Well. For many smaller studios they have very little funding, so not shipping now may mean not making the paychecks next month, so shipping an incomplete product is the lesser of two evils. Blizzard is sitting on top of a veritable mountain of money, they have the ability to wait.
Yes, but that fails on two points:
1) Blizzard was a small company once too. Everybody has to start somewhere.
2) These guys have EA behind them, so funding shouldn't be an issue. That is, if EA doesn't mind providing additional funding to finish the game properly...
It's not just that Blizzard holds back their games until they are ready, it's that they have fans that will WAIT until Blizzard's games come out. That is a luxury that most other studios don't have. That said, Warhammer Online better have its features ASAP, first impressions are extremely important in MMOs.
Perhaps the reason their fans are willing to wait until their games are ready is their track record, which is a direct result of said practice?

Blizzard, Funcom, Valve, Id, Maxis/EA, Bethesda, Creative Assembly, all have a great relationship with the PC. PCs have the biggest market and the best margins.
Meanwhile, PS3 struggles to get a single quality family title on the shelves and xbox is a multi-billion sinkhole no matter how you slice it.
There's a reason World of Warcraft runs on 5 year old hardware. The best selling PC titles for several years include The Sims series. You sure as hell didn't need a GeForce 9000 to run those.
It's not the whole solution, but it's certainly a required step in my mind. I like that aspect of our political system. It seems to me that corporate contributions to politicians are just an obviously bad idea.

I remember watching a "making of" movie for an album where the band stated (after the album was released of course) that they had written the entire album in three weeks. Then they said not to tell the fans, because they would flip out and complain that they didn't spend enough time on it. Oddly enough, this ended up being one of their better albums.

Uh, actually all three major consoles in this current generation (Xbox 360, PS3 and Wii) have parental controls built-in. The console can read the rating on the disc and you can set a maximum allowed rating. So yes, they do have the tools necessary to enforce what games their children play, and no, they don't have the right to prevent the rest of us from playing what we want.
Uh, maybe that's because Guitar Freaks/Drummania catered largely to the Japanese audience that they were designed for and Konami never pushed them at all in North American? They were also designed as purely arcade experiences, with the concept of "stages" and all the songs being an average of a minute and a half. Except for the "long versions" which took up two of the aforementioned stages.
What was revolutionary about Guitar Hero was taking that basic model and transforming it into a home-based experience with known songs that a North American audience would recognize and like Rock Band further pushed this envelope by expanding the experience to the full band, and also pioneering the downloadable content-based business model. There's now over twice as many songs available for download as there are on the disc itself, and they even have a store built in to the game itself for browsing through the tracks available.
So yes, while Guitar Freaks and Drummania may have started the ball rolling, it was Harmonix that really brought it to prime time with Guitar Hero and now Rock Band.

However, you assure your neighbours that Bart is responsible and fit for the position of running a household. When it turns out after the fact that he isn't capable of it, is it your neighbours fault because "they should've known better", or is it your fault because you were the one who presented the candidate to them in the first place and they expected you to know what you were doing?
So does this mean that, even though this judge overturned the sanctions, the fact that they were originally sanctioned at all can actually have an impact?
