Linux Foundation Quietly Drops Community Representation (dreamwidth.org)
The Linux Foundation, though it's straightforwardly not a grassroots organization along the lines of the FSF or EFF, has long had a degree of non-corporate involvement by way of community-elected members on its board. Now, writes new submitter Ensign Nemo, that's no longer true. An excerpt from Matthew Garrett's blog on the change: The by-laws were amended to drop the clause that permitted individual members to elect any directors. Section 3.3(a) now says that no affiliate members may be involved in the election of directors, and section 5.3(d) still permits at-large directors but does not require them[2]. The old version of the bylaws are here - the only non-whitespace differences are in sections 3.3(a) and 5.3(d).
These changes all happened shortly after Karen Sandler announced that she planned to stand for the Linux Foundation board during a presentation last September. A short time later, the "Individual membership" program was quietly renamed to the "Individual supporter" program and the promised benefit of being allowed to stand for and participate in board elections was dropped (compare the old page to the new one). -
Facebook's Android App Gains Privacy-Enhancing Tor Support (facebook.com)
Mark Wilson writes: Back towards the end of 2014, Facebook unveiled a new .onion address that allowed Tor users to visit the social network securely. Following on from this, the company is now giving Android users the ability to browse the site using Tor and the Facebook app. Security, privacy and anonymity may be words readily associated with Tor, but few people would use them in the same sentence as Facebook. The social network says that there is increased demand for secure connections to Facebook from Tor-enabled browsers, hence spreading to the largest mobile platform. The news will make some mobile users happy, but there are currently no plans to migrate the feature from Android to iOS.

By shining a giant mirror onto the earth from space, they figured they could bring sunlight to the depths of night, extending the workday, cutting back on lighting costs and allowing laborers to toil longer. If this sounds a bit like the plot of a Bond film, well, it's that too. The difference is that for a second there, the scientists, led by Vladimir Sergeevich Syromyatnikov, one of the most important astronautical engineers in history, actually pulled it off.

Biofuels Will Power Navy's Next Deployment (sandiegouniontribune.com)
mdsolar writes with news about the launch of the "Great Green Fleet," part of a Navy plan to use 50% alternative fuels by 2020. The San Diego Union-Tribune reports: "This Wednesday, there surely will be tears, hugs and excitement as sailors begin another deployment to the world's hotspots. On the surface, it will be a replay of a common occurrence in any Navy town when sailors go to sea, but in the ships' gas tanks will be fuel made from renewable resources that has officials back at the Pentagon exuberant. 'Underway on beef-fat power' might not have the same ring as 'Underway on nuclear power,' the historic message the Nautilus submarine beamed when it left the pier 61 years ago today. Nonetheless, the Navy is trumpeting the use of renewable biofuels as a game-changer. In 2009, Navy Secretary Ray Mabus announced that the Navy and Marine Corps would get half of their power from non-fossil fuel sources by 2020, and that the Navy would deploy an entire carrier strike group using biofuels by 2016."

Whatsapp Will Become Free, Companies Can Pay To Reach Users (nytimes.com)
speedplane writes: The popular messaging service Whatsapp will soon become free (they previously charged $0.99 per year after the first). The troubling news is that to compensate for the lost revenue, companies will now be able to pay to contact users directly. "[Whatsapp founder] Mr. Koum said that his team was still experimenting with how such services could work, and that many companies were already using the messaging service, particularly in developing countries, to connect with mobile-savvy customers." If this smells like advertising, Whatsapp vehemently disagrees. A portion of their statement reads: "...people might wonder how we plan to keep WhatsApp running without subscription fees and if today's announcement means we're introducing third-party ads. The answer is no."

