Hacking into poor protected web sites / forums is one of the best way to get your passwords. Never use the same password for random sites and for stuff you really care.
1. If you have a good ISP all you need to do, it's to make sure you never use 100% of available upload or download. To limit it to 99% use NetLimiter on the PC or configure QoS on the router. Linksys WRT5GL + tomato firmware is probably the cheapest and still fully reliable device to use.
2. Your ISP sucks, in this case you have to limit also the number of connections you make. Tune down Torrents max inbound and outbound connection until your VOIP is working properly.
