1. A database of coordinates that are classified as "no fly zones". This exists and is referenced by pilots every day. The hitch is they are talking about firefighting, police manhunts, presumably private property, etc. That means you need a real time database accessible by authorities throughout the nation as well as a mechanism for property owners to declare their properties "no fly zones" (which is a separate nightmare) .
2. Drone "pilots" would need to subscribe to this database and check it before every flight. OR, every drone would need to access the database wirelessly in real time to know where it can or can't go. So to be effective, in the case of a man hunt, the police would have to constantly update the database with locations and the drone would have to be continually querying the DB for prohibited locations.
3. If you ditch the Fire and Police nonsense, you could require drones to download the prohibited locations while connected to a LAN or home wireless connection.
Regardless... it would be expensive for government and drone operators alike. I probably wouldn't work very well, and it's would undoubtedly be hacked within the first 24 hours.
Now, the people who end up having to sit on top of the trains will have it better than the ones with seats as they will undoubtedly have a better signal!
"The Cloud" is a buzzword created to fool executives into paying for Other People's servers. Executives see it as some magical technology that is fool proof and infallible.
The term should be eradicated, preferably with fire.
As someone who programmed and used an Apple II and III and original owner of a Fat Mac...this is all common knowledge. Essentially Steve saw what Woz had and said, "hey, we should sell this."
I'm skeptical that the people selling this stuff are using a Dell SAN with tape backup and Iron Mountain coming twice a week. It's likely the same crappy no name PCs with one of these very same drives, but charging thousands for the drive instead of $150-200.
Either way, the argument that increased storage is expensive is crap.
Hire attorneys to handle ALL your affairs. Carry only credit cards. Stay out of the news.

Make an arrangements with a car deal to give away cars to people you think deserve it as you encounter them. Pay the check for an entire restaurant full of people when you leave. Watch for local foreclosures and intercede on the behalf of those you think are getting a raw deal. Fund a promising local business for two years.
Of course it goes without saying that you pay off the mortgages of all your relatives and set up college savings accounts for all of your children, nieces, nephews and cousins.
Actually, a million cash would be about enough to fund a $60k a year income assuming you can get a good rate of return (6%...crazy these days). And you'd have to play the stock market. Banks aren't paying squat, even for a million bucks.
A million isn't as much as you think when it comes to retirement savings.

I think you may be overlooking one thing...eSOX or equivalent policies.
Company assets have to be partitioned. You can't have people that are not trained and/or not accountable for data/hardware messing with stuff. Auditors for the Government and various Standards organizations (ISO this or that) look for these things. For instance, as an "Administrator" for our Manufacturing software, I can change master controls and permissions. But I cannot actually use the software to do anything like create POs, print Invoices, etc. and that is it should be.
I am also in the approval chain for granting access to shares...but I ultimately do not have access to any of the shares (except mine). What's in them is none of my business and outside the scope of my duties, so eSOX and similar policies say I should be locked out.
If you have someone who can do anything they want to anything they want, you are setting yourself up for a disaster.