Growing Flowers In Space (nasa.gov)
An anonymous reader writes: This weekend, NASA astronaut Scott Kelly posted a picture of the first flower to bloom in space. The International Space Station has been home to the Veggie plant growth facility for almost two years, and scientists have been working hard to figure out how to keep crops alive in microgravity. It's a challenge to keep plants properly heated and hydrated, and their current specimens been attacked by mold as well. "More crops for Veggie are heading to the orbiting laboratory aboard SpaceX-8. The Veg-03 run will include two sets of Chinese cabbage, and one set of red romaine lettuce. In 2018, there are plans to launch dwarf tomato seeds to the space station. Smith said the lessons learned from growing zinnia flowers will be critical in the process of growing tomatoes, a fellow flowering plant. Studies are also in progress to see how adjusting the lighting in the Veggie plant growth facility can affect plan mineral composition. There will be preflight testing to determine what 'light recipe' to use aboard the station."

China Targets 2018 For Landing Probe On Far Side of Moon (reuters.com)
An anonymous reader writes: Despite all the time we've spent studying the moon, nobody has ever deployed a probe to its far side. Now, China has announced that it plans to land a probe there in 2018. The craft they plan to send is similar to the Chang'e-3 probe with its Jade Rabbit rover. They plan to study the geologic conditions on the far side of the moon. "China insists that its space program is for peaceful purposes. However, the U.S. Defense Department has highlighted China's increasing space capabilities, saying it was pursuing activities aimed at preventing its adversaries from using space-based assets during a crisis. In March, the Chinese government said it would open up its lunar exploration program to companies rather than simply relying on the state-owned sector as before, hoping to boost technological breakthroughs."

Microsoft: Only the Latest Version of Windows Will Support New CPU Generations (windows.com)
Joe_Dragon sends news from Microsoft about how the company will support Windows now and in the future. The company says PCs built with Intel's Skylake chip, and other new architectures in the future, will require the latest version of Windows for support. This doesn't take effect right away; Windows 7 and 8.1 will be supported on older chips until their planned end-of-life dates, in 2020 and 2023 respectively. They'll also be supported on a list of current Skylake devices for the next 18 months. After that, only the latest version of Windows will support integration between the operating system and new CPU features. "For example, Windows 10 will be the only supported Windows platform on Intel's upcoming 'Kaby Lake' silicon, Qualcomm's upcoming '8996' silicon, and AMD's upcoming 'Bristol Ridge' silicon." Microsoft also mentioned that for new supported systems, the company will "ensure all drivers will be on Windows Update with published BIOS/UEFI upgrading tools." The submitter adds, "Putting BIOS/UEFI updates in to the Windows 10 auto- / forced-update system may open Microsoft to paying $600-$1,000+ to replace broken laptops. If Windows tries to update BIOS/UEFI at a bad/risky time (like during power instability in a big storm), it could lead to an update loop or worse."

Inside Google's Self-Driving Car Test Center (medium.com)
An anonymous reader writes: Steven Levy reports on his trip to the facility where Google tests is autonomous vehicles (here's a map). The company apparently has a four-week program to certify people to not-drive these cars, and they gave Levy an abbreviated version of it. "The most valuable tool the test team has for making sure things are running smoothly is the laptop on the co-driver's lap. Using an interface called x_view, the laptop shows the world as the car sees it, a wireframe representation of the area that depicts all the objects around the car: pedestrians, trees, road signs, other cars, motorcycles—basically everything picked up by the car's radar and laser sensors.
X_view also shows how the car is planning to deal with conditions, mainly through a series of grid-like "fences" that depict when the car intends to stop, cautiously yield, or proceed past a hazard. It also displays the car's path. If the co-driver sees a discrepancy between x_view and the real world, that's reason to disengage. ... At the end of the shift, the entire log is sent off to an independent triage team, which runs simulations to see what would have happened had the car continued autonomously. In fact, even though Google's cars have autonomously driven more than 1.3 million miles—routinely logging 10,000 to 15,000 more every week—they have been tested many times more in software, where it's possible to model 3 million miles of driving in a single day." -

