I'd venture to guess that outgoing calls made to the local calling area of their datacenter(s)/incoming switch(es) would be sent via the landline network... In other words, if they have their equipment located at their offices in Wayne, PA, any outgoing cellphone calls to Wayne, PA and surrounding areas (Villanova, Bryn Mawr, etc) would go out over standard phone lines instead of VOIP, since it's cheaper for them.
My Allak chair from Ikea is pretty comfy, and only cost $89.
I can't seem to find it on the Ikea USA website, so it could be that it was cheap because it's a model that's being retired. Bought it 2 weeks ago at the brand new Ikea in CT.
I have Comcast (have had them since they bought Storer Cable back in 1988), but have never gotten (or even seen) TechTV. Maybe they'll add it to my channel lineup, it sounds like an interesting channel.
I took a look at the videos, looks like Baker Hall at CMU (where the PNC ATM used to be). They have two shiny in-wall Mellon Bank ATMs in the University Center (which most students use), so it shouldn't have been as major a security problem as if it was the only ATM on campus.
This reminds me of Microsoft's AutoSummarize feature, which has been a feature since for quite some time (I seem to remember using it in high school with Word 6)... That feature basically tried to keep the first, last, and topic sentence of each paragraph, more or less, and you could give it a percentage value to shrink the text down to. (ie. 50% to excerpt half the original text)
The problem isn't bandwidth, it's latency. Cellular links have a minimum of 300ms pings and a fair amount of packet loss. Interactive applications like VPN and VNC are more affected by this than simple downloads, unrelated to bandwidth requirements.
No, I'm 100% certain you can use it anywhere. They do have a shops section which lists all the online stores that take paypal payments directly, but there's a link which says "Shop Anywhere" and goes to the virtual debit card page... I've used it to buy stuff from random pricewatch vendors, for example.
Why should you need this "service"? Paypal already offers a virtual debit card service (see here, requires paypal login) where their system will generate a mastercard number and expiration date which you can use to buy items against your paypal balance from any online store that takes credit cards...

The graphic in the article says 10 petabyte, not 100 terabyte. That's a factor of 100 different.
