No, they don't go up stairs, unless the height of the stair is about 1/4 of the wheel height (and the motor's strong enough to lift you up that distance).
The guy who designed them previously designed a wheelchair that did go up stairs. Perhaps this is the cause of your confusion.
Personally, does the SegWay need a 120VAC outlet to charge off, or can it handle the 240VAC we have here in Australia? I can't think of a good reason why not, but that doesn't mean it does.

If you're after something that's not part of your computer, I can highly reccomend the Panasonic DV-505. Although it's not mentioned in the manual, you can change what area coding it thinks it is. It plays PAL and NTSC, does AC3 decoding, and is dual-voltage. I bought one while in NY, and am taking it back to Australia with me, along with all my area 1 DVD's.

Say some big company owns all the powerlines in your area, but allows you to choose who's power you use. So you use 120KWh of electricity, and your supplier puts in 120KWh of electricity. But how do you know you got your supplier's electricity, and not someone elses? If somebody elses supplier starts putting fluctuations into the lines, you start getting fluctuations, even though it's not your supplier. How do things like that work?
Data, is different, as it can be packeted and seperated, ID'd and tracked. So you can mix it in the pipes, and it's all OK.
But Telstra will never do that. Even though the ACCC has now mandated that they open up their lines, did you notice how they're already stalling? Telstra's damn good at that, and has been doing it for ages on other matters (Like the ISP charging thang)

But some people are naturally better than the average, and companies will try to hire them rather than the common person. Thus a supply/demand thing happens, so these people get higher wages as companies fight to get a hold of them. This naturally has a follow on effect to those not quite so good, and so on, as companies who don't win fight over who's left.
And I'm not confused, but my paradigm is obviously different to yours.

I bought a Thompson Tivo in Glasgow and it almost worked with my Telewest Cable (damn digital boxes not getting their channels changed for them).
But it was so much better than the VCR.
