Yes they do. If you read the EULA of a Borland (and probably others) compiler/ide commercial product, you will see clauses that prevent the use of the language to create a competing product.
I read about this 7 years ago in an article about Bill Gates. It said he tries to read a magazine a month like this. (Semi) random websurfing achieves the the same effect.
We want to make certain that everyone understands that no changes have been made and that a change like this would never happen with discussion with the community as a whole
