White House To Appoint "Internet Czar"

An anonymous reader writes "The Washington Post reports that President Obama is set to appoint a 'Cybersecurity czar with a broad mandate': 'The adviser will have the most comprehensive mandate granted to such an official to date and will probably be a member of the National Security Council but will report to the national security adviser as well as the senior White House economic adviser, said the sources, who spoke on the condition of anonymity because the deliberations are not final. The announcement will coincide with the long-anticipated release of a 40-page report that evaluates the government's cybersecurity initiatives and policies. The report is intended to outline a "strategic vision" and the range of issues the new adviser must handle, but it will not delve into details, administration officials told reporters last month.' Cynics are expecting the appointee to be a lawyer for the RIAA."

He will spend all of his time on security issues because everyone knows the biggest threat to America are the pirates of multimedia with their Limewire and BitTorrent. All of the people attempting to hack into the DoD, Bank of America and so forth come in a distant second so he will just ignore them.

      I have more faith in the czar. He/she won't stop at headlines. There will be a few studies commissioned and a hearing or two also. They may even get some guidelines passed that everyone who knows anything about the subject will agree are impossible to enforce and/or contain loopholes large enough to drive a Mack truck through.

      hah Czar means in old russian language the Caesar. Becouse the slavs were thinking that they are the 3-rd Rome (after the fall of Constantinople). So the rulers adopted the title of Caesar, but becouse the russian language is a bit different in pronouncing foreign names, the Caesar mutated to Tzar (Czar).
      So the white house is going to appoint a person who is going to build a kingdom out of the republic and will be killed by his "friends" in the end?

      So is the cost of providing such assistance to big corporations, media, unions, and industry included in that 90% or not? I really don't think you are giving enough credit to how expensive it is to keep stealing money from people and convince them it is for their own good. Also, I think politicians do all that ass kissing to help their own careers. And don't forget all the bribes these industries need to pay out to stay on top, and the further bribes by the small guy just to stay afloat... I am sure it all balances out in the end.

      Government is just company like any other that wants your business. They are the civic monopoly.

      You're all making it too complicated. In a nutshell, the "internet czar" will devote his attention to whatever pulls the most dollars through the business of government. His objective is simply revenue -- not unlike the rest of government.

      There's a reason why the cost of the US government has increased exponentially over the past 200 years. At the end of the day, government is a business, and their primary objective is money.

      Czars have a mandate and little authority, they're not supposed to actually accomplish anything. They get appointed for two reasons:

      1. To give the appearance of activity without actually doing anything. ("Of course we care about issue X! We appointed a czar to oversee it.")

      2. To reward allies and contributors with plum patronage positions but few actual responsibilities to worry about.

      The "best" part is everybody cynically expects them to fail, so there's no complaint or comment when the appointee accomplishes nothing. It's really quite brilliant... Bush's mistake was making patronage appointments to positions which actually hold responsibilities, like managing FEMA.

      Oh, most definitely, it is necessary to have a czar!! It gives politicians a warm fuzzy feeling to think that they are in control!! What would this world be without warm fuzzies? What would they have to brag about, without some nearly all-powerful talking head making up goals, benchmarks, and charts? Oh PLEASE, allow us a few more czars!! I think that the next czar should be "Schoolchildren's playground equipment czar". This world is a nasty place for toddlers, and small children.       The advantage of a Czar is that it's much more fun to overthrow them than a king. Just ask Lenin.

      I think in this case the parallels with the excess and oppression of imperial Czars, and the ruling of the Internet, will be quite apt.

      Of course it's just as likely that this new Czar will be just as effective as other previous government Czars. The Drugs Czar for example. Since being appointed in 1982 we can congratulate the holders of that office as having done a great job. There is now no drug problem whatsoever, as everyone knows.

      Technically Nicholas II of Russia was not a tsar, he was an Emperor. His title had some "tsar" parts, but they were secondary to his main title of emperor.

      Not really - your mistaken assumption is that only Russia had tsars (I prefer this spelling as it reflects the actual pronounciation of the word). In practice, a few other Slavic countries have also used it, most notably Bulgaria - its last tsar was Simeon II, ruling until 1946 (when Commies took over). And he wasn't executed.

      Technically, "tsar" and "imperator" are supposed to be equivalents, since "tsar" derives from "Caesar" (and it's the same for e.g. German "Kaiser"). Hence why Ivan the Terrible first adopted the title of "tsar" back in his rule - it was a direct claim to be above other European monarchs, who were merely "kings". Peter I adopted the "imperator" title mainly because Ivan's point was lost in translation, so he decided to be more blunt (and it was consistent with his general Westernization policy).

    Economic concerns like what? The fact that internet commerce explodes on Cyber Monday as consumers and businesses enjoy a wealth of increased buying/spending? Or would you so happen to be referring to economic concerns like the MPAA/RIAA are short one ivory back scratcher? Perhaps the concerns that all that internet commerce is happening with most of it untaxed? Maybe concerns that used books, DVDs and games are being sold increasingly with a down-turned economy?

