervise and monitor the actions taken by the "cyber police". Threats in IT change rapidly. Over the course of days sometimes. So quick reactions to emerging threats is a necessity. You have to react fast when something emerges, you can't let debates go on forever with weeks passing to give various interest groups a say in the matter.
How do you plan to ensure that civil liberties will not suffer from the necessary fast response when trying to make the internet a safer place?
That whatever organization is supposed to make the "net safer" will have certain powers is a given. Whenever, though, someone who has power has to do something fast (i.e. before someone could complain or interfere), the temptation to abuse this power (claiming "danger in delay", when the only danger would have been that someone could find out that power abuse is afoot) is present as well. How do you plan to address this?
Rep. Langevin: It's a significant challenge to respond to threats that can hit in a matter of milliseconds. Specifically, to address abuses of power or compromises of privacy and civil liberties, we have to insist that privacy and civil liberties protections be built in from the ground floor into our cybersecurity programs.
The E-Government Act requires agencies to conduct Privacy Impact Assessments (PIA) before developing or procuring IT systems or projects that collect, maintain or disseminate information in identifiable form from or about members of the public, or initiating a new electronic collection of information in identifiable form for 10 or more persons. In general, PIAs are required to be performed and updated as necessary where a system change creates new privacy risks. I think this is one way that we can ensure that privacy and civil liberties concerns are addressed at the outset, but I am open to any suggestions from the readers.
6) Hiring Practices And Education

I noticed briefly in the document that it mentions the inability of the Govt. to hire the necessary talent to combat these issues. Namely it mentions the drop in CS student enrollments and attempts to relate it to the .com burst. In reality the American IT profession is under assault by both outsourcing and the current H1B visa program. How do you intend to increase CS enrollment when the job market is being eroded by these two factors?
Rep. Langevin: I am concerned about the drop in computer science students, because it could portend of a decline in American competitiveness in science and technology At the same time, I also know that advanced degrees are not a necessity in operations. Some of the best operational experts I know - both in and out of government - only have high school diplomas.
There are a variety of different skill sets that we are looking for in the Federal government. The goal is to both increase the supply of skilled workers (to benefit both government and the private sector) and to create a career path (including training and advancement) for cyber specialists in the Federal government.
I have long advocated for a comprehensive approach to immigration reform that combines border security, enforcement of immigration laws already on the books, and a humane and common-sense approach to dealing with the millions of immigrants who are already in this country illegally. Reforming the system includes looking at all visa programs such as the one you mention.
The model for increasing the supply of skilled cyber workers is the 1958 National Defense Education Act, which improved national security and strengthened the economy. A larger effort poses complex challenges, however, and a focused program that emphasizes cybersecurity will be easier to obtain. The simplest approach may be to expand Scholarship for Service, a National Science Foundation scholarship program that provides tuition and stipends, in addition to requiring accreditation of schools where scholarships are provided for computer security studies.
The U.S. must also develop a career path for cyber specialists in federal service. Creating this career path entails a number of steps, including minimum entry requirements for cyber positions, training in specialized security skills, and a national cyber skills certification program. The Office of Personnel Management, working with key agencies engaged in cyber defense and offense, needs to establish rewarding career paths and advanced training.
This career path should transcend specific departments or agencies. I believe it should be modeled on the Federal Law Enforcement Training Center (FLETC), which provides training to all Federal employees in the Law Enforcement Officer skills. The program should initially focus on national security related missions (including critical infrastructure), but could later be expanded to other mission areas.
7) Why?

Why must civil liberties be given up under any circumstance under the guise of "cybersecurity"? Why is there no open public review for people to proclaim that under no circumstance do they plan to give up civil liberties for sake of a bad us government cybersecurity plan? I for one do not plan to give up any form of "rights" just because the government has an inability to secure their own systems. I'm sure we all know the Thomas Jefferson quote for this.
Basically, my question is: why are we focused on balancing rights for security when we could spend more effort securing the existing government computer systems that we use, and it would be more effective? This is like pointing a finger at the washington monument and blaming it for the market collapse, and does not directly address the issue I just mentioned.
Rep. Langevin: No American should give up the liberties granted to him by our Constitution under any circumstances. I do disagree with your premise, however, that the Federal government is sacrificing the liberties of its citizens to ensure greater security of its networks.
Readers of Slashdot who share my concern about protecting privacy and civil liberties may be interested in reading the Privacy Impact Assessments (PIA) prepared by the Federal government for various IT systems that I mentioned in a previous response.
8) Over-reaching

A) Are you concerned with biting off more than you can chew with the "Manage Identities" portion of the recommendation? (or, put another way, are you sure the government should really be doing any of those in the first place?)
A number of people are already uncomfortable with the idea of a national identity card (witness the problems that RealID is having these days)...your report goes even farther, though, by proposing a
government-issued identity card that consumers could use for purchases online. If I'm already suspicious of a national ID, why in the world would I want to use a government-issued online ID?
B) Also, your recommendations have some huge loopholes: point 17 says that you want to allow consumers to use strong government-issued credentials for online activities, but point 18 then says that there should be regulation preventing businesses from *requiring* the use of those credentials.In practice, one of these two lines will be pointless (companies will say that it's optional to do business with them, so it's not "required"). By way of example, it's illegal for a company to *require* an SSN for non-banking business, but just try to get water service in Maryland without giving it to them...you can't do it. Doesn't this sort of loophole make your "consumer protection" recommendations pointless?
Rep. Langevin: Government-issued identity sparks a wide range of emotions, but I have to be clear about one thing: the Commission did not recommend that the government issue strong credentials to individuals.
First, we recommended that strong authentication be mandatory for critical cyber infrastructures - energy, finance, and telecommunications. Second, we said that if people want to use their new strong credential (which does not necessarily have to be provided by the government) for commercial purposes, they should be allowed to do so when the other party in a transaction is willing to accept them. Finally, we said that as we are likely to see two classes of consumers emerge (those with strong digital credentials and those who have chosen not to have such credentials), the FTC should ensure that companies can't refuse low-risk online services to those without credentials. FTC rules can move companies to adopt a risk-based approach to authentication - low risk transactions can use weak or no authentication, high risk transaction can require more.
You are essentially already doing this if you use online banking services: you can browse the website without authentication, but you need strong authentication to access your account and engage in transactions. Banks issue the credential (not the government) but it is in a framework of rules and guidance issued by regulatory authorities. The Commission wanted to move the banking model to other critical sectors.
The real issue is how to construct a system that accommodates a minority that is afraid of strong authentication without blocking adoption for critical infrastructure or high value transactions.
9) Single Platform Vulnerability

