I don't doubt China is spying here, electronically and otherwise. However, it seems like a conflict of interest to have someone who would benefit from escalated military production evaluating our military needs.
If there's not a project to fit your bill, develop it internally and release it as an OSS project. It'll add some nice OSS experience to your resume and also add visibility to your employer. If it succeeds, it'll be a big deal for your company. If it doesn't succeed, at least you got the project done. Sounds like everyone wins.
I've never actually done this (my employer balks at the suggestion), but I'd love to have that sort of opportunity.
It's not just that wires are unsightly; I imagine it's much simpler to create a new capacitor bus route rather than an electric route with overhead cables. With that level of infrastructure build-out, seems to me like they'd just go ahead and build a proper streetcar line.

What if they sniff the channels first and pick the least crowded one? My wifi router (Tomato) already does this.
If the encryption is seamless (the way it is with modern cell phones), then there's no good reason not to do it.