    I am certain the economic concerns you speak of are only economic concerns of lobbyists when you should maybe be paying attention to what consumers are interested in?

    You want to help the consumer, you should mandate that proprietary DRM violates anti-trust laws as it locks consumers into the software and hardware associated with their music service. Or maybe you should look into allowing people to use whatever level of encryption they want to secure their financial transactions? Nah, nobody's paying you for that.

    Throw on top of that the fact that Biden's good friends with the MPAA and RIAA (and I'm sure Obama's not far behind) there may be cause for concern.

      DRM is a result of our stupidity. Stop downloading and start organizing. but I guess we are the lazy get everything for free generation so I bet we will just pay piratebay for a VPN connection instead of supporting music.       Need to be told what to do? We have been telling them for years what they should do, but the only language they know is brute force and manipulation. It took Wal-Mart to lower CD prices, not consumer advocacy. It took Apple's strong arming to get decent rates for downloadable music, not kids in t-shirts at a rally. The *AAs exist because they are an industry cartel. To them you are idiot cattle consuming product and they only know how to talk to people who speak their own language on other words professionals, people they respect by way of fear.

      Yes, I'm physically depriving someone of physical property when I download a song from the thepiratebay. I think the term you mean to say is copyright infringement.

      I share a great deal of your cynicism. I've seen the US Government make a fine mess of it's information security initiatives. And I've witnesses beurocrats twist such initiatives and policy around until they do something entirely different than what they should be. So I completely agree that the danger of this sort of thing is very real. However, having said that, let's not get too carried away. The full paragraph from the article reads:

      What we have is the standard inverse relationship between security and functionality; increase one, affect the other. In this case, we're concerned with security policy vs. the cost of doing business / impacts on economic growth. Any formal infosec requirement tends to induce a cost on businesses required to follow those requirements. And believe me, the US Government does an excellent job at inducing costly requirements (second only to private industry's ability - which is impressive on it's own rights).

      One of the most effective environments I've dealt with was a private enterprise that often pitted the security team against the business unit that wanted to do something. Usually the two could come up with ways to handle most situations. But there were times when the infosec group put forward their recommendations and the business unit wished to ignore them. In those situations, both sides would make their case to upper management. Infosec issues would be bounced against business concerns and if the business unit could demonstrate that there was sufficient business reasons to take on the risks the infosec team identified, they got their way. It should be noted that this wasn't a common occurrence as most business unit managers weren't confident enough in their position to put their own reputation on the line to fight that fight. But when it did occur, the risk and issues were well vetted.

      What we have is the beginnings of a policy that makes sense and recognizes how things work in The Real World. Whether it remains so or not is yet to be seen.

      It is what happens when you have an uneducated public that can't look past the carrot dangled in front of them. It's hard to even argue against people that can't look past one iteration of a loop that contains great phrases like "the poor will be fed" and "free health care". No one cares where the money comes from as long as it isn't from them. My point is everyone looks at the first possible solution rather than thinking forward.

      So you are correct this is a result of Democracy + Dumb People + Smooth Talkers = Any regulation will pass as long as it claims to protect and serve the common man.

      Of course the public is going to love this. Obama is just trying to to protect you from attackers who are stealing your passwords and identities!

    Does anyone find it strange that a country steeped in an anti-communist / pro-capitalist past / present / future chooses to adopt a Russian term for an overseer? We've seen so many fuck ups by past US administrations because they got their panties in a twist about the fear of communism with Cuba, the McCarthy trials etc. The Republicans in particular have their supporters mind warped into seeing commies everywhere, yet it hasn't occurred to them that "Czar" is not a Western / US word.

    They rail against state control over personal freedoms and here the government are trying to let people know where they stand and the people don't notice. Not only that, but many right wingers are thrilled that a Czar is taking charge to impose order, although presumably that only applies when the order being imposed is on an area they agree with and not with their rights to own guns etc.

    It's like the story telling entertainment industries. They tell so many stories of corporate / political abuse of citizens which resonate with the audience and the audience never notices why. Stories resonate because they have enough basis in reality for the audience to relate to, yes they are fictional characters, fictional corporations, fictional laws etc but the base is real, and believable. It's believable because there is plenty of news about REAL people committing similar crimes and abuses and often getting away with it. The entertainment industry is showing us the world as it is through fictional rewrites and what do we do about it? Fuck all.

    How many more times do we have to be shown reality before we decide that enough is enough?

      Here's an anecdote for ya.

      After the Soviet revolution of 1917, Bolsheviks purged most of those who were in power - ministers, high-ranking clerks, army officers. The very titles, the words themselves - "minister", "officer" etc - were banned. Workers were given full control over factories, and on the front (as WWI was still ongoing), soldiers were supposed to self-organized.

      Well, that didn't work. You can imagine why. Any sufficiently complex organized activity needs a good manager, no matter how you call him.

