Yes, but as well the average person drives their car at most 2 hours a day. The sun up 8-16 hours a day. Assuming 12 hours a day of sun that gives you 1 hour of 19.2 (using your 1.6 estimate) horsepower. Still nothing huge, but combine this with a hybrid system its simply one more thing to add to the equasion. Of course a pluggable hybrid that connects to a large scale solar would make more sense. I assume this technology is more about how to get the most miles for the least horsepower, as well as improved solar conversion.
Of course, if you build it they will come is rarly true, especially when dealing with transportation. The city should survey the needs and put bus routes where they are needed. Though sadly in many of these area you would need to make the bus look nicer to get people to ride, than you would need in the inner city. Then people would accuse the planners of racism.... shrugs.

Apparently its established law that government contractors can steal IP when working on secret projects. This law was created to protect contractors from having to reveal the fact that they are using this technology. Lucent made to attempt at hiding their uses, they just decided to abuse the law to avoid paying. The courts immediently sided with Lucent simply because the law was written without any exceptions so Lucent go away with this easily. The patent holders then sued under breach of contract and such, but the government got all evidence thrown out under "secrecy" rights. So of course the case was lost.
It simply is not a matter of whats "fair" sadly its how the law is written.. Badly. Most likly an old cold war law, that doesn't make sense in todays society.
Funny how they rejected this court case stating that going forward would provide more information on this patent to the public, thus causing a "national security" concern due to its secret use. Of course doing so causes it to be national news.. Yep good way to keep it secret.

MAD (Mutually assured destruction) doesn't win wars against terrorist groups. Our new weapons are percise GPS guided small tactical missles. You can be sure we are keeping some warheads in waiting incase a new superpower emerges. But for now these weapons are pointless.
Personally I left office 97 for 2000 and never looked back. We are still using office 2000 company wide with no end in sight.
Sadly my reason for upgrading was a microsoft trick, somehow a computer prebundled with office 2000 absolutly REFUSED to install 97 (tried and tried some more). In retrospect I shoulda reinstalled computer from scratch, but the upgrade was good anyways.

This is why most hurricanes happen in september, when air is starting to cool It seems to me, and I could be wrong, but global warming would cause warmer air, and possibly cooler water as less of the suns rays would hit the water.
Well truthfully the states don't even have to run an election they can just let their legislature pick the president. Of course almost every state has state consititions forbidding this and requiring an election. Just saying that presidential voting isn't exactly as federally controlled as you would hope. The federal government does have voting requirements, most of these are enforced simply through purse strings though.
Well not everywhere in America. Some states are starting to require paper copies of e-ballots. While I heard a while back about one state that is requiring publically available source code. I can't find the state though right now.
Only 36 of those 100 million are in the US. So for an US population of 300 million thats 10%. Very high numbers, but I'd be willing to bet you that the majority are technically inclined and younger than 30. I'm not saying that older individuals don't play games. But speaking as a non enthusiast (only system I've owned in my life was an N64 and don't have that any more) trying to play new top quality games on friends systems is tough at best with the over complicated controls. While nintendos controller may or may not live up to the hype, its definatly designed for the non enthusiast/mass market crowd.

Maybe I'm wrong here, but from what I've seen the mass market dislikes the complicated controller of the newest generation. This guy seems to have it all backwards.
Though it is the first to mention the removable back which I hadn't read elsewhere. I assume this is to make the "remote" lighter and thinner so it can easily slide into controller. The standard remote is way to big for such a feature.

The plane thing always struck me as silly. Its like accidently hitting a very tall building. Sure it happends when the pilot is an absolute idiot. Either way this will most likly be very far away from everything with protected airspace. You'll get shot down before you get near this thing.

Anyways I believe we don't have a strength yet, but I've heard talk of strength being enough to go half way, which is good enough for initial test. You could hover test tether from really high really big helicopter. Or given enough money you could hang it from orbit and have it reach halfway down... a much better test, and you would be testing the upper orbit effects which arn't as well known.
