The Federal government has not stopped growing since the ink dried on the constitution. Show me where NASA or any of the numerous federal agencies are listed as a responsibility of the Federal government in our Constitution.
Our Federal government has 18 enumerated powers - given by the states to the Federal government. Any agencies exercising authority beyond those powers are unconstitutional. Those agencies should be dissolved and their powers given back to the states where they belong. The entire purpose of the 10th amendment was to reaffirm that States and people hold all powers NOT delegated to the Federal government.
If states decide that Government space exploration is so important that individual states are willing to have the Federal government perform that function they should amend the constitution to grant that power to the federal government.
A protracted shut-down of non-essential government functions will make it very clear to the states how little they get from an enormous, unconstitutional, Federal bureaucracy.

I worked on an experiment at Fermilab for a few years during a period when FNAL had furloughs (IIRC due to surprise budget cuts) and their employees were not even allowed to turn up to the office on their furlough days under threat of discipline (although to be honest I think it was more bark than bite). I thought it was rather bizarre at the time because they had no problem working weekends but apparently furloughs were not the same. This just goes to show that when dealing with government regulations in unusual circumstances common sense is not a good guide.

When a federal employee attends a conference, they do not get to chose whether they do or don't represent the federal government. If they went to the scientific sections, they would either be obligating funds that haven't been allocated (a felony) or donating time and money to the government (illegal, though not sure on the persons liability). If they just crashed the social events, that might be okay since those are supposed to happen during non-duty hours. I don't know to what degree someone might pursue this, but they would be disciplined and could get fired if the Office of Inspector General found out.

The first step would have been to pass a non-binding budget resolution for FY2019 by April 15, 2018. This budget resolution only requires majorities in both the House and Senate and is not subject to filibuster. It's important to keep in mind that from January 1, 2018 and April 15, 2018 the Republicans held the Senate with 51 seats for most of that period of time and consequently could only afford to lose one Senator to a no vote. That House had passed budgets in committee, which is pretty much something that can be guaranteed, but they never went to a floor vote. I don't believe that they had an adequate roadmap to get a budget resolution that could get majorities in both the House and the Senate partly due to confidence in the Democrats that they would take the House and Senate and didn't want to be bound by what the Republicans laid out. The failure to pass the budget resolution is significant from a process perspective because it eliminated budget reconciliation as a method for passing appropriations bills and without being able to use budget reconciliation it causes spending bills to be subjected to the Senate's filibuster rules.
Once the budget resolution is passed, Congress is supposed to pass appropriations bills before the beginning of the fiscal year which would have been October 1, 2018 for FY2019. From April 15 until the 116th Congress took office the Republicans were reliant on the agreement of nine or ten Democrats in the Senate for any spending bills to be passed due to not passing a budget resolution.
With the 116th Congress, facts have shifted. While the Democrats can pass any spending bill they want they are reliant on the support of thirteen Senate Republicans for it to avoid a filibuster or they require 55 House and 20 Senate Republicans in order to overcome a Presidential veto.
The general welfare clause is a statement of goals and intent for the purpose of raising taxes. It cannot be a grant of power because it structurally makes no sense for it to be so with the explicit grants of power that come after it that give it the power to raise armies and navies as well as fund the militia by equipping it, and allowed them to issues marques of reprisal. Those grants of power are extraneous and unnecessary if the general welfare clause is itself a grant of power as they themselves are all the potential entities that provide for the common defense at the time the Constitution was drafted.
It's a very insightful comment, however crowd-funding science is quite tricky - as humans react well to what is directly ahead, and not so well for things beyond time horizon, and flowers of science usually take more than 100 years to bloom. Today we benefit from quantum and general relativity theories, even more, we cannot leave houses without gadgets rooted in them. I do not think that any company would fund something with more than 100 years of return and very few people would as well, yet due to more and more complexity science becomes more expensive. Let's consider MRI, try to think of making a project like this without any basic science in physics, math, chemistry, biology, etc, in my opinion it would be inconceivable as a crowd-funding project even less so as a private company project without all the basic knowledge accumulated through just curiosity and basic research.

No new legislation needs to be passed in order for this to become illegal or get enforced. Now, I don't know how many drug dealers you've encountered throughout your life, but here's the thing: when your business model is predicated upon doing something illegal, that's something that we like to call "high risk." This business can actually get shut down and the owner fined or jailed just with one little old phone call. And, not only in theory either, it actually happens! (strange, I know, but true!)

As an adult I accept that those areas will have to find other revenue streams should by some miracle the United States ever actually start following the constitution. And like a reasonable adult person I'm prepared to work to see that happens. The answer might be to amend the constitution to bring that activity under the responsibility of the U.S. government. Surely if it is a truly necessary and valuable contribution to the national good it should be possible to convince two-thirds of the Congress and three fourths of the states that such a thing needs to be done.
