I think a lot of this self-destructive behavior by the Air Force is due to them knowing the days of manned combat aircraft is rapidly coming to a close and they're panicking (kinda like the demographically-doomed white right-wing).
It's a nice idea in concept, but just like we've seen in the stratospheric rise of college tuition, giving money to everyone will give a green light to every for-profit entity in the country (along with state and local governments) to raise their prices to get some of that 'free money', just like the colleges have, as greed like contaminated water will always find it's own level.
The only things that will save this (or any country) is well-regulated capitalism in place of cronyism, upper income tax rates rolled back to the Eisenhower era, and the total illegality imposed on any and all shell game, off-shoring tax dodges done by both the One Percent and corporations (THAT ARE NOT PERSONS IN ANY LEGAL SENSE).
Given that the local Barney Fifes are still allowed to use them (and still lie about using them), makes this decision the equivalent of a thousand angles dancing on the head of a pin.
The real reason of this costly storage is that incriminating evidence of an LEO executing someone can be completely deleted at a moments notice, with the traces left behind as that of a cosmic ray / solar flare incident.
That there is zero talk of all the data being recorded to and held only by the DOJ is related to the same reason that there is _still_ no centralized, national database of LEOs shooting and killing people.
