My parents, tehy have an outdoor antenna, rotates and all that. They can get 2/5 local channels via analog. With the box? ZERO.
Now if I lived in center city Philly I bet I'd be a-ok. But I do not. So to truly solve this issue Congress needs to send out vouchers for big ass antennas for the people who live outside the 20 miles of great digital reception.
So they wouldn't actually spend all the money but could CLAIM it was all spent. ( ie Some people will forget, or will keep a card for posterity's sake)
So what you are suggesting is that a company that is bringing in 20% profit off one customer should voluntarily reduce that to 19% profit? have you no shame?
People like you are always going on about 'fair use', I've yet to see a video on Youtube that had 30 seconds or less of copyrighted music playing ( 30 seconds is always in the battle cry: "it was just a small 30 second clip" ).
Re-read the codified law concerning copyright again. Please.

the US is huge. And rural Americans need not just a convertor box but a big ass antenna, that rotates. Do you need those in the UK?

I just bought an RCA box wat Walmart that has both RCA OUT and Coax OUT, and was voucher approved.
