Must be nice to have the complaints based on real concerns... Here (Vancouver Island) we had a cellphone tower project cancelled because the PTA didn't want "radiation" within a half kilometer of an elementary school... but the open tank sewage plant is OK.

It would probably actually be better to throw Linux onto a VM on the Mac (or thinkpad). That way he can set it up just like the servers he's targeting and test that the sites work without special permissions or libraries that may not exist on the server. It's best to avoid little surprises like web graphics libraries that require X11 libraries to work properly.
At home I use a mac mini desktop but use SSH+X11+Kate to do my web work on a linux box.
Also, I'd like to point out one stupid thing: VirtualBox won't let you allocate more than half of your physical memory to VMs. Even if you built the machine with excess of RAM so you could do just that... Want to run 2 1GB VMs in a 4GB machine with integrated (RAM stealing) video? can't do it, even if the machine isn't running anything but VMs.
Also, with english classes in francophone highschools and mandatory french classes in anglophone highschools, there is a good chance that if both people graduated highschool after 1990, a canadian to canadian call can muddle through bouncing between languages. I know of one contracting company where the helpdesk always answers in french first, but everyone speaks both languages. On the very rare occasion where they don't know a word in english, I probably know the french word.
Viewsonic ViewPad 7 seems to be the ticket. It's got everything, and only comes unlocked. Except the Android is 2.2. Not sure about the CPU speed to run flash either.
I know from experience that 240V/60A outlets are standard stock items at home depot and other building centres. I also know from experience that only some of the designs don't require bending the wires.
Hmmm... Cable internet here is ~$30/month (depending on plan)... do they seriously think that 1/3 of bandwidth is used for downloading music? I certainly don't think so.
X.509/PKI user certificates. Have whatever department is responsible for passports issue certs for citizens, and whatever department is responsible for other legal entities (Corporations, societies, etc). As a bonus it also works for HTTPS.
Yup, they had no idea they had a modem, but it was plugged in. Computer must have been installed by someone else (a contractor or neighbourhood kid) or they have forgotten.
Over the last couple of years here (not europe) there's been a big push by the Cable (TV coaxial) company introducing their own phone system. a couple of months after switching many people find their computer won't POST. I remove the PCI winmodem and it POSTs OK... most of them didn't even know they had a modem until I handed it to them. I don't know what's causng it but it's too common to be coincidence.
Also severely limits who you can send email to. And is excessively cumbersome. Easier to just run your own BIND and not allow connections from outside.
aaand the HDD & wireless card are the two parts in most laptops that are standardized & replaceable... Some models the HDD has only 2 screws, Many it has it's on door, some you have to dis-assemble the machine to get at it, but almost all use a standard 2.5" SATA.

My IP at home is dynamic but I've had the same one for over a year.

It doesn't help that your Bluetooth->CellPhone->POTS->VOIP call is routed halfway around the world and back.
