Though very rare, it is not unheard of for flush valve water closets to explode. The flush valves need 20+psig to operate, and most codes allow up to 80 psig. Water is, practically, incompressible, so the release of pressure from a suddenly opening valve will create sudden acceleration that may cause "water hammer" and jerk the pipes some. But air is compressible, and if there is air in the pipes, a sudden release of pressure can cause the air to expand explosively, adding much greater acceleration and velocity to the water entering the fixture, and possibly rupturing the brittle ceramics that the fixture is made of.
In most buildings more than a few stories high, you need a pump to raise the water to the top floors and still have enough pressure. Especially in older buildings, this pump is a constant RPM centrifugal pump, which cannot adjust to the variability in flow rates, especially at times of low usage. So the discharge of the pump fills a bladder tank, which contains water on one side of the bladder and air compressed by the water on the other. The pump does not have to turn on and off all the time, because the bladder tank holds enough water and pressure to keep the water flowing for a minute or two after the pump turns off (much longer in times of low flow) and it takes a minute or two for the tank to fill to full pressure while the pump is running ( longer at times of high demand).
Apparently, in this case, the air got into the system because some part of the system failed, the water pressure dropped, and air got sucked in. It was then pressurized by the normal water pressures.

I bought three for my living room today. Here was my reasoning: They are amazing for LEDs. I have other LED bulbs but the problem has always been that because of the directional nature of LEDs they all act like miniature spot lights. They don't diffuse light like the global shaped incandescent source. These Phillips LEDs do. And they are 17 watts (1100) lumens 75 watt equivalent) but they are so bright it hurts to look directly at them. I replaced three 65 watt bulbs in my living room with them and it is much brighter, less load on my air conditioner (I'm in Phoenix and that's important to me) and only 51 watts total. For me it's a plus, plus and plus. Oh, and with my military discount at Home Depot they cost me $36.00 each.
That's 3 incandescent bulbs x 65 watts per bulb = (195 watts for 8 hours per day/ 1000) *.1114 per kwh = $.17 per day for the incandescents. That's 3 LED bulbs x 17 watts per bulb = (51 watts for 8 hours per day/ 1000) *.1114 per kwh = $.045 per day for the LEDs.
Incandescents cost me $.17 x 30 days = $5.10 a month x 12 months = $61.20 a year. LEDs cost me $.045 x 30 days = $1.30 a month x 12 months = $15.60. The savings on my electric bill is $45.60 a year, not counting the savings by not generating heat that fights the A/C. Total cost for the three bulbs was $108.00. $108. / $45.60 = 2.3 years to pay for themselves. Their life at 8 hours / day is expected to be 8.5 years. The lifetime savings should be $282.00. And I am not a tree hugger and I don't work for Phillips.

Like many places where when you rent, you have to provide your own appliances (used to be very prevalent in New Orleans)...you will likely have to start providing your own $60 lightbulbs too!!
I bought three for my living room today. Here was my reasoning:
They are amazing for LEDs. I have other LED bulbs but the problem has always been that because of the directional nature of LEDs they all act like miniature spot lights. They don't diffuse light like the global shaped incandescent source. These Phillips LEDs do. And they are 17 watts (1100) lumens 75 watt equivalent) but they are so bright it hurts to look directly at them. I replaced three 65 watt bulbs in my living room with them and it is much brighter, less load on my air conditioner (I'm in Phoenix and that's important to me) and only 51 watts total. For me it's a plus, plus and plus. Oh, and with my military discount at Home Depot they cost me $36.00 each.
That's 3 incandescent bulbs x 65 watts per bulb = (195 watts for 8 hours per day/ 1000) * .1114 per kwh = $.17 per day for the incandescents. .1114 per kwh = $.045 per day for the LEDs.
That's 3 LED bulbs x 17 watts per bulb = (51 watts for 8 hours per day/ 1000) *
Incandescents cost me $.17 x 30 days = $5.10 a month x 12 months = $61.20 a year.
LEDs cost me $.045 x 30 days = $1.30 a month x 12 months = $15.60.
The savings on my electric bill is $45.60 a year, not counting the savings by not generating heat that fights the A/C.
Total cost for the three bulbs was $108.00. $108. / $45.60 = 2.3 years to pay for themselves. Their life at 8 hours / day is expected to be 8.5 years. The lifetime savings should be $282.00. And I am not a tree hugger and I don't work for Phillips.
Yeah, i've seen that kind of thing, and I was avoiding it on purpose. Because, most people who pledge to never vote for a "Christian" or any other person of faith, will do exactly that come Nov. this year. Many of those will vote for Obama, and do so gladly because ... well Obama is their kind of person of faith.
I'd love to see the "Atheist Party" candidate and what kind of wackjob they'd end up with. If I had my guess, most people who claim atheism end up voting for some big government (sky daddy substitute) politician like Obama.
Me, I'm not a "Christian". I am a Libertarian, and I don't have a problem with people of faith (or lack their of) politically. My point, Atheists will mock religious people and how they vote, but then often vote for exactly the person they just mocked (like Obama). They compromise their own values in doing so.
Unless Atheists some how got the message (hidden) that Obama isn't really a Christian (or Muslim), in which case, he is pretending (lying) about it, just to get elected. What kind of values is that?
To expand on your point... I have not believed in magical, invisible flying friends since I was about seven years old. That said, what choices do I or anyone else have? There sure aren't any admitted atheists on the ballot. So do I vote for the social justice candidate Obama, who wants to share the wealth or the whacked out Mormon candidate who not only believes in Flying Friends but believes he is destined to become one. The only other choice is to abstain and not vote at all. That leaves the choice entirely up to the people who want Obama to give them their fair share of free money. I'm one of the 52 % who still pay taxes so it's my money they're getting for free. Or Romney who is richer than God and has no clue what it means to have to live from paycheck to paycheck. We have these great selections of candidates every four years.
When they say "the right to pray" what the mean is "the right to make others pray, or at least feel marginalized by forcing them to stand out as not part of the group if they choose not to participate."
Anyone can pray anytime, anywhere. A kid can pray in school. What CAN'T happen is the school can;t LEAD A PRAYER and therefore use authority to enforce that religion.

I'm retired from two different electrical utilities. I can tell you that one of the things that was checked on old analog meters was the wear on the contact legs. It doesn't take many repetitions of flipping the meter in it's socket to wear off the plating on the copper legs. It's pretty obvious.
Medicaid is for poor people. stealing their identity won't gain them access to much money. However the SS numbers might be useful for illegal alien ID cards.
