I would swear that MySpace did this when they first started using captchas for their video comment posts. It would never let me enter a correct captcha on the first try for about a week. Same here in northern New Hampshire. I had a 5Mbps connection a couple of months ago, purchased the Turbo and went to 10Mbps. Within the last couple of weeks it jumped to 15Mbps an then very recently to around 30Mpbs.
Still 1Mbps up but not really an issue now.
I think the article hinted toward the telecom/provider using the municipalities easement laws to distinguish themselves as a utility and therefore allowed to do what they will for the sake of the 'utility'.
I thought that before I bought the Wii. I purchased Resident Evil 4 and was surprised how it didn't. I would stand up in front of my wall mounted tv and use both controllers for hours on end and not get tired. It is possible that it just requires conditioning.

I agree. Whatever they may say, there most important people are the sponsors, not the viewers.