It is no secret that our nations national security is threatened by the current single platform strategy. The lack of operating system diversity creates a fatal environment in which a single system flaw can expose all govt facilities and networks. As it stands today a single serious vulnerability could be exploited to blackout most if not all of our govt infrastructure. How do you intend to address this serious problem?
Rep. Langevin: We can do our best to build security in. Currently, most vendors deliver software with a very wide set of features and functions enabled including some that can result in less secure operations if not properly configured by the purchaser. However, as software systems become increasingly complex the difficulty of securely configuring these systems and maintaining that secure configuration has become a major technical and operational challenge.
The Federal government, taken as a single organization, is the largest buyer of most information technology products. Federal acquisitions rules provide a large mechanism for the government to shape private sector behavior. The CSIS Commission recommended that the Federal government require that the IT products it buys be securely configured upon delivery. Today, this effort is known as the Federal Desktop Core Configuration (FDCC). The FDCC is an OMB mandate that requires all Federal agencies to standardize the configuration of settings on operating systems and for applications that run on those systems. The FDCC is aimed at strengthening Federal IT security by reducing opportunities for hackers to access and exploit government computer systems.
A carefully crafted acquisitions regime, combined with an expanded FDCC initiative could help drive the market towards more secure configurations. The secure configurations mandated by the Federal government and produced in this collaboration with industry would be available for use by state and local government organizations as well as the private sector. A collaborative effort between government and industry to resolve software vulnerabilities and to deliver secure products could result in lower overall costs over the life of a system, even if secure configurations initially resulted in a higher price.
10) Secure what?

Besides sensitive government computers, which for whatever reason need to be connected to the WWW, exactly what part of the US portion of the Web needs to be secured and why?
Rep. Langevin: I am focused specifically on Federal information networks and critical infrastructure networks, such as infrastructure that is used to operate energy utilities and banking and finance and telecommunications. Ineffective cybersecurity leaves us vulnerable to attacks on our informational infrastructure, and in an increasingly competitive international environment, such attacks undercut America's economy and security and put the nation at risk.

iPlayer Released for Mac, Linux; Adobe Announces AIR for Linux

Spaceport America Gets FAA License
DynaSoar writes "Spaceport America received an early and double holiday gift this week: first, the expected (positive) FAA environmental impact report, and second, the hoped-for but not immediately expected 'launch site operator's license.' With this license, and with the previously accomplished creation of a tax district, two of three pieces are in place as required by the New Mexico legislature to receive its funding package. The third, a lease with a space services tenant to use the facility, may come this week also, in the form of a contract with Virgin Galactic. While timing is impossible to predict, the contract is a virtual certainty. The New Mexico Spaceport Authority fully expects it, and so has projected late 2010 for completion of hangar and terminal facilities. Virgin Galactic also seems confident, as they have already screened and submitted their first 100 customers (called the Virgin Galactic Founders) to their contracted medical and training supervisor. Canadian Nuke Bunker To Be Converted Into Data Fortress

Barack Obama Is One Step Closer To Being President
At 3:00 Eastern time on Monday Dec. 15, 538 electors in state capitols across the US cast the votes that actually elected Barack Obama the 44th President. Obama received, unofficially, 365 electoral votes (with 270 needed to win). The exact total will not be official — or Obama officially elected — until Congress certifies the count of electoral votes in a joint session on Jan. 6, 2009. The Electoral College was established in its present form in 1804 by the Twelfth Amendment to the US Constitution. Electors are not required to vote for the candidate who won their state — in fact, 24 states make it a criminal offense to vote otherwise, but no "faithless elector" has ever been charged with a crime. "On 158 occasions, electors have cast their votes for President or Vice President in a manner different from that prescribed by the legislature of the state they represented. Of those, 71 votes were changed because the original candidate died before the elector was able to cast a vote. Two votes were not cast at all when electors chose to abstain from casting their electoral vote for any candidate. The remaining 85 were changed by the elector's personal interest, or perhaps by accident. Usually, the faithless electors act alone. An exception was in 1836 when 23 Virginia electors changed their vote together. ... To date, faithless electors have never changed the otherwise expected outcome of the election." -
A Sixth Region In the Magnetosphere

BitTorrent For Enterprise File Distribution?
HotTuna writes "I'm responsible for a closed, private network of retail stores connected to our corporate office (and to each other) with IPsec over DSL, and no access to the public internet. We have about 4GB of disaster recovery files that need to be replicated at each site, and updated monthly. The challenge is that all the enterprise file replication tools out there seem to be client/server and not peer-to-peer. This crushes our bandwidth at the corporate office and leaves hundreds of 7Mb DSL connections (at the stores) virtually idle. I am dreaming of a tool which can 'seed' different parts of a file to different peers, and then have those peers exchange those parts, rapidly replicating the file across the entire network. Sounds like BitTorrent you say? Sure, except I would need to 'push' the files out, and not rely on users to click a torrent file at each site. I could imagine a homebrew tracker, with uTorrent and an RSS feed at each site, but that sounds a little too patchwork to fly by the CIO. What do you think? Is BitTorrent an appropriate protocol for file distribution in the business sector? If not, why not? If so, how would you implement it?" -

