They actually do this in Chicago, but only in the areas they HAVE to. In the city and some suburbs (where local ordinance prevents no comp) they lease lines to WOW Cable and RCN, in other suburbs, and from my own unscientific research shows that these are the more affluent suburbs (where incomes are high) they refuse to lease their lines.
Poor me with no choices. and don't say DSL, it isn't a choice.

Absolutely the case. I work for CDW selling to large customers (500 emp +) NO ONE will order a machine with vista, we had to make Lenovo, Acer, HP offer downgrade disks available. The only way MS will pull a huge rollout is if they require those with EA's to upgrade on their next true up.

All this is essentially true except that in addition to selling the credits for someone growing, the market is going to be flooded with people that bought land for this purpose. Land that already has trees on it, they aren't growing anything. They are just buying land and not developing it.
