I've gotten a lot of the older Westwood games (original Command and Conquer and Red Alert, Renegade, etc) to run perfectly under Wine
You don't need Wine, they work in DoxBox too. I even wrote a nifty script to do everything for you.
From what I can tell from the documentation, Westwood originally ported most of their games to the Windows environment using DosBox. To get them to run on more modern versions of Windows, you simply need a more modern version of DoxBox. By running these games in Wine, you are really just running the game in DosBox in Wine. Why not cut out the middleman?

The military leaves nothing to chance, and that kind of preparation takes time. Even then, things go wrong.
If you did that everyone would file for bankruptcy the moment they graduate. Why? Because whatever assets a new graduate has(usually none), pales in comparison to the future earning potential he/she has just acquired.
Also, many new graduates have poor or no credit to begin with, so it's not like the hit to their credit will make a difference either.
What are you going to do to someone with in that situation? Repossess their diploma?
If 3D were automatically realistic, from every seat in the living room, and did not require directors to completely reinvent their storytelling technique, then, like stereophonic sound, it would be (mostly) just value added, and would gradually displace 2D as costs drop, the way stereo sound has gradually replaced monophonic.

The thing that bothers me about pebble bed reactors is the graphite moderator. Graphite is combustible, and burning graphite is what caused the crisis at Chernobyl. I know they take precautions to make sure the graphite never comes in contact with oxygen, but that seems futile when it's present in so much of our world.