UK ISPs Are Censoring Wikipedia
Concerned Wikipedian writes "Starting December 4th, Wikipedia administrators noticed a surge of edits from certain IP addresses. These IPs turned out to be the proxies for the content filters of at least 6 major UK ISPs. After some research by Wikipedians, it appears that the image of the 1970s LP cover art of the Scorpions' 'Virgin Killer' album has been blocked because it was judged to be 'child pornography,' and all other attempts to access Wikimedia foundation sites from these ISPs are being proxied to only a few IP addresses. This is causing many problems for Wikipedia administrators, because much of the UK vandalism now comes from a single IP, which, when blocked, affects potentially hundreds of thousands of anonymous users who intend no harm and are utterly confused as to why they are no longer able to edit. The image was flagged by the the Internet Watch Foundation, which is funded by the EU and the UK government, and has the support of many ISPs and online institutions in the UK. The filter is fairly easy to circumvent simply by viewing the article in some other languages, or by logging in on the secure version of Wikipedia." -
Forry Ackerman Dead At 92
rrohbeck was one of several readers to note the passing of Forrest J. Ackerman at the age of 92. Ackerman, who coined the term sci-fi in 1954, has been called the 'world's biggest fan.' Over a long career he acted as literary agent for Isaac Asimov, A.E. van Vogt, Hugo Gernsback, and L. Ron Hubbard; he published Ray Bradbury's first short story in a fan magazine in 1938. Ackerman wrote over 2,000 articles and short stories, including, oddly enough, lesbian fiction in the 1940s. In recent years, mounting health bills forced him to sell his home, the 'Ackermansion,' and most of the 300,000 items of memorabilia it stored. -
German Gov't Donates 100,000 Images To Wikipedia

Red Flag Linux Forced On Chinese Internet Cafes

Black Mesa Nearing Completion, Trailer Released
Today, the Black Mesa Team released an impressive trailer for their remake of Half-Life . The remake is a total-conversion mod for Half-Life 2, bringing the updated graphics and AI of the Source engine to the original game. Censorship By Glut

