You are referring to US laws. I am in Canada. I have the right to make an authorized copy for my own purposes. I have the right to sign out a CD from my local library, and make a copy for my own use.
Being in Canada gives me certain legal right that are not available to my US cousins. Under fair use rights, you too have the ability to make a backup for your own use. I still cannot make a copy of a CD and sell it. That is one form of 'unauthorized duplication'.
P.S.: Assuming I bought any CD in the last 10 years, I wouldn't read those disclosures as no one has proven to me they are legally binding.

Statistics can show anything you want them to. I use 50-60 blank CD's a month, and have yet to copy a CD. And I still get to pay that wonderful Canadian CD levy.
I download . . . TV shows. Specifically Stargate, since I'm a fan, and up till season 5 was broadcast locally in my area. I can no longer get it, but I keep up by downloading it, throwing it on a VCD and sharing it with friends who are also fans. What really ticks me? Stargate is produced in Canada, but the copies I download are sometimes from the UK. Why can't I get a show produced in this country. ..IN THIS COUNTRY?? It wobbles the mind.

The user gets a local copy of the address book and keys if they wish, otherwise the keys can be compared when next they are on-line.

They'll put import tarrifs on anything they see as a threat to domestic products, but don't you dare put tariffs on our stuff...even to countries with which they have a free trade agreement. Countires with whom the US is the largest trading partner and have no other cheap market for goods.
A few hundred years? I don't think it'll take longer than a decade for people to realize the US doesn't play nice with other.

I don't think terrorists are organised enough yet to pull something like this off. Just like SARS, West Nile, Mad Cow; I think terrorism is way over hyped. I think we need to be aware of them and deal with them, but drunk driving, not wearing seatblets and undercooked meat kill far more people, and are often overlooked.
If they said "There is no evidence of Terrorist attack" that would have caused panic, because everyone is just on egde from too many "Yellow/Orange" alerts. And they know it.
Perhaps they could have worded it "It appears to be an unplanned outage..." but they had to use the "T" word for dramatic effect.