Over time, it can also render code a spaghetti-like mess. But how to deal with it? In a new column on Dice, developer David Bolton offers some suggestions, ranging from refactoring to using compiler inference to increase readability and shorten declarations. While those techniques are straightforward, it's clear that a lot of developers let their code get out of control, and trying to plan beforehand doesn't necessarily prevent the work from getting overcomplicated. Microsoft Open Sources Edge JavaScript Code, Plans Linux Port (windows.com)
colinneagle writes: One month after promising to release the JavaScript engine of its Edge browser, Microsoft has proven good for its word and then some. Not only is it releasing the code, it's planning a Linux port. The company uploaded the code to GitHub and announced its plans via a blog post by Gaurav Seth, principal PM manager for Chakra, which is what they're calling the JavaScript engine. "Today, we are excited to share with you that we've just made the sources for ChakraCore available under the MIT License at the ChakraCore GitHub repository," he wrote. "Going forward, we'll be developing the key components of Chakra in the open." With the release, you can build ChakraCore on Windows 7 SP1 or above with Visual Studio 2013 or 2015 with C++ support installed, Seth said. Of course, Edge is more than just the Chakra engine, but this could result in a back port to Windows 7. He also said Microsoft is committed to bringing it to other platforms, starting with Linux, and invited developers to "help us in the pursuit either by letting us know which other platforms they'd like to see ChakraCore supported on, or even by helping port it to the platform of their choice."

NASA Safety Panel Finds Concerns With the Journey To Mars (examiner.com)
MarkWhittington writes: NASA's Aerospace Safety Advisory Panel issued its annual report on various space agency programs. The panel found a number of areas of concern surrounding the Journey to Mars program, virtually all of them stemming from inadequate funding. It suggested that NASA's plan to launch the first crewed mission on the Orion, which would use the heavy lift Space Launch System to go around the moon, in 2021 was unrealistic given current, anticipated funding. The panel also suggested that lack of a clear plan for the Mars program is compromising its viability. It also suggested that the decision not to return to the moon should be revisited in view of the desire of international partners to do so and the need of low gravity surface experience in advance of going to Mars

US Modernizes Nuclear Arsenal With Smaller, Precision-Guided Atomic Weapons (nytimes.com)
HughPickens.com writes: The NY Times reports that the Pentagon has been developing the B61 Model 12, the nation's first precision-guided atom bomb. Adapted from an older weapon, the Model 12 was designed with problems like North Korea in mind: Its computer brain and four maneuverable fins let it zero in on deeply buried targets like testing tunnels and weapon sites and its yield can be dialed up or down depending on the target, to minimize collateral damage. The B61 Model 12 flight-tested last year in Nevada and is the first of five new warhead types planned as part of an atomic revitalization estimated to cost up to $1 trillion over three decades. As a family, the weapons and their delivery systems move toward the small, the stealthy and the precise.
And some say that's the problem. The Federation of American Scientists argues that the high accuracy and low destructive settings means military commanders might press to use the bomb in an attack, knowing the radioactive fallout and collateral damage would be limited. Increasing the accuracy also broadens the type of targets that the B61 can be used to attack. Some say that a new nuclear tipped cruise missile under development might sway a future president to contemplate "limited nuclear war." Worse yet, because the missile comes in nuclear and non-nuclear varieties, a foe under attack might assume the worst and overreact, initiating nuclear war. In a recent interview, General James Cartwright, a retired four-star general who last served as the eighth Vice Chairman of the Joint Chiefs of Staff says the overall modernization plan might change how military commanders looked at the risks of using nuclear weapons. "What if I bring real precision to these weapons?" says Cartwright. "Does it make them more usable? It could be." -
Microsoft Ends Support For Internet Explorer 8-10 and Windows 8 (venturebeat.com)
An anonymous reader writes: Microsoft today ended support for old versions of Internet Explorer, including IE8, IE9, and IE10, as well as Windows 8. For the browsers, the company has also released a final patch (KB3123303) that includes the latest cumulative security updates and an "End of Life" upgrade notification. In short, the final patch will nag Windows 7 and Windows Server 2008 R2 users to upgrade to Internet Explorer: A new tab will automatically open the download IE page. It doesn’t appear Microsoft has plans to push similar notifications for Vista, Windows Server 2008, or Windows Server 2008 R2 users, but this isn’t too surprising: They can’t upgrade to IE11 or Edge without upgrading their operating system. While support for Windows 8 has ended, Windows 8.1 will have Mainstream Support until January 9, 2018 and Extended Support until January 10, 2023.