Read on for the rest of Bennett's take on why the effects of peer ratings on a music download site go a long way towards explaining how good ideas can effectively be "censored" even in a country with no formal political censorship.
In a country where you're free to say almost anything in the political arena, I think the only real censorship of good ideas is what you could call "censorship by glut". If you had a brilliant, absolutely airtight argument that we should do something -- indict President Bush (or Barack Obama), or send foreign investment to Chechnya, or let kids vote -- but you weren't an established writer or well-known blogger, how much of a chance do you think your argument would have against the glut of Web rants and other pieces of writing out there? Especially if your argument required people to read it and think about it for at least an hour? Perhaps your situation could be compared to that of a brilliantly talented band submitting a song for Matthew Salganik's experiment.
What Salganik and his co-authors did was recruit users through advertisements on Bolt.com (skewing toward a teen demographic) to sign up for a free music download site. Users would be able to listen to full-length songs and then decide whether or not to download the song for free. Some users were randomly divided into eight artificial "worlds" in which, while a user was listening to a song, they could see the number of times that the song had been downloaded by other users in the same world -- but only by other users within their own world, not counting the downloads by users in other worlds. The test was to see whether certain songs could become popular in some worlds while languishing in others, despite the fact that all groups consisted of randomly assigned populations that all had equal access to the same songs. The experiment also attempted to measure the "merit" of individual songs by assigning some users to an "independent" group, where they could listen to songs and choose whether to download them, but without seeing the number of times the song had been downloaded by anyone else; the merit of the song was defined as the number of times that users in the independent group decided to download the song after listening to it. Experimenters looked at whether the merit of the song had any effect on the popularity levels it achieved in the eight other "worlds".
The authors summed it up: "In general, the 'best' songs never do very badly, and the 'worst' songs never do extremely well, but almost any other result is possible." They also noted that in the "social influence" worlds where users could see each others' downloads, increasing download numbers had a snowball effect that widened the difference between the successful songs and the unsuccessful: "We found that all eight social influence worlds exhibit greater inequality -- meaning popular songs are more popular and unpopular songs are less popular -- than the world in which individuals make decisions independently." Figures 3(A) and 3(C) in the paper show that the relationship between a song's merit and its success in any given world -- while not completely random -- is tenuous. And if you're a talented musician and you want to get really depressed about your prospects of hitting the big time, Figures 3(B) and 3(D) show the relationship between a song's measured merit and its actual number of sales in the real world. (Although those graphs may cheer you up if you're a struggling musician who hasn't made it big yet -- maybe it's not you, it's just the roll of the dice.)
As the Richard Thaler and Cass Sunstein put it in their all-around fascinating book Nudge , where I first read about the Salganik study:In many domains people are tempted to think, after the fact, that an outcome was entirely predictable, and that the success of a musician, an actor, an author, or a politician was inevitable in light of his or her skills and characteristics. Beware of that temptation. Small interventions and even coincidences, at a key stage, can produce large variations in the outcome. Today's hot singer is probably indistinguishable from dozens and even hundreds of equally talented performers whose names you've never heard. We can go further. Most of today's governors are hard to distinguish from dozens or even hundreds of politicians whose candidacies badly fizzled.
Is the blogosphere, or the "marketplace of ideas" in general, any different? If a random sample of bloggers were rated based on some independent measure of merit -- for example, independent ratings from a random sampling of blog readers, who were looking at the bloggers' writing samples for the first time, analogous to users in Salganik's "independent" world -- and then correlate that with the bloggers' traffic or some other measure of success, it's not hard to imagine the results would be similar to those of the 8-worlds experiment: the best often rise to the top, the very worst rarely do, but success in the vast middle would be close to random. In fact, while music listeners would have no logical reason to like a song just because others did, users in the blogosphere and other public forums would have several rational reasons to cluster around writers who are already popular: (1) errors are more likely to have been spotted and pointed out by someone else; (2) as an extension of that, others are more likely to have provided comments and other value-added content; (3) if you are the first person to spot an error, it's more important on a popular blog to point out the error and stop the misinformation from spreading, than on a minor blog that nobody has ever heard of. So the "snowball effect" of popularity in the blogosphere would be even more pronounced.
Then why do so many people believe in what Thaler and Sunstein call the "inevitability" of success based on merit, in domains like music, politics, and writing? I think it's because the belief is what scientists call an unfalsifiable one -- if the "best" acts are assumed to be the ones that end up on the top of the pile, then the marketplace has always sorted the "best" content to the top, by definition. Since the definition is circular, the premise could never be disproved by any amount of counter-evidence -- even if an act that used to be popular, suddenly falls under the radar, that could be seen as "proof" that they lost whatever magic touch they used to have, not as evidence of the arbitrariness of the market! The only disproof would be an artificial experiment like Salganik's, showing that once you get beyond a certain threshold of quality, commercial success has little relationship to independently measured merit -- but such experiments, which in Salganik's case required the cooperation of over 14,000 users, don't come along very often. And as long as most people don't realize how arbitrary the existing marketplaces are, there isn't enough demand to justify building a system that could work better -- indeed, to even justify asking the question of whether a system could be designed that would work better.
And that, I think, is how "censorship by glut" really works. It's not just the sheer amount of written content that censors small voices -- if you happen to know about a particular writer that you consider a fount of wisdom, then the existence of a billion other Web pages won't stop you from reading that writer's content. And it's not as if there aren't plenty of people who realize that success can be highly arbitrary. The problem is that as long as most people assume that the existing marketplace of ideas does a good job of sorting the best content to the top, then they'll be more inclined to stay with the most popular news sites and blogs, and even the minority who know that it's largely a lottery, will have no effective way of finding the best content among everything else, so they'll end up sticking with the most popular sites as well. Worse, as a secondary effect, most people with something useful to contribute won't even bother, if they don't already have a large built-in audience. I know plenty of people who could write insightful essays about social and technological issues, essays that would give most readers a new perspective such that they would definitely say afterwards: "That was worth my time to read it." But it wouldn't be worth it to the writers, because they know that their content isn't going to get magically sorted into its deserved place in the hierarchy.
(My own favorite blog that nobody's ever heard of is Seth Finkelstein's InfoThought, which is usually logical and insightful and is only about 25% of the time about how "nobody ever reads this blog, so what's the point". His Guardian columns are also good and usually don't have that subtext, perhaps because it's considered impolite to use a newspaper's column-inches (column-centimeters?) to complain that you have no voice.)
So can this problem be avoided, or is inequality and arbitrariness just a permanent part of the marketplace for content and ideas? You could create an artificial world that would sort user-submitted content according to some other algorithm -- and even if it didn't give good writers the fame that they theoretically deserved in the larger world, it might still provide them with enough of an audience within the artificial universe, to make it worth their time to keep writing. One option would be to use Salganik's "independence" world model, where users would read content without being able to see the ratings that other people had given to it, or without even seeing recommendations from similarly-minded friends within the system. The trouble is that without any information about what other readers liked, without any starting point to sort good content from bad content, it may not be worth the reader's time to read through all the dreck to find the occasional buried treasure. I believe about as strongly as a person can believe, that the existing marketplace for content is far from meritocratic, for example that there are probably thousands of songs on iTunes that I've never heard of but would nonetheless love -- but even I don't spend time listening to the 30-second clips of random songs on iTunes, because it takes too long to find the stuff I would like.
