I never understood the animosity to the Windows 8 start screen. What is the use case for the cramped start menu? You are doing one thing, you are looking to launch an application. Why constrain that function to a corner of the screen? One thing, full screen, maximum real estate given to do that one thing. I am not launching an app and also scanning my desktop for some other reason. I switched my Windows 10 back to full screen start.
As for the Windows Metro UI apps, they are still in Windows 10. I have no problems with those either. Cant resize it? Again, what is the use case. You can tile them on the screen. Dock them to the sides. Arrange them to see multiple apps at once. I don;t see the issue.
Unity uses over a quarter of the screen for the launcher, is someone bitching about that? Not as much, because it's "Linux" and we are used to it being schizophrenic in UI design. *SMH*
And yes, I own and use a Windows 10 phone as my primary communications device and it is better by design. I don't need your stinking 'droid apps:P
These companies don;t just do business in America. If the U.S. Government gets it, then other governments will likely follow suit. Blanket refusal is the only answer to protect global civil rights.
Unfortunately you are (not so eloquently) correct about a large portion of the homeless problem. It is mostly to do with self medicating persons with mental health issues. You can't force them into rehab or to take prescription medication since it is also a civil rights issue. And around and around we go...

The Windows device is uncluttered, organized (by sane categories) and predictable. An EA operating system license gets you unlimited upgrade rights for $80 per year per machine. This is unrealistic for government agencies who upgrade OS maybe once every 5 years. Also unlimited upgrade rights on Office for just $300 per year, also upgraded once every maybe 2 to 5 years.
The only benefit is yearly licensing can be budgeted. Where if you upgrade every 5 years, the money will not be in your budget.
Quantum computers are built for specific workloads. Citing this as potentially the worlds fastest computer is misleading. It more than likely will not be a general purpose computer.

I want a solution using cheap (~$60) personal tablets that interconnect and share a single screen from a presentation PC. Yet I cannot find this that integrates well with Windows applications. 15 Chinese androids and one presenter laptop. Why is this so hard?

Word 2013+ has built-in export PDF (Save As). Word 2016 opens PDF files for editing. Albeit the editing part is not entirely 100%.
