That this question is even asked, seem a little scarry to others? A neutral Justice Dept is a bare minimum requirement. And as others have pointed out , the hiring practices were illegal. Doesn't the thought of the laws being enforced by someone that was hired because of their beliefs, seem the least bit worrisome?
How much of the price represents the VAT (Value Added Tax)? I don't know the current rates in the counties mentioned but the rates are significant. Somebody has to pay for the national health care etc...

The usual local school board cares more about the high school football team than challenging TAG students. (you could likely substitute any sport for "football" and the above would be true)
NB: Some of it may be due to the teachers being afraid of the kids. (what does it do to you when you have to teach reading to a class where a third to a half of the students have already taught themselves how to read)