But I submit there is a solution -- a variant of an argument that I've suggested for stopping cheating on Digg, or building Wikia search into a meritocratic search engine, or helping the best writers rise to the top on Google Knol. The solution is sorting based on ratings from a random sample of users. The remainder of this speculation will be very theoretical, and will at times seem like a Rube-Goldberg approach to what should be a simple problem. But at each juncture, the complications to the algorithm are motivated by an argument that anything simpler would not work. At many points along the way, it will be tempting to throw up one's hands and say, "Why go to all this trouble, the existing system works well enough." But this statement is hard to quantify with any actual evidence -- unless you're just using the circular definition above, that whatever rises to the top is automatically the "best".
For music listeners, the gist of the algorithm is: When an artist submits a new song in the alt-rock category for example, the song is distributed to a random sample of 20 users who have indicated an interest in that genre. If the average rating from those users is high enough, the song gets recommended to all of the site's users who are interested in alt-rock. If the average rating is not high enough, then the artist receives a notification, perhaps with a list of comments from the listeners suggesting what to improve. As long as the initial random sample of users is large enough that the average rating is indicative of what the rest of the site's alt-rock fans would think, the good content will get to be enjoyed by all of the site's alt-rock customers, while the bad content would fizzle after only wasting the time of 20 people. If it turns out that a random selection of 20 users are typically too lazy to rate the songs that are submitted to them, you could even make artists submit $10 to have their songs rated by the focus group, and pay each of the 20 raters $0.50 each for their trouble. Artists can't withhold payment as revenge for a bad rating, so the average ratings should still be proportional to the song's actual quality.
At this point, you might object that this system suffers from the same unfalsifiable, circular reasoning as the belief that the marketplace rewards the "best" content, if the best content is the content that wins in the marketplace. If I define the "best" content to be the content that gets the highest average score in a random focus group, then of course this algorithm sorts the best content to the top, because that's how "best" was defined! But this system does actually have a non-trivial property: If you implement the system in multiple separate "worlds" (similar to those that Salganik created), then provided your focus groups are large enough to provide representative random samples, the same content should rise to the top in each of the worlds, unlike the results in Salganik's experiment.
This actually wouldn't be the case if the initial focus groups were not big enough -- then random variations in a few voters' opinions could cause many songs to succeed in one world and fail in another. So it's a non-trivial property that is not automatically true, and would not be true if you made an error in designing the system, like making the focus groups too small. But the larger the size of the random sample, the smaller the variance in the expected value of the average of their ratings, and the greater agreement you would expect between the results from different worlds.
As Salganik pointed out to me, this system does under-reward songs that might require repeated listenings over time to gain an appreciation of their qualities. But even this, strictly speaking, can be modeled in exchange for cash -- I'll pay 20 users $2 each if they listen to my song once today, once in three days, and once again a week after that (the site could stream the song to them to provide at least some likelihood that the users weren't cheating). This assumes some things, such as that repeated exposure has the same growing-on-you effect even if the exposure is forced -- but in the real world, songs often grow on you from repeated listenings that are "forced" anyway, if they're played in the doctor's office or on the radio when you don't bother to change the channel. And this might be more complicated than necessary -- often when a song grows on you, it at least interests you enough the first time you hear it, that you'd give it a positive rating on the first listen, which is all that the site requires for the song's success.
However, if you try to adapt this trick to a meritocracy for written content, you run into different problems. With a song, if you poll a random sample of users, the odds are very small that anyone being polled will be a vested interest in the success of the song, like one of the band members or one of the song's producers (assuming the population of users is large enough, and the song's producers have not been able to create a huge number of "sockpuppet" accounts to manipulate the voting). So you can assume the ratings will be free of any prior bias. But with a political post, for example, if you write a pro-Bush or anti-Bush essay, it's quite likely that among a random sample of users, there will be people who are biased to vote up (or vote down) any post that has anything good to say about the President. The essays voted to the top may not be the best-written ones, but simply the ones that pander to the most popularly held opinions.
But if the "best" essays are not the ones that receive the highest percentage of positive votes, even when polling a random sample of independent users -- which I was advocating as the gold standard for measuring merit -- then how do you define what makes the "best" essays, anyway? There are many possible answers, but I suggest: A necessary condition for being among the "best" essays would be to convince the most people of something that they didn't believe before, without resorting to tricks such as blatantly fabricating statistics or attributing made-up quotes. This is not a sufficient condition for merit -- maybe the point of view that you're convincing people of, is still wrong -- but I submit that if you're not at least changing some people's minds, then there's no point. An essay that changes a lot of people's minds in a random focus group, is usually worth reading, if only to see why it has that effect.
Unfortunately, this doesn't suggest a better way to poll users about the merit of an essay, because if you ask users, "Were you a Bush supporter before reading this essay?" and "Were you a Bush supporter afterwards?", Bush supporters are eventually going to figure out that the way to give the essay a high score on the mind-changing scale, would be to (falsely) say that they were not a Bush supporter before reading the essay, but they were one afterwards. So you'd still end up rewarding the essays that reinforce pre-existing opinions instead of the ones that change people's minds.
From here the counter-measures and counter-counter-measures get increasingly complicated. For each category of essays that a user wants to rate, such as Bush opinion pieces, you could require new users to enter their current opinion: either pro-Bush or anti-Bush. Then if they were asked to rate a pro-Bush essay, they would only be able to vote that the essay "changed their minds" by switching their registered opinion from "anti-Bush" to "pro-Bush". But Bush supporters could sign up initially as anti-Bush, just in the hopes of being part of a random focus group so they could cast their mind-changing vote for a Bush essay by changing their registration to "pro-Bush"! However, each user would only be able to do that once -- or do you allow users, after they've switched from anti-Bush to pro-Bush, to "reload" by spontaneously switching back to anti-Bush for no reason at all, so they're all set to cast a mind-changing vote for the next pro-Bush essay? Or would they only be allowed to switch back to anti-Bush, by casting a mind-changing vote as part of a random focus group for an anti-Bush essay -- thus giving a boost to an anti-Bush screed, as part of the price they pay for the next vote they cast for a pro-Bush piece? Then users could still game the system, by switching to "anti-Bush" when casting a vote for a very poorly written anti-Bush essay that they don't think anybody else will vote for anyway, and then switching back to "pro-Bush" only for the good essays that have a shot, hoping that their votes will coalesce around the decently-written pro-Bush essays and push them to the front page...
Am I over-thinking this? I submit this is an area where there's been too much under-thinking. Haven't we all been tempted to believe that the marketplace of ideas -- not to mention bands, blog posts, and business ventures -- efficiently sorts content to the place in the hierarchy of rewards that it deserves, without having any real evidence for this, except the circular definition of "quality" as being proportional to success? And the more people believe this, the more that marginalized voices will effectively be censored, even when they have something brilliant to contribute. We should at least think about ways that we could do better. Or else, prove logically that it can't be done (a logical proof can only approximate the real world, but it could show that such a pure meritocracy would be very improbable, or wouldn't work well). However I think the ideas above make it seem unlikely that a meritocracy is logically impossible. Maybe they're a step in the right direction. Maybe someone else's ideas would be better. The important thing is that a meritocratic algorithm be judged by something other than a circular definition, which simply decrees by fiat that the winning content is the best. -