Uber To Integrate With TransLoc Public Transit Planning App (thestack.com)
An anonymous reader writes: Transit tech firm TransLoc has agreed to partner with global ride-sharing giant Uber, to help public transport users plan their routes and schedule rides to reach their final destination. The set up will help users plan trips via different modes of transport and offer an end-to-end route planning service, according to the companies. The partnership will see the integration of Uber's ride-sharing API and the TransLoc 'Rider' app, which provides real-time public transit tracking, arrival predictions and proximity alerts. Users will be able to simply input their destination in the Rider app and receive a tailored journey, incorporating the 'optimal combination' of walking, public transit options and Uber.

AT&T Brings Back Unlimited Mobile Data To Lure TV Subscribers (bloomberg.com)
An anonymous reader writes: Five years after AT&T discontinued its unlimited mobile data plan, the company is bringing it back with a catch: users must be subscribed to DirecTV or U-verse TV as well. The service will start at $100/month for a single subscriber. Two additional users can be added for $40/month each, and the fourth is free. There's also one more caveat: "Customers that exceed 22 gigabytes of data use in one month will have their speed throttled during peak network traffic periods." AT&T looks to do battle with T-Mobile, who has a similar four-person plan. This is one of the first major consequences of AT&T's acquisition of DirecTV last year for $48.5 billion. The company says it will soon roll out other plans to combine the services.

Coast-To-Coast Autonomous Tesla Trips 2-3 Years Out, Says Elon Musk (google.com)
Jalopnik reports that Elon Musk's predicted window for being able (for Tesla owners, that is) to call up your autonomous car and have it find its own way from New York to California, or vice versa, is astonishingly close: 24-36 months from now. From the article: As far as the summoning feature is concerned, Tesla plans for the 33-foot range to greatly expand—soon. Within two years, Musk predicted that owners will be able to summon their car from across the country. “If you’re in New York and your car is in Los Angeles, you can summon your car to you from your phone and tell the car to find you,” Musk said. “It’ll automatically charge itself along the journey. I might be slightly optimistic about that, but not significantly optimistic.” In getting from one place to another, Musk said autopilot “is better than human in highway driving, or at least it will be soon with machine learning.” If it’s not already better than human, Musk said it will be within the coming months. But right now, Musk said the car still needs a human around, just in case. “The car currently has sensors to achieve that cross-country goal,” Musk said. “But you’d need more hardware and software, you’d need more cameras, more radars, redundant electronics, redundant power buses and that sort of thing.

While SpaceX has announced plans to turn their successfully-landed rocket, reportedly flight-ready, into a a museum piece, the stage they recover next may be SpaceX's first chance to prove the mudslinging of their competitors wrong and show that Russia's worries are well founded. That is, if they can successfully pull it off.

Lenovo To Build Google's First Project Tango Phone (pcworld.com)
Press2ToContinue writes: Google and Lenovo announced plans Thursday night in Las Vegas for the first Project Tango phone to be released this summer for less than $500. Project Tango is Google's vision to bring augmented reality to phones by enabling devices to be able to sense where they are and what is around them. During the announcement, Google's Johnny Lee demonstrated measuring a room using a prototype Project Tango tablet and then shopping at Lowes for furniture that would fit it. Google also announced an app incubator for Project Tango, which they hope will encourage developers to start building apps that make use of the AR technology.

Facebook, Google, Microsoft, Twitter and Yahoo Balk At UK's Investigatory Powers (betanews.com)
Mark Wilson writes: The Investigatory Powers Bill may only be in draft form at the moment, but the UK government has already received criticism for its plans. Today, scores of pieces of written evidence, both for and against the proposals, have been published, including input from the Reform Government Surveillance (RGS) coalition. Five key members of the coalition are Facebook, Google, Microsoft, Twitter and Yahoo. In their written evidence, the quintet of tech companies express their concerns about the draft bill, seek clarification from the UK government, and issue warnings about the implications of such a bill. The evidence (document IPB0116) says that any surveillance undertaken by the government need to be 'targeted, lawful, proportionate, necessary, jurisdictionally bounded, and transparent'. The coalition notes that many other countries are watching to see what the UK does.