      So Bolsheviks had some creative renaming done. There were no bourgeoisie "ministers" in Soviet Russia, no-no - there were "people's commissars" - as in, experienced individuals commissioned by the people (through the Party, of course) to manage a particular area. So there was People's Commissariat for Military Affairs, People's Commissariat of Education, People's Commissariat of Finance, etc. And their heads, the people's commissars, met in a Council of the People's Commissars, headed by a chairman. But, look, no cabinet of ministers!

      Similar thing happened in the army. Turns out you can't really fight well without specific people dedicated to leading and giving orders, and so such were introduced. No pesky reactionary "officers", of course: the people in charge were called using proper, proletarian words such as "squad commander", "battalion commander", "division commander" etc.

      ~30 years later, Stalin had enough of that, and restored the original words with their meanings. And it turned out that, apart from being easier to spell, the Ministry of Foreign Affairs didn't actually work any better or worse than the People's Commissariat of Foreign Affairs. Surprising, that.

      There are plenty of monarchies which were much freer than the current leading social-democracies. It's hard to compare because people were much poorer back then.

      And even if you trust Churchill on it, it doesn't mean there are no better form of government to experiment with. It doesn't even mean we should *try*. If you ask me, there's no government like no like no government.

    Obama has appointed more czars than any other President that I can remember. And I think this is a bad thing, as czars end up with the same (or more) power as a constitutional cabinet official and don't have to go through the scrutiny of confirmation.

    This makes it easy to slip in cronies and lobbyists. And yes, I expect the person to have MAFIAA ties.

    The Obama administration runs like it has two cabinets, the one that had to be confirmed by Congress, and the "shadow" one made up of czars and all these "focus groups" he's been running.

    This definitely doesn't lead to transparency in government.

Anyone that was really paying attention quickly determined that Obama was a lying sack of shit who was willing to say anything and everything to con the idiots into electing him. The calls for "transparency" are just a diversion as are his claims on most other issues. 95% of taxpayers will get a tax cut? Yeah, right! About 40% of the people who file with the IRS get more back than they ever pay in, so it's just a bigger handout. Not to mention once his health care and cap & trade plans are put into place, the payroll taxes and business taxes will be increased substantially, which will be passed on to everyone. But Moonbeam and Shamika will get an extra $30 a month on top of whatever else they're scamming off the many levels of govt waste, so it's OK.

    An economist and two other cabinet members who evaded paying taxes, a 'car czar' who knows nothing about cars, a 'banking czar' who knows nothing about banks, and the admission that "I don't know much about finance", and he appoints another guy who likely knows nothing to round us up here, on the net.

    I would say he means "FieldMarschall" but those were the best-n-brightest Germany could offer.

    Is anyone else aware that the "Bail Outs" are actually "Buy Outs" which permits the Federal Government to control things not in the Constitution? We're in the midst of a coup.

    But at least we'll have those sexy arms of Michelle's to watch as they crack the whip.

      There are many alternative to government enforcement of rights. Every man for himself is merely one of them. You can have militias, private courts and arbitrators, private defense services. There's a plethora of options.

    If you're old enough to vote, and old enough to be drafted, shouldn't you be old enough to be given a line of credit from a bank much less drink a controlled substance?
    I understand his intent was to protect college students from getting into debt but that falls into the asinine thinking that 260 million people that have health care in the US need government health care and that the 73% of mortgage holders that pay on time need some sort of bailout.

    This country is fucked. And if there is a politician that believes that defending the Constitution is an act of terror, that politician should be promptly voted out of office. I thought that's what their oath is.

    I agree with you about the use of "czar" or "tsar." Freedom-loving countries should not use that as a title for a political position. The spelling, in particular, links it to terrible regimes that are anathema to the spirit of the U.S. Constitution.

    However, on a geeky note, the etymology of the word branches out to more than just "Caesar." There are many personal titles that are or may be related, and most are positive more often than negative: Sire, Sir, Sieur (Old French) leading to Monsieur (lit. my lord), Senior (Latin; disputed), Kaiser (German; the original pronunciation of "Caesar" in Classical Latin), etc. Most interesting to me is sar, which is a Hebrew word that appears hundreds of times in the Bible. To emphasize a positive use of the word, "Sar Shalom" is a prophetic title for the Messiah (Isaiah 9:6; 9:5 in Tanakh).

    I have a very bad feeling about this. Normally people appointed judges are lawyers who have (apparently) studied law, passed the bar, practiced for many years, and shown outstanding service. Surgeon General, same criteria. Med. School, board certification, lots of experience, in-depth knowledge of the field, etc. Cyber czar? Oh, a lawyer. Someone well versed in economics. Perhaps a politician who understands the internet as a series of TUBES! I don't know why this industry, moreso than any other I've ever seen, has total idiots appointed or put in charge over people who have clue. An accountant will be put in charge. Maybe someone trained as an electrician. Perhaps a musician, to get back at those computer people, and "make the bastards pay". Bruce Schneier won't be on the list. Neither will Linus Torvalds. Some dumbass from the RIAA/MPAA? Yeah, they are likely candidates.