If you had a brilliant, absolutely airtight argument that we should do something -- indict President Bush (or Barack Obama), or send foreign investment to Chechnya, or let kids vote -- but you weren't an established writer or well-known blogger, how much of a chance do you think your argument would have against the glut of Web rants and other pieces of writing out there? Especially if your argument required people to read it and think about it for at least an hour? Perhaps your situation could be compared to that of a brilliantly talented band submitting a song for Matthew Salganik's experiment.
What Salganik and his co-authors did was recruit users through advertisements on Bolt.com (skewing toward a teen demographic) to sign up for a free music download site. Users would be able to listen to full-length songs and then decide whether or not to download the song for free. Some users were randomly divided into eight artificial "worlds" in which, while a user was listening to a song, they could see the number of times that the song had been downloaded by other users in the same world -- but only by other users within their own world, not counting the downloads by users in other worlds. The test was to see whether certain songs could become popular in some worlds while languishing in others, despite the fact that all groups consisted of randomly assigned populations that all had equal access to the same songs. The experiment also attempted to measure the "merit" of individual songs by assigning some users to an "independent" group, where they could listen to songs and choose whether to download them, but without seeing the number of times the song had been downloaded by anyone else; the merit of the song was defined as the number of times that users in the independent group decided to download the song after listening to it. Experimenters looked at whether the merit of the song had any effect on the popularity levels it achieved in the eight other "worlds".
The authors summed it up: "In general, the 'best' songs never do very badly, and the 'worst' songs never do extremely well, but almost any other result is possible." They also noted that in the "social influence" worlds where users could see each others' downloads, increasing download numbers had a snowball effect that widened the difference between the successful songs and the unsuccessful: "We found that all eight social influence worlds exhibit greater inequality -- meaning popular songs are more popular and unpopular songs are less popular -- than the world in which individuals make decisions independently." Figures 3(A) and 3(C) in the paper show that the relationship between a song's merit and its success in any given world -- while not completely random -- is tenuous. And if you're a talented musician and you want to get really depressed about your prospects of hitting the big time, Figures 3(B) and 3(D) show the relationship between a song's measured merit and its actual number of sales in the real world. (Although those graphs may cheer you up if you're a struggling musician who hasn't made it big yet -- maybe it's not you, it's just the roll of the dice.)
As the Richard Thaler and Cass Sunstein put it in their all-around fascinating book Nudge , where I first read about the Salganik study:In many domains people are tempted to think, after the fact, that an outcome was entirely predictable, and that the success of a musician, an actor, an author, or a politician was inevitable in light of his or her skills and characteristics. Beware of that temptation. Small interventions and even coincidences, at a key stage, can produce large variations in the outcome. Today's hot singer is probably indistinguishable from dozens and even hundreds of equally talented performers whose names you've never heard. We can go further. Most of today's governors are hard to distinguish from dozens or even hundreds of politicians whose candidacies badly fizzled.
Is the blogosphere, or the "marketplace of ideas" in general, any different? If a random sample of bloggers were rated based on some independent measure of merit -- for example, independent ratings from a random sampling of blog readers, who were looking at the bloggers' writing samples for the first time, analogous to users in Salganik's "independent" world -- and then correlate that with the bloggers' traffic or some other measure of success, it's not hard to imagine the results would be similar to those of the 8-worlds experiment: the best often rise to the top, the very worst rarely do, but success in the vast middle would be close to random. In fact, while music listeners would have no logical reason to like a song just because others did, users in the blogosphere and other public forums would have several rational reasons to cluster around writers who are already popular: (1) errors are more likely to have been spotted and pointed out by someone else; (2) as an extension of that, others are more likely to have provided comments and other value-added content; (3) if you are the first person to spot an error, it's more important on a popular blog to point out the error and stop the misinformation from spreading, than on a minor blog that nobody has ever heard of. So the "snowball effect" of popularity in the blogosphere would be even more pronounced.
Then why do so many people believe in what Thaler and Sunstein call the "inevitability" of success based on merit, in domains like music, politics, and writing? I think it's because the belief is what scientists call an unfalsifiable one -- if the "best" acts are assumed to be the ones that end up on the top of the pile, then the marketplace has always sorted the "best" content to the top, by definition. Since the definition is circular, the premise could never be disproved by any amount of counter-evidence -- even if an act that used to be popular, suddenly falls under the radar, that could be seen as "proof" that they lost whatever magic touch they used to have, not as evidence of the arbitrariness of the market! The only disproof would be an artificial experiment like Salganik's, showing that once you get beyond a certain threshold of quality, commercial success has little relationship to independently measured merit -- but such experiments, which in Salganik's case required the cooperation of over 14,000 users, don't come along very often. And as long as most people don't realize how arbitrary the existing marketplaces are, there isn't enough demand to justify building a system that could work better -- indeed, to even justify asking the question of whether a system could be designed that would work better.
And that, I think, is how "censorship by glut" really works. It's not just the sheer amount of written content that censors small voices -- if you happen to know about a particular writer that you consider a fount of wisdom, then the existence of a billion other Web pages won't stop you from reading that writer's content. And it's not as if there aren't plenty of people who realize that success can be highly arbitrary. The problem is that as long as most people assume that the existing marketplace of ideas does a good job of sorting the best content to the top, then they'll be more inclined to stay with the most popular news sites and blogs, and even the minority who know that it's largely a lottery, will have no effective way of finding the best content among everything else, so they'll end up sticking with the most popular sites as well. Worse, as a secondary effect, most people with something useful to contribute won't even bother, if they don't already have a large built-in audience. I know plenty of people who could write insightful essays about social and technological issues, essays that would give most readers a new perspective such that they would definitely say afterwards: "That was worth my time to read it." But it wouldn't be worth it to the writers, because they know that their content isn't going to get magically sorted into its deserved place in the hierarchy.
(My own favorite blog that nobody's ever heard of is Seth Finkelstein's InfoThought, which is usually logical and insightful and is only about 25% of the time about how "nobody ever reads this blog, so what's the point". His Guardian columns are also good and usually don't have that subtext, perhaps because it's considered impolite to use a newspaper's column-inches (column-centimeters?) to complain that you have no voice.)
So can this problem be avoided, or is inequality and arbitrariness just a permanent part of the marketplace for content and ideas? You could create an artificial world that would sort user-submitted content according to some other algorithm -- and even if it didn't give good writers the fame that they theoretically deserved in the larger world, it might still provide them with enough of an audience within the artificial universe, to make it worth their time to keep writing. One option would be to use Salganik's "independence" world model, where users would read content without being able to see the ratings that other people had given to it, or without even seeing recommendations from similarly-minded friends within the system. The trouble is that without any information about what other readers liked, without any starting point to sort good content from bad content, it may not be worth the reader's time to read through all the dreck to find the occasional buried treasure. I believe about as strongly as a person can believe, that the existing marketplace for content is far from meritocratic, for example that there are probably thousands of songs on iTunes that I've never heard of but would nonetheless love -- but even I don't spend time listening to the 30-second clips of random songs on iTunes, because it takes too long to find the stuff I would like.
But I submit there is a solution -- a variant of an argument that I've suggested for stopping cheating on Digg, or building Wikia search into a meritocratic search engine, or helping the best writers rise to the top on Google Knol. The solution is sorting based on ratings from a random sample of users. The remainder of this speculation will be very theoretical, and will at times seem like a Rube-Goldberg approach to what should be a simple problem. But at each juncture, the complications to the algorithm are motivated by an argument that anything simpler would not work. At many points along the way, it will be tempting to throw up one's hands and say, "Why go to all this trouble, the existing system works well enough." But this statement is hard to quantify with any actual evidence -- unless you're just using the circular definition above, that whatever rises to the top is automatically the "best".
For music listeners, the gist of the algorithm is: When an artist submits a new song in the alt-rock category for example, the song is distributed to a random sample of 20 users who have indicated an interest in that genre. If the average rating from those users is high enough, the song gets recommended to all of the site's users who are interested in alt-rock. If the average rating is not high enough, then the artist receives a notification, perhaps with a list of comments from the listeners suggesting what to improve. As long as the initial random sample of users is large enough that the average rating is indicative of what the rest of the site's alt-rock fans would think, the good content will get to be enjoyed by all of the site's alt-rock customers, while the bad content would fizzle after only wasting the time of 20 people. If it turns out that a random selection of 20 users are typically too lazy to rate the songs that are submitted to them, you could even make artists submit $10 to have their songs rated by the focus group, and pay each of the 20 raters $0.50 each for their trouble. Artists can't withhold payment as revenge for a bad rating, so the average ratings should still be proportional to the song's actual quality.
At this point, you might object that this system suffers from the same unfalsifiable, circular reasoning as the belief that the marketplace rewards the "best" content, if the best content is the content that wins in the marketplace. If I define the "best" content to be the content that gets the highest average score in a random focus group, then of course this algorithm sorts the best content to the top, because that's how "best" was defined! But this system does actually have a non-trivial property: If you implement the system in multiple separate "worlds" (similar to those that Salganik created), then provided your focus groups are large enough to provide representative random samples, the same content should rise to the top in each of the worlds, unlike the results in Salganik's experiment.
This actually wouldn't be the case if the initial focus groups were not big enough -- then random variations in a few voters' opinions could cause many songs to succeed in one world and fail in another. So it's a non-trivial property that is not automatically true, and would not be true if you made an error in designing the system, like making the focus groups too small. But the larger the size of the random sample, the smaller the variance in the expected value of the average of their ratings, and the greater agreement you would expect between the results from different worlds.
As Salganik pointed out to me, this system does under-reward songs that might require repeated listenings over time to gain an appreciation of their qualities. But even this, strictly speaking, can be modeled in exchange for cash -- I'll pay 20 users $2 each if they listen to my song once today, once in three days, and once again a week after that (the site could stream the song to them to provide at least some likelihood that the users weren't cheating). This assumes some things, such as that repeated exposure has the same growing-on-you effect even if the exposure is forced -- but in the real world, songs often grow on you from repeated listenings that are "forced" anyway, if they're played in the doctor's office or on the radio when you don't bother to change the channel. And this might be more complicated than necessary -- often when a song grows on you, it at least interests you enough the first time you hear it, that you'd give it a positive rating on the first listen, which is all that the site requires for the song's success.
However, if you try to adapt this trick to a meritocracy for written content, you run into different problems. With a song, if you poll a random sample of users, the odds are very small that anyone being polled will be a vested interest in the success of the song, like one of the band members or one of the song's producers (assuming the population of users is large enough, and the song's producers have not been able to create a huge number of "sockpuppet" accounts to manipulate the voting). So you can assume the ratings will be free of any prior bias. But with a political post, for example, if you write a pro-Bush or anti-Bush essay, it's quite likely that among a random sample of users, there will be people who are biased to vote up (or vote down) any post that has anything good to say about the President. The essays voted to the top may not be the best-written ones, but simply the ones that pander to the most popularly held opinions.
But if the "best" essays are not the ones that receive the highest percentage of positive votes, even when polling a random sample of independent users -- which I was advocating as the gold standard for measuring merit -- then how do you define what makes the "best" essays, anyway? There are many possible answers, but I suggest: A necessary condition for being among the "best" essays would be to convince the most people of something that they didn't believe before, without resorting to tricks such as blatantly fabricating statistics or attributing made-up quotes. This is not a sufficient condition for merit -- maybe the point of view that you're convincing people of, is still wrong -- but I submit that if you're not at least changing some people's minds, then there's no point. An essay that changes a lot of people's minds in a random focus group, is usually worth reading, if only to see why it has that effect.
Unfortunately, this doesn't suggest a better way to poll users about the merit of an essay, because if you ask users, "Were you a Bush supporter before reading this essay?" and "Were you a Bush supporter afterwards?", Bush supporters are eventually going to figure out that the way to give the essay a high score on the mind-changing scale, would be to (falsely) say that they were not a Bush supporter before reading the essay, but they were one afterwards. So you'd still end up rewarding the essays that reinforce pre-existing opinions instead of the ones that change people's minds.
From here the counter-measures and counter-counter-measures get increasingly complicated. For each category of essays that a user wants to rate, such as Bush opinion pieces, you could require new users to enter their current opinion: either pro-Bush or anti-Bush. Then if they were asked to rate a pro-Bush essay, they would only be able to vote that the essay "changed their minds" by switching their registered opinion from "anti-Bush" to "pro-Bush". But Bush supporters could sign up initially as anti-Bush, just in the hopes of being part of a random focus group so they could cast their mind-changing vote for a Bush essay by changing their registration to "pro-Bush"! However, each user would only be able to do that once -- or do you allow users, after they've switched from anti-Bush to pro-Bush, to "reload" by spontaneously switching back to anti-Bush for no reason at all, so they're all set to cast a mind-changing vote for the next pro-Bush essay? Or would they only be allowed to switch back to anti-Bush, by casting a mind-changing vote as part of a random focus group for an anti-Bush essay -- thus giving a boost to an anti-Bush screed, as part of the price they pay for the next vote they cast for a pro-Bush piece? Then users could still game the system, by switching to "anti-Bush" when casting a vote for a very poorly written anti-Bush essay that they don't think anybody else will vote for anyway, and then switching back to "pro-Bush" only for the good essays that have a shot, hoping that their votes will coalesce around the decently-written pro-Bush essays and push them to the front page...
Am I over-thinking this? I submit this is an area where there's been too much under-thinking. Haven't we all been tempted to believe that the marketplace of ideas -- not to mention bands, blog posts, and business ventures -- efficiently sorts content to the place in the hierarchy of rewards that it deserves, without having any real evidence for this, except the circular definition of "quality" as being proportional to success? And the more people believe this, the more that marginalized voices will effectively be censored, even when they have something brilliant to contribute. We should at least think about ways that we could do better. Or else, prove logically that it can't be done (a logical proof can only approximate the real world, but it could show that such a pure meritocracy would be very improbable, or wouldn't work well). However I think the ideas above make it seem unlikely that a meritocracy is logically impossible. Maybe they're a step in the right direction. Maybe someone else's ideas would be better. The important thing is that a meritocratic algorithm be judged by something other than a circular definition, which simply decrees by fiat that the winning content is the best. -

I was awaiting it with some anticipation because I absolutely loved Stephenson's best-known novels: Snow Crash, The Diamond Age, and Cryptonomicon. One of Stephenson's non-fiction pieces, called In the beginning was the command line, simply wowed me when I read it. The man can write. A few years ago, I got really excited when I heard that he was writing a whole cycle of novels (the Baroque cycle). But I read the first book of the cycle — Quicksilver — and I was somewhat disappointed, so I skipped the rest of the cycle. I realize that many people enjoyed these novels, but I was hoping that Stephenson would get back his old style and inspiration. So, when Anathem was announced, I was full of anticipation — was this going to be the one? Would he find his mark again?" Anathem is set on a fictional planet called Arbre, which is very similar to Earth, in a fairly distant future. Much has happened, as we discover during the course of the story. World wars, revolutions, climate change, etc... During all these tribulations, religious orders have provided a certain amount of continuity, and have pursued theoretical scientific research. They still live like monks and nuns, even though there are occasional glimpses of highly advanced technology (materials, genetics, etc...).
In a monastery, ruled by an ancient Discipline, our hero is a young monk who is inquisitive, smart but not brilliant, and brave but not foolhardy. We see most of the action through his eyes.
Not much happens in the first 100 pages or so, which can be a bit trying, but soon we learn that mysterious events are in progress, and the narrative picks up the pace after that. I can't say much more without spoilers.
As usual with Stephenson, there are many neat ideas, and a few mind-twisters. The writing is usually clear, the action can be stimulating, the characters can be engaging. And yet...
It's not that Anathem isn't interesting. It's just that it feels ... self-indulgent. It's a 935-page novel that should be 600 pages or less. Perhaps Stephenson's fame and success make it difficult for editors to stand up to him. That would be his loss (and ours). A good editing job would have turned a good novel into one that is worthy of him.
Why do I say that?
First, the story is replete with made-up words that add very little to the story, the atmosphere, the narration, or anything at all. They just stand in the way. I'm not opposed to a judicious use of this device, but here it feels gratuitous and pointless and, yes, at times irritating.
I know it's not supposed to be Earth, but at least half of this gobbledygook could have been skipped without any detrimental effect. I'm afraid I have to invoke Munroe's Law, which states: "The probability of a book being good is inversely proportional to the number of made-up words it contains". In fact, XKCD had a strip about this specifically aimed at Anathem.
There is a lot of dialog and action that adds little or nothing to the narrative. One feels, at times, like Stephenson is filling time. This is where a good editor should step in and tighten things up. One senses that the entire book was published as delivered by the author, with no critical paring, no condensing. I'm sure I'm wrong about that, but the feeling is there nonetheless.
We meet a very large cast of characters, many of whom seem unnecessary. Names appear and disappear, and the reader is left to ponder why they were introduced at all. Is there some ulterior motive? Will they have some sort of meaning later in the book? But alas, most don't, and we feel like we have invested time and emotion in vain.
There are also a lot of uncompleted story lines and plot holes. Perhaps the novel is simply too ambitious, and tries to broach too many topics. Time and time again, Stephenson introduces an interesting concept, or an intriguing subplot, only to drop it without any follow-up. This is most unsatisfying.
This is a surprise, because I am under the impression that Stephenson's audience is in large part made of people like me — somewhat geeky, interested in science, and therefore prone to paying close attention to details of the story. In this respect, this book simply fails. The reader is left with so many open questions, so many unfinished lines of inquiry, that the whole thing feels unfinished, even rushed. The ending is bland and appallingly predictable, worthy of a Bruce Willis action movie--harsh words, I know, but I am not using them lightly.
I was expecting more intellectual stimulation, a significantly faster pace, and more storytelling rigor from Stephenson, and I have to admit to being disappointed. The book is certainly not without redeeming qualities, I was just expecting quite a bit more.
I would not recommend this book as an introduction to Stephenson. If you're a real fan, you'll probably read it no matter what, but otherwise you can safely skip it. If you've never read anything by Stephenson, then you owe it to yourself to read the three novels I mentioned at the beginning of this article. They are truly excellent. Anathem, sadly, is not cut of the same cloth.

The Importance of Procedural Content Generation In Games
Gamasutra reports on a talk by Far Cry 2 developer Dominic Guay in which he discussed why procedural content generation is becoming more and more important as games get bigger and more complex. He also talks about some of the related difficulties, such as the amount of work required for the tools and the times when it's hard to retain control of the art direction. The AP is reporting that 'Stevens was declared the loser in Alaska on Tuesday night after a two-week-long process of counting nearly 90,000 absentee and early votes from across Alaska. With this victory, Democrat Mark Begich (the mayor of Anchorage) has defeated one of the giants in the US Senate by a 3,724-vote margin, a stunning end to a 40-year Senate career marred by Stevens' conviction on corruption charges a week before the election.' It's probably too early to tell what this means for Internet regulation, but at least there's a > 0 chance that the next committee chair will understand something about the Net." -

It is possible to work backwards from the relationships of neighboring pixel values in a shot to identify the model-specific demosaicing algorithm that combines red, green, and blue pixels on the sensor into color image pixels. Forensics teams are already licking their chops." -
Science's Alternative To an Intelligent Creator
Hugh Pickens writes "Discover magazine has an interesting article on the multiverse theory — a synthesis of string theory and the anthropic principle that explains why our universe seems perfectly tailored for life without invoking an intelligent creator. Our universe may be but one of perhaps infinitely many universes in an inconceivably vast multiverse. While most of those universes are barren, some, like ours, have conditions suitable for life. The idea that the universe was made just for us — known as the anthropic principle — debuted in 1973 when Brandon Carter proposed that a purely random assortment of laws would have left the universe dead and dark, and that life limits the values that physical constants can have. The anthropic principle languished on the fringes of science for years, but in 2000, new theoretical work threatened to unravel string theory when researchers calculated that the basic equations of string theory have an astronomical number of different possible solutions, perhaps as many as 101,000, with each solution representing a unique way to describe the universe. The latest iteration of string theory provides a natural explanation for the anthropic principle. If there are vast numbers of other universes, all with different properties, at least one of them ought to have the right combination of conditions to bring forth stars, planets, and living things."
